LISBON — In Columbiana County Municipal Court, cases against Shawn L. Paulin Sr., 47, Van Buren Drive, Salem, were bound over to the county grand jury for fourth-degree felony assault on a police officer and misdemeanors of domestic violence, resisting arrest and obstructing official business. A theft charge was dismissed.
On April 23 in Perry Township, Paulin allegedly pushed a woman down onto a bed and she fell off the bed and onto the floor and then he fled. The woman said she was punched in the chest and having chest pains. Paulin was contacted and was refusing to come back to the scene, claiming he knew he had a warrant and did not want to be arrested. During his arrest following the domestic incident, he pulled his hand away multiple times, then grabbed a police officer’s thumb and refused to let go. After being carried to the cruiser, he refused to sit and tried to jump out of the back of the car, then kicked the officer in his right leg while refusing to sit in the cruiser. For the theft charge, he was accused on July 28, 2025 of allegedly taking a woman’s Cash App card linked to her bank account from her mailbox and activating it, then sending multiple small transactions totaling $70 from her account to his mother.
A case against Amber Lee Price-Yatro, 55, Briar Alley, East Liverpool, was bound over to the county grand jury for breaking and entering, a fifth-degree felony, for allegedly breaking into a man’s storage unit in St. Clair Township by prying open the wall between her unit and his to remove items on April 22 at Bolt Storage.
A preliminary/pretrial hearing was set May 20 for Richard Wayne Hutton, 32, St. George Street, East Liverpool, charged with fourth-degree felony receiving stolen property and misdemeanor drug paraphernalia. During a traffic stop on May 1 in East Liverpool, when he stepped out of the vehicle, a burnt glass pipe allegedly fell out of his shorts and he possessed crack cocaine. He also allegedly possessed a loaded stolen .45-caliber handgun located inside his back pack with his belongings.
A preliminary hearing was set May 12 for D’Anthony C. Brown, 32, Youngstown, charged with fourth-degree felony operating a vehicle impaired during a traffic stop on May 2 in Fairfield Township, with three prior OVI arrests within 10 years.
Alex Neal Craig Deetz, 36, Uhrichsville, was sentenced to 180 days in jail, with 120 days suspended and credit for 10 days served, leaving a balance of 50 days to serve in jail for domestic violence and aggravated menacing for making multiple threats to come to a couple’s residence to murder them and burn down their house on March 29 in Rogers. He was ordered to complete 20 hours community service and to have no contact with the victim.
Mason Patchin, 23, North Lincoln Avenue, Salem, was fined $250 and given terms of a suspended 180-day jail term and 30 days in jail, with 16 days suspended and credit for 14 days served for menacing, theft and permitting underage consumption. He was ordered to have no contact with the victim. He was accused of threatening physical harm to a victim in Salem on April 20. He also purchased vodka for a juvenile on June 17, 2025 in Salem and stole a bottle of lighter fluid off of a Salem resident’s porch on Sept. 27, 2025.
Randy Allison Martin, 39, Broadway Avenue, Wellsville, was fined $200 and sentenced to 90 days in jail, with credit for 11 days served, leaving a balance of 79 days still to serve for misdemeanors of theft and escape for leaving East Liverpool City Hospital and prying off the electronic ankle monitor placed on him by the sheriff’s office when he was receiving treatment at the hospital on April 20, damaging the ankle monitor. On Feb. 18, he removed merchandise from the packaging and concealed the items on his person, with three items valued at $56, at the Calcutta Walmart, then fled on foot. A fifth-degree felony vandalism charge was dismissed.
A pretrial was set June 29 for James Michael Myers, 42, Main Street, Wellsville, charged with assault for allegedly shoving an 11-year-old juvenile backwards after getting upset with him during wrestling practice in Wellsville on Feb. 2 and then picking him up and throwing him down. Myers was also fined $150 for no license and two counts of loud exhaust.
A pretrial was set May 13 for Donald Clair Nesselrode, 59, Smithfield Street, East Liverpool, charged with violation of a protection order for allegedly texting a protected person multiple times on April 17 in East Liverpool.
A pretrial as set July 14 for Cheyenne M. Bush, 20, state Route 644, Kensington, charged with assault for allegedly being involved in an assault which involved a knife on May 2 in Hanover Township. Due to conflicting statements, a primary physical aggressor couldn’t be determined, with both charged.

Ronald L. Keller, 52, Summit Street, Salem, was fined $100 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for disorderly conduct amended from assault. He was ordered to stay away from the victim. Keller was accused of getting into a fight with another man and pulling him off of the stairs inside the home and onto the ground on Feb. 8 in Liverpool Township.
