Lisbon Village Council addresses parking complaint
LISBON — Lisbon Village Council addressed a complaint about the recent appearance of a no parking sign on East Washington Street near Ketchum’s Kreations by agreeing to a temporary sign of no parking here to corner.
That would leave room for at least two parking spots at the business, Mayor Peter Wilson said.
The no parking here to corner will be a safe distance west of a nearby driveway to the east end of the business, which will allow parking in front of the business for now until village council has a chance to study the situation further.
Business owner Tammy Ketchum spoke at the last council meeting about the parking situation, saying her business had been there several years and there had never been a no parking sign, then all of a sudden, with no warning, a no parking sign was installed.
She and several other residents were in attendance at the special council meeting held Wednesday night with the parking on East Washington Street one of the topics, repeating her arguments about never seeing a no parking sign there before and the need for parking in front of her business for her customers and for loading and unloading.
Police Chief Mike Abraham was there and said the department received a complaint that people couldn’t see to pull out of a private drive. He said “there’s always been no parking on that street,” adding he didn’t know where the sign went from before.”
When Wilson asked the chief what his recommendation would be, Abraham said, “that’s not my job to make a recommendation.”
Councilwoman Melissa Hiner suggested something temporary until council can get more information, noting she spoke with Village Solicitor Alec Beech about what can be done. She also suggested 15-minute parking, saying people are in and out and most will respect a time limit.
Lisbon area resident Bill Catlett said there’s never been no parking on that street, saying there’s always been parking there since the early 1970s. He said there’s no reason to have no parking there.
Abraham said parking to load and unload in front of a business is allowed.
A woman in the audience said there’s never been an issue there and Ketchum said her customers are like family to her. At the previous meeting, she said one of the reasons she chose that location was because of the parking, noting at that time, there was no sign for no parking. If she had known about the no parking, she said she wouldn’t have picked that location.
During the special meeting, Councilwoman Susan Temple said, “We don’t want to lose your business. We’re going to work something out for you.”
In other business, council took action related to the park and splash pad, approving a job description for the seasonal position of park attendant/maintenance to act as a splash pad attendant to do some mowing with a push mower near the splash pad area and other duties. Council set the salary at $12.50 per hour with three people to be hired part-time to cover a total of 56 hours per week for the splash pad hours of 10 a.m. to 6 p.m. daily from May 18 to Sept. 8. Council also agreed to advertise the position on the village of Lisbon website and on the mayor’s social media page. Applications can be picked up at village hall and dropped off at the Fiscal Officer’s office in village hall.
Money to cover the cost of the part-time positions will come out of the park fund.
Since the pool won’t be open this year, council members thought there should be an attendant for the splash pad.
