East Liverpool

– Caleb A. Hoggard, 19, no address listed, turned himself in on a warrant out of Columbiana County at 5:41 a.m. March 19.

– Officers responded to the 200 block of Henry Avenue at 4:06 a.m. March 18 in reference to an altercation between two men. Upon arrival officers found one of the men had already left. The other one said the one who left stole his vehicle, but admitted the title was not in his name. He also claimed the other man attempted to hit him with the vehicle while leaving.

– An East Ninth Street resident reported at 11:22 p.m. March 17 his ex threatened to burn down his garage after he told her he wanted her truck removed from his property.

– Officers responded to a 700 block Lincoln Avenue home at 10:31 p.m. March 17 where the resident reported returning home to find the dining room window lying on the floor. She said she did not know if anything was missing nor who would have entered her home.

– Officers responded to the East Liverpool hospital at 3:04 a.m. March 17 in reference to a man refusing to put on a mask and arguing with security. Officers spoke with security who said they just wanted the man off the property. Officers also spoke with man who said he was truck driver from out of state and had not been feeling well, had pulled over, then woke up in the hospital. A cab was called to transport him back to his truck, which was found just outside of Lisbon.

– Officers responded to the 800 block of Lincoln Avenue at 12:57 a.m. March 17 in reference to a domestic disturbance. A resident said she and her boyfriend had been arguing, but nothing physical occurred and he had already left. She was told to call the department if he returned and caused any more issues.

– Officers responded to the 1100 block of Avondale Street at 1:06 p.m. March 16 in reference to a resident harassing a water department employee. Officers found the resident yelling at the employee for shutting off water to the home. The resident said he was told to fix the lines to the house, but that he felt the department should be responsible for fixing the lines. The resident was able to speak with other water department employees to find a solution.

– A 600 block Bradshaw Avenue resident reported at 10:41 a.m. March 16 someone had removed the license plate from his vehicle overnight.

– A Market Street resident reported at 2:19 p.m. March 15 that someone who had had their animals seized earlier in the day had accused her of turning them in and threatening her with physical harm.

– A 700 block Lincoln Avenue resident reported at 1:14 p.m. March 15 someone had taken her cat about four days prior and when it was returned, its left ear was clipped and it was no longer pregnant, with stitches on its stomach.

– An officer responded to Riverview Towers at 12:28 p.m. March 15 in reference to a juvenile that ran away from home. The juvenile was returned to his mother, who was advised to file charges through her local police department.

– An officer assisted the planning department and dog warden execute a search warrant at a 400 block Market Street at 11:04 a.m. March 15. Two dogs and two cats were seized from the home, which had a strong odor of ammonia, including animal feces and garbage, throughout the home.

– A Wilbert Avenue resident reported at 2:36 p.m. her 6-year-old son had been dragged through the mud by an 8-year-old boy. The complainant said she has been having problems with the other boy’s parents following the theft of a package.

– Joshua Michael Orourke, 41, no address listed, was cited for running a red light following a traffic stop at 7:13 a.m. March 14 at Jefferson and West Eight Street.

– West Fourth Street residents reported at 10:36 p.m. March 13 they are being harassed by by text messages from an untraceable number, with threats to burn down their home. They were advised extra patrols would be done near their residence.

– An officer stood by at a Selfridge Street home at 7:39 p.m. March 13 while paramedics prepared an elderly woman threatening suicide for transport to the hospital for evaluation.

– An officer responded to the 1300 block of Fairmont Street at 3:22 p.m. March 13 where the homeowners reported someone had broken into the home and ransacked it, taking some copper plumbing. They said it was the second time in which someone broke into the home recently, with more items gone missing. They were advised to better secure the home until repairs can be completed when the weather breaks and to call the department whenever they see something suspicious.

– A 1700 block Wooster Street resident reported at 1:54 p.m. March 13 someone had backed a vehicle up to his burnt out house across the street and removed a chest sometime in the past four days.

– Officers responded to the 700 block of Sophia Street at 12:04 p.m. March 13 in reference to a man having issues and threatening to harm himself. The man was voluntarily transported to the hospital for treatment.

– A woman reported at 9:21 a.m. March 13 her ex-boyfriend had been beating on her mother’s door while she was staying there, but that he eventually left.

– Officers responded to the 300 block of Jackman Street at 5:39 p.m. in reference to a 14-year-old juvenile had run away from home while on house arrest. Officers found the juvenile en route walking back home. Officers spoke with both the mother and juvenile about the situation.

– Officers responded to an 1100 block Ohio Avenue home at 1:34 p.m. March 12 where the residents reported a man they know had driven by the home making threats at them after driving by the home the previous day and waving at the security cameras. They said they believe it has something to do with the death of the man’s son. The man was contacted and advised not to return to the home. The matter was forwarded to the prosecutor’s office for review.

– An officer responded to the 2000 block of Michigan Street at 11:34 a.m. March 12 where a resident reported someone overnight had dumped debris in the alley behind his home. The officer observed plaster and glass in the middle of the roadway.