Devon Matthew Dalessio, 28, last known address Toronto, was fined $250 and given a suspended 180-day jail term for assault amended from domestic violence. He was ordered to complete 20 hours community service. He was accused of holding a woman in a restraint by her arms and threatening to cause her harm on Jan. 13 in East Liverpool.
Marcus Allen Ford, 32, Canton, was fined $500 and sentenced to 90 days in jail for aggravated menacing and resisting arrest for pulling away from St. Clair Township police officers taking him into custody for active warrants, threatening to spit and elbow a police officer and starting to kick back and then attempted to kick out the window of the patrol car multiple times, with police pulling him back outside to the ground on May 3. He continued to kick at officers and attempted to grab and pinch an officer and made another threat.
Frederick E. Krueger, 35, Wampum, Pa., was fined $500 and sentenced to 12 days in jail, with credit for 12 days served, for violating a protection order by liking a social media post by the protected person on Jan. 9 in Center Township.
Rodric Barry Lee Hartman, 22, last known address Kinsman, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. Hartman responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for $80, then traveled to East Palestine on March 3 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set July 20 for William Crawford, 48, New Middletown, charged with carrying a concealed weapon for allegedly having a firearm in his coat pocket and another in the center console of his vehicle after telling a Columbiana police officer that he had no weapons when his vehicle was approached by police in Columbiana on May 3.
A pretrial was set July 1 for Jasmine M. Lockett, 32, Speidel Road, Lisbon, charged with obstructing justice and illegal use or possession of drug paraphernalia for allegedly giving a false name for another defendant involved in a theft at Dollar General on May 3 in the 2300 block of East State Street, Salem and possessing a glass pipe with white residue in her vehicle.
A pretrial was set July 7 for Christopher J. Halfhill, 30, last known address Saline Street, Irondale, charged with theft and illegal use or possession of drug paraphernalia for allegedly possessing small plastic straws with white residue on May 3 at Dollar General in the 2300 block of East State Street, Salem, and allegedly stealing three items valued at $35 from the store.
John E. Seddon IV, 41, East Third Street, Salem, was fined $700 and sentenced to 10 days in jail, with credit for three days served, leaving a balance of seven days to serve in jail for physical control, theft and driving under suspension. He was also ordered to serve seven days in jail, to be served at the same time as the other cases, for violating the terms of his probation for a 2025 case of physical control. His driver’s license was suspended for one year, with driving privileges granted. The theft charge stemmed the theft of six cans of electronic duster on Sept. 29, 2025 at the Salem Walmart, taking two cans each at three different times.
A pretrial was set July 20 for Bruce James Wagner, 38, Montana Avenue, East Liverpool, charged with operating a vehicle impaired first offense and reasonable control.
Devon Michael Foltz, 19, was fined $1,065 and sentenced to 180 days in jail, with 177 days suspended, with credit for three days served and $500 of the fine suspended for completing a driver intervention program, for physical control amended from OVI. Another OVI and a charge of marked lanes were dismissed. Foltz’s driver’s license was suspended for one year and an order was issued for completion of 20 hours community service.
Keith T. Simpson, 36, Warren, was fined $1,065 and sentenced to 180 days jail, with 177 days suspended, with credit for three days served and $500 of the fine suspended for completing a driver intervention program, for two merged OVI charges. A speeding charge was dismissed. His driver’s license was suspended for one year.
Chance Michael Mustake, 27, Honey Lane, Leetonia, was fined $1,065 and sentenced to 180 days in jail, with 177 days suspended, with credit for three days served and $500 of the fine suspended for completing a driver intervention program, for physical control amended from OVI. Another OVI charge and a charge of speeding were dismissed. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service.
Charges of signals before changing course and obedience to traffic control devices against Kenneth Thomas Brown, 53 state Route 7, New Waterford, were dismissed, with a notation that no one appeared on behalf of East Palestine, with the costs taxed to the village.
A sentencing hearing was set May 18 for Jason J. Kalasky, 48, Youngstown, who pleaded no contest for failure to stop after an accident and improper passing.
A court trial was set May 18 for Jackson Schwalbach, 22, Tallmadge, charged with driving while texting.
A pretrial was set July 15 for Meghan McElroy, 32, Maple Hill Road, Salineville, charged with driving under suspension.
A pretrial was set June 3 for Montana Matheson, 32, North Beaver Street, Lisbon, charged with failure to reinstate.
Steven L. Chamberlain, 58, state Route 45 South, Salem, was fined $50 for driving under suspension.
Madison Sullivan, 23, Parma Heights, was fined $200 for child restraint and texting while driving.
Jolene Elizabeth Gamble, 21, Winona Road, Winona, was fined $50 for lighted lights amended from a stop sign violation.
John Matthew Horton, 53, Toronto, was fined $50 for no license.
