WELLSVILLE — Following months of discussion and revisions of legislation, village council unanimously approved on third reading an ordinance that prohibits the parking and storage of boats, watercrafts and boat trailers on any village streets or public rights-of-way. LISBON — A new pretrial hearing is set at 10:20 a.m. Sept. 4 in the case against a former Negley man involving the death of a child in 2024. Seth T. Hildebrand, 20, whose address in court records is now listed as Birch Road, East Liverpool, was originally set to appear for a pretrial hearing on Aug. 14, but was changed due to a scheduling conflict for his defense attorney. Hildebrand last week entered a not guilty plea during arraignment for involuntary manslaughter and endangering children for allegedly causing the death of a 2-year-old child in December 2024. Municipal LISBON — A Columbiana man was bound over to the grand jury facing potential felony charges for strangulation and domestic violence. Charles Green, 40, Cross Street, Columbiana, was bound over to the grand jury charged with second-degree felony strangulation, and fourth degree felony domestic violence for allegedly forcing a pregnant woman onto her bed where he held her down, struck her in the face and then used his belt to strangle her until she lost consciousness in Salem Township on June 26.