– An employee of a company working on the state Route 11 overpass on West Sixth Street reported at 11:49 a.m. March 12 the catalytic converter had been stolen off one of the vehicles parked there overnight.

– Officers responded to the 2100 block of Ohio Avenue at 10:23 a.m. March 12 to check the welfare of a resident after a third person reported being on the phone with the resident when an argument broke out and the call ended. Officers spoke with both residents who said they are constantly arguing and one of them agreed to leave so the situation could calm down.

– Officers responded to the 1000 block of Ambrose Avenue at 9:49 a.m. March 12 where a resident wanted her drunk ex-boyfriend removed from her home but found that he lives at the home. The complainant willingly left until the situation calmed down.

Salem

— Officers were flagged down at 2:05 p.m. Monday by a person known to them at the intersection of South Broadway and East Pershing Street. The manager of a local business came over also and reported the person had attempted to enter the business through the employee entrance and was no longer welcome there. Police told the man he’ll be arrested if he returns to the business. He indicated he understood and left.

— A caller at 2 p.m. Monday reported a dog left in a vehicle with the windows up in the Walmart parking lot. Police found the vehicle, noting the windows were down, the temperature was 59 degrees and the dog did not appear in distress. The owner was told about the complaint.

— A well-being check was requested Monday afternoon in the 100 block of Ohio Avenue for a female walking a dog, but nobody was found needing assistance.

— A well-being check was requested for a male walking in the middle of the road in the 400 block of North Lincoln Avenue at 10:26 a.m. Monday. He was having a medical emergency. Fire department medics and EMT assessed the male, who was taken to Salem Regional Medical Center for an evaluation.

— A man was reported walking in the road in the 2200 block of East State Street at 6:56 a.m. Monday. He was identified and told about the complaint.

— A Southeast Boulevard woman at 2:45 a.m. Monday reported a hacker accessed her home WiFi.

— A domestic was reported at 12:32 a.m. Monday in the 700 block of East Fifth Street. Police learned nothing physical occurred, just an argument. Both parties said they would remain separated for the night.

— Officers at 10:36 p.m. Sunday saw a suspicious vehicle in Centennial Park and made contact with the driver, who was playing Pokemon and unaware of park hours.

— A caller at 9:19 p.m. Sunday reported a suspicious substance in the 700 block of West State Street. Police recovered the substance.

— Police responded at 8:17 p.m. Sunday to a report of shots fired in the 400 block of Franklin where a man said he was cleaning his gun and accidentally discharged one round that went through his front kitchen window. He walked across the street and advised the homeowner of the accidental discharge. He was told to always make sure the gun is unloaded before attempting to clean it.

— Loud music was reported at 7:43 p.m. Sunday in the 300 block of West 10th Street, with a male told to turn it down.

— A Rose Avenue woman reported at 6:54 p.m. Sunday that a male posted a picture on social media without her consent. She was told she could speak with an attorney about filing in civil court for slander.

— Police responded at 5:47 p.m. Sunday to the 1400 block of Country Club Lane after Goshen Police requested assistance for a possible hostage situation. Perry Township also responded. A Goshen unit was able to make contact with an occupant of the residence and a subsequent investigation affirmed there was no hostage situation. All occupants came out and Goshen cleared the inside.

— David Foerster, 62, New Castle, Pa., was charged with operating a vehicle under the influence and open container and released to a valid sober driver after police were called at 5:03 p.m. Sunday for an intoxicated person who left a restaurant in the 2400 block of East State Street. A traffic stop was initiated. The vehicle was towed.

— A dog was reported at large at 4:33 p.m. Sunday on North Lincoln Avenue. Police located the dog and the city humane officer responded and located the dog’s owner on Hawley Avenue. The dog was returned home and it was learned a family member let the dog out by accident and the owner couldn’t catch it.

St. Clair Township

– William Hostetter, no age or address listed, was cited for no valid license and failure to obey a traffic control device following a traffic stop on St. Clair Avenue at 5:54 p.m. March 19.

– An officer responded to the 16000 block of state Route 267 at 5:27 p.m. March 18 where a resident reported the catalytic converter had been removed from one of his vehicles and another cut halfway off a second vehicle while they had been parked in his driveway.

– Richard McLaughlin, no age or address listed, was cited for no driver’s license and fictitious plates following a traffic stop on Liverpool Road at 2:37 p.m. March 18.

– Dominique D. Powell, 45, no address listed, was charged with OVI, OVI .17 BAC or higher, marked lanes and expired plates following a traffic stop in the 15000 block of state Route 170 at 8:37 p.m. March 17.

– Damien L. Wright, 21, Chester, was cited for no driver’s license and failure to control following a one-vehicle crash on Westfield Road near Dresden Avenue at 9:48 p.m. March 16 in which he was eastbound and lost control of his vehicle, traveling off the left side of the roadway, then the right side, coming to a stop sideways under the overpass. No injuries were reported.

– Tammy Merriman, no age or address listed, was cited for no brake light following a traffic stop in the 46000 block of Y & O Road at 5:12 p.m. March 16. A K-9 officer indicated the presence of a narcotic and a search of the vehicle revealed a case behind the passenger seat containing suspected marijuana and meth. The substances were sent to BCI for testing.

