Grand Jury

LISBON — Kenneth Andrew Nez Sr., 33, Mantua, was served a secret indictment charging him with two counts of non-support of dependents. Nez allegedly has failed to pay child support on a continual basis between Feb. 1, 2014 through Jan. 5, 2020, for two children who are currently teenagers. The indictment was issued by the grand jury in January.

Municipal

LISBON — Ross A. Chaplow, 38, West Park Avenue, Columbiana, was bound over to the grand jury after waiving his right to a preliminary hearing in county Municipal Court on Monday. Chaplow is charged with assault of a peace officer, assault, criminal damaging and public indecency. On Sept. 6 he allegedly threw a piece of asphalt at a deputy, Detective Sgt. Caleb Wycoff, who side-stepped it before it struck a county vehicle. Earlier Chaplow allegedly shoved Andy R. Entrikin, who had offered to help Chaplow with his vehicle when it broke down. Chaplow also allegedly began breaking windows when Entrikin retreated into the house, used a power saw to damage the fender of Entrikin’s truck and exposed himself to people driving by the yard.

Lance Steffel, 65, East Main Street, Washingtonville, was credited with 26 days served, sentenced to an additional four days in jail, fined $1,875 and required 40 hours community service for making false alarms, OVI second offense, driving under suspension and disorderly conduct. One charge was for reporting John Gilbert’s vehicle had been stolen from his home on May 8, when it was later determined Steffel had picked Gilbert up and he had forgotten that he did not drive. The other was for refusing to answer his door and turn down the music when ordered to do so by deputies on June 19.

A Sept. 21 pretrial was set for Angela J. Veglia, 35, Dyke Road, Negley, charged with aggravated menacing for allegedly threatening to pistol whip someone and burn down her house on July 9.

An Oct. 26 pretrial was set for Brandon Joe Cartwright, 31, Jefferson Street, Salineville, charged with domestic violence for allegedly elbowing Meranda Vinson in the face multiple times during an argument and threatened to punch her and kill her on Saturday.

Nicholas J.R. Pondillo, 22, East Third Street, Salem, was fined $950, had his license suspended for a year, required to attend a three-day counseling program and ordered 40 hours community service for OVI first offense and speeding.

An Oct. 19 pretrial was set for Michael J. Brooks, 28, Campbell, charged with failure to comply with an order or signal of a police officer, resisting arrest, a turn signal violation and traffic control devices. On Sept. 8, Brooks allegedly fled from Salem police following the officer tapping on the passenger window during a traffic stop and causing police to use spike strips to disable the vehicle. Brooks also reportedly failed to comply with orders to get out of the vehicle with his hands up and get on the ground.

An Oct. 13 pretrial was set for Jessica L. Fritz, 35, St. Clair Avenue, East Liverpool, charged with theft for allegedly failing to scan $138 in clothes at the Salem Walmart on Sunday.

An Oct. 27 pretrial was set for Richard A. Wright, 58, homeless, Salem, charged with disorderly conduct after he was reportedly found at the Highlander Laundry Mat on Jan. 7, highly intoxicated and passed out.

David A. Lashley, 40, Malvern, was fined $280 for driving under FRA suspension and a seat belt violation.

Kevin L. Wingert, 59, Stafford Street, Minerva, was fined $250 for driving under suspension.

An Oct. 1 pretrial was set for Melanie Lourosa Gorby, 37, state Route 170, Negley, cited with driving under FRA suspension.

Timothy L. Phillis, 39, East Seventh Street, Salem, was fined $250 for driving under suspension.

Megan C. Ripley, 26, Jennings Avenue, Salem, was fined $250 for driving under suspension.

An Oct. 19 pretrial was set for Elmer Brown, 38, West Street, Leetonia, cited with failure to register a rental unit.

Carl E. Marx, 83, state Route 164, Lisbon, was fined $50 for driving under suspension.

ELO Muni

EAST LIVERPOOL — In East Liverpool Municipal Court, Matthew W. Pace, of Midland, was set for a pretrial Thursday on disorderly conduct, turn signal, seat belt and three criminal damaging charges.

Kaylee M. Byars, of North Shadylane Drive, was fined $30 pfor no seat belt.

Jeffrey L. McKimm, of LaCroft Avenue, was fined $200 for driving under suspension.

Andre L. Owens Sr., of Warren, is set for a Sept. 24 motion hearing on a drug paraphernalia charge.

Kelly R. Parrish, of Sprucevale Road, was fined $100 plus costs and 30 days in jail (one imposed) on a theft charge and banned from all county Walmarts.

Lewis B. Andric, of Artistic Drive, was set for a pretrial Nov. 10 on a violating a protection order charge.

Skylier L. Roberts, of Wyoming Avenue, was fined $300 for possession of marijuana and drug paraphernalia.

Terrance L. Haywood, of Chester Avenue in Wellsville, was fined $230 and given 30 days in jail (suspended) on driving under suspension and obstructed plates charges.

Candace A. Norris, of Independence Square in Wellsville, is set for pretrial Dec. 17 on a theft charge.
