The caller advised that her brother put a storage bin full of clothes and his cell phone on the curb lawn unattended around 8 a.m. and when he went back outside two hours later it was located on the neighbor’s sidewalk emptied with all the clothes scattered on the lawn. The caller advised their neighbor’s dog was circling their vehicle and their wife was unable to exit the vehicle due to medical issues.