Columbiana

–A traffic crash took place at the state Route 7 and state Route 14 intersection Wednesday afternoon. One driver involved was issued a citation for driving under suspension and assured cleared distance.

–Christian Plunkett, 27, of East Palestine, was cited for driving under suspension following a traffic stop on Towncenter Avenue Wednesday evening.

–Officers found Joshua S. Marquis, 28, of Lisbon, allegedly in possession of hashish during a traffic stop on North Main Street near Stanton Avenue Wednesday night.

–Patty Burnette,62, and Jeramiah Burnette, 35, were taken into custody with outstanding warrants after a traffic stop near State Route 14 and State Route 46 Thursday morning.

–A crash occurred in the McDonald’s drive through at 2:58 p.m. Thursday.

–Officers pulled a vehicle over Thursday for having a blue license plate light. After observing contraband in plain view officers seized the contraband from the vehicle for destruction.

–Officers arrested Corey P. Miller, 29, of Columbiana, at his residence Friday evening on a warrant.

–Police arrested Melissa L. Moore, 37, of Niles, Friday for drug possession following a traffic stop.

–Steven D. McCall, 29, was charged with disorderly conduct, obstructing official business and resisting arrest after yelling profanities and throwing snow at officers Friday night.

–Luke Hanagan, 21, and Bryan Barker, 20, of Beaver, Pa., were issued citations for open container in a motor vehicle Sunday. Barker was also charged with under-aged consumption.

–Officers responded to a family disturbance on North Bayshore Drive at 4:57 p.m. Tuesday.

–Officers arrested Rickey Smith, 67, of Youngstown, Tuesday night after receiving multiple reports of erratic driving. Drug charges are pending lab results.

–Officers responded to a civil matter on South Middle Street Wednesday evening.

–Walter Crow, 26, of Austintown, was cited for an open container of alcohol in his motor vehicle following a traffic stop on state Route 14 Wednesday.

–Police arrested and charged Christopher W. McCartney, 45, of Lisbon, with OVI following a traffic stop on state Route 14 near McDonald’s Thursday night.

–Officers charged Glenn K. Gabriel, 28, of Youngstown, with improper display, marijuana paraphernalia, obstructing official business and improperly handling a firearm in a motor vehicle following a traffic stop on state Route 7 near Heck Road Wednesday. Additional charges regarding suspected narcotics may be pending lab results.

–Police charged Carl B. Moore, 43, of East Liverpool with driving under suspension and possesion of drug paraphernalia following a traffic stop on state Route 7 near Columbiana-Waterford Road early Friday morning. Amy D. Shafer, 42, of East Liverpool, was also charged with improper handling of a firearm. Moore has additional charges pending lab results.

–A report was taken from Handles Ice Cream regarding a possible attempted break in Friday morning.

–April L Foutts, 53, of Aliquippa, Pa., was arrested and charged with possession of drug paraphernalia following a traffic stop at state Route 7 and state Route 14 Friday evening.

–Police spoke with two adolescents collecting items on the railroad tracks Friday. An officer advised them to stop and move on.

–A report was taken for a minor vehicle accident along state Route 7 near Heck Road Saturday.

–Levi L. Sharp, 27, of Youngstown, was arrested and charged with OVI and improper display following a traffic stop on state Route 14 near Best Western Saturday morning.

–Officers responded to Family Dollar for a report of a shoplifter allegedly attempting to take several items before dropping them when employees approached the suspect Saturday afternoon.

–A suspicious person complaint was reported from North Bayshore Drive Saturday evening.

East Palestine

–An officer intervened Friday morning when he located a young boy riding his bicycle after curfew.

–After receiving a report from a passerby Thursday regarding a car in the parking lot and open doors at CeramFab, an officer found employees working late.

–Circle K employees released video footage to police Thursday showing an adolescent stealing items.

–Thursday morning East Palestine Middle School requested help from the school resource officer concerning the actions of a student.

–An officer responded to Park Avenue Monday morning about a man being bit by a dog.

–An anonymous caller reported hearing an altercation on East Taggart Street Sunday night. Once officers arrived it was determined the commotion took place at a group home and was handled by staff.

–A private property crash was reported at the Moose Lodge around 1:52 a.m. Sunday .

–An investigation is pending regarding a small fire started in someone’s garage along West Martin Street Saturday morning.

–A woman reported receiving threats at 7:41 p.m. Friday.

–Police received a call from a man requesting a welfare check be done for a family member at 5:35 p.m. Friday.

–Police responded to a residence on Park Avenue regarding a domestic incident Friday morning.

–An officer came across a disturbance on East Main Street Friday afternoon.

— A private crash occurred in the parking lot at McDonald’s Friday afternoon.

–A disturbance was reported at a Bacon Avenue residence Thursday night.

–An officer responded to a report from a resident claiming to have been chased by a dog at 8:11 p.m. Thursday. The owner of the dog was located and warned further issues would result in charges.
