LISBON — In Columbiana County Municipal Court, a case against Donald Bishop, 49, West Grant Street, East Palestine, was bound over to the county grand jury for fourth-degree felonies of theft and falsification for allegedly receiving $13,763 from Norfolk Southern by means of deception after submitting hotel receipts for reimbursement between Feb. 28 and July 24 at the assistance center set up after the February train derailment. The police affidavit said the hotel invoices were actually paid by Bishop’s employer during the course of his travels for work. He also turned in food and fuel receipts when he wasn’t actually relocated, but was just traveling for his job.

A case against Justin Davis, 38, West Pine Lake Road, Salem, was bound over to the county grand jury for fourth-degree felony burglary for allegedly kicking in the door of a Rose Drive, Lisbon property to gain entry, then pulling a firearm and discharging it after being pushed out of the property on Jan. 5.

A case against Donald Meadows-Graves, 34, Youngstown, was bound over to the county grand jury for fifth-degree felony violation of a protection order for allegedly contacting a woman via telephone and social media on June 4, 2020 when she had a protection order against him and between May 19, 2020 and May 21, 2020 he contacted her from the county jail.

A preliminary hearing was set Jan. 18 for Thomas Holman, 43, Hammond School Road, Wellsville, charged with fifth-degree felony violation of protection order for allegedly being involved in a disturbance on Jan. 9 with a woman who has a protection order against him.

A pretrial was set April 2 for Patricia Reese, 56, Main Street, Leetonia, charged with domestic violence for allegedly recklessly causing physical harm to a person on Jan. 11 in Leetonia.

A pretrial was set Jan. 22 for Jeffrey Reese, 55, Main Street, Leetonia, charged with domestic violence for allegedly recklessly causing physical harm to a person on Jan. 11 in Leetonia.

A pretrial was set Jan. 25 for Dawnyelle Dennis, 42, East Fifth Street, East Liverpool, charged with domestic violence and aggravated menacing for allegedly attempting to grab a knife and threatening to kill a man during a domestic dispute on Jan. 11 in East Liverpool.

A pretrial was set Jan. 22 for Joseph Adams, 46, Holliday Street, East Liverpool, charged with domestic violence for allegedly spitting on a woman, raising his fist like he was going to strike her and threatening to kill her during an altercation on Jan. 9 in East Liverpool.

A status hearing was set Feb. 15 and a court trial was set Feb. 22 for Scott Ruble, 57, Winona Road, Hanoverton, charged with using weapons while intoxicated for allegedly discharging firearms while intoxicated on July 6 on Winona Road, Hanoverton.

A pretrial was set April 11 for Justin Sami Amin Masri, 26, Youngstown, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for cash through the Cash App, then traveling to East Palestine on Jan. 6 for the meeting with the cell phone used to make the arrangements in his possession.

A pretrial was set March 18 for Cynthia Harvey, 36, Harrisburg, Pa., charged with possessing criminal tools and soliciting for allegedly placing an ad on a known prostitution website and arranging for sexual activity with an undercover agent in exchange for $280, traveling to East Palestine on Jan. 9 for the meeting while in possession of the phone used to make the arrangements.

A pretrial was set April 8 for Stephen P. Peck, 56, Baden, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $160, traveling to East Palestine on Dec. 26 for the meeting in possession of the phone used to make the arrangements.

A pretrial was set April 8 for Bryan Tremayne Gipson, 39, Youngstown, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for cocaine, traveling to East Palestine on Jan. 11 for the meeting.

Joey-Lynn Wells Corfee, 34, Park Avenue, Salem, was fined $200 and sentenced to three days in jail for attempted drug possession for having capsules inside a gum bottle and not providing a prescription during a traffic stop on March 31 in Unity Township.

A pretrial was set March 19 for Davante Lashondre Jackson, 31, Cleveland, charged with drug paraphernalia, use of unauthorized plate and no valid license for allegedly possessing a rolled up dollar bill with white residue on it during a traffic stop on March 27 in St. Clair Township.

Scott Dean, 40, Benton Road, Salem, was fined $150 and given a suspended 30-day jail term for drug paraphernalia. He was ordered to complete 20 hours community service. Dean possessed a container for the storage of dangerous drugs during a traffic stop on Sept. 28 in Perry Township.

Jason Russell, 50, Dyke Road, Rogers, was fined $200 and received a suspended 30-day jail term for drug paraphernalia and open container. He was ordered to complete 20 hours community service. Russell was a passenger in a vehicle stopped by St. Clair Township police on June 25 and possessed a metal tube with a crystal-like substance inside which he said was methamphetamine and a rolled up dollar bill he admitted was used to snort the meth.

A pretrial was set April 9 for Jennifer Perrot, 51, Girard, charged with possession of drug abuse instrument and illegal use or possession of drug paraphernalia for allegedly possessing a glass crack pipe loaded with chore boy, a loaded hypodermic needle with a dark liquid substance, a paper fold containing a rock of suspected crystal methamphetamine and another rock of methamphetamine during an incident in Columbiana on Dec. 12.

Gary Ridgley Jr., 43, Bell Road, Lisbon, was fined $500 and sentenced to 21 days in jail, with credit for 21 days served, for drug paraphernalia, two counts obstructing official business, possession of drug abuse instrument and suspended driver’s license. Ridgley gave a false name and date of birth during a traffic stop on Dec. 22 on Fairfield School Road in Elkrun Township in an attempt to mask his identity, gave a false name, date of birth and social security number during an exchange with police in Columbiana and possessed a spoon with white residue on Aug. 3, 2020, and possessed a hypodermic needle July 2, 2020 in St. Clair Township,

Emily Slepski, 25, state Route 46, New Waterford, was fined $250 and given a suspended 30-day jail term for disorderly conduct, amended from drug paraphernalia, for possessing two blue straws with white powder residue on Sept. 24 in Columbiana.

Christopher Schmitt, 21, Elk Avenue, Lisbon, was fined $150 for reasonable control. A charge of operating a vehicle under the influence of alcohol or drugs was dismissed at the prosecutor’s request due to insufficient evidence.

Zharyia Moore, 26, Canton, was fined $995 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, marked lanes and no license. Her driver’s license was suspended for one year and she was ordered to complete 40 hours community service.

Shamsul Howlader, 38, Copley, was fined $200 for failure to comply and his driver’s license was suspended for 180 days. Howlader failed to stop for a traffic stop initiated by a trooper on state Route 11 in Fairfield Township.

Rebecca Burton, 45, West Fifth Street, East Liverpool, was fined $100 and sentenced to 10 days in jail, with credit for 10 days served, for drug paraphernalia for possessing a burnt pipe used to inhale a narcotic during a traffic stop on Dec. 29 in East Liverpool.

A pretrial was set March 14 for Steven Cunningham, 53, Sixteen School Road, Irondale, charged with no valid license and expired valid decal.

A pretrial was set April 4 for Robert Goonen, 28, Darlington, Pa., charged with driving under suspension, stop sign and furnish false information.

Carissa Grady, 24, Lisbon Street, East Liverpool, was fined $30 for a right of way violation.

Ruth Allen, 26, Wilbert Avenue, East Liverpool, was fined $325 for hit skip/leaving scene and reasonable control

William Grafton, 39, West Pershing Street, Salem, was fined $370 for no license, no seat belt, and two counts each of speeding and driving under suspension.
