LISBON -- A Columbiana man was bound over to the grand jury facing potential felony charges for strangulation and domestic violence.
Charles Green, 40, Cross Street, Columbiana, was bound over to the grand jury charged with second-degree felony strangulation, and fourth degree felony domestic violence for allegedly forcing a pregnant woman onto her bed where he held her down, struck her in the face and then used his belt to strangle her until she lost consciousness in Salem Township on June 26.
Stanley Purvis, 51, Hastings, Michigan, was sentenced for 90 days in jail with 89 days suspended and credit for one day served and fined $500 for engaging in prostitution, for arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in Unity Township for sexual activity in exchange for drugs and currency on Jan. 31 and possessing the cellular device and currency used to arrange the criminal act, as well as suspected crystal methamphetamine, two hypodermic syringes loaded with liquid methamphetamine, a meth pipe, a green snorting straw, other drug paraphernalia, and sexual items. Charges of possessing criminal tools, possessing drug abuse instruments, and drug paraphernalia were dismissed.
David Robertson, 75, Summerland Trail, Poland, was sentenced to 90 days in jail with 87 days suspended and credit for three days served and fined $750 for engaging in prostitution and possessing criminal tools for arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in Unity Township for sexual activity in exchange for $190 and possessing the currency and cellular device used to arrange the criminal act at that time.
Francis Fasline, 35, West Park Avenue, was sentenced to 90 days in jail with 88 days suspended and credit for two days served and fined $750 for engaging in prostitution and possessing criminal tools for arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in Unity Township on Aug. 28, 2025, for sexual activity in exchange for methamphetamine and possessing the methamphetamine and cellular device used to arrange the criminal act at that time.
Elizabeth Anchondo, 27, Oyster Road, Alliance, was fined $150 for disorderly conduct for using unwarranted and grossly abusive language to a bus driver and teacher for the East Palestine City School District while picking up her daughter on May 15.
Thomas Holman, 45, Hammond School Road, Wellsville, was fined $150 for drug paraphernalia for possessing a smoking device commonly used to smoke methamphetamine in St. Clair Township on July 27.
Daniel Gray, 61, Saltwell Road, Lisbon, was fined $200 for failure to file tax returns for failing to file sales tax returns for the period of January to May 2026.
Liam Campbell, 20, Holiday Street, East Liverpool, was sentenced to 180 days in jail with 177 days suspended and credit for three days served and fined $1,065 for OVI.
Ayson Moody, 25, Pennsylvania Avenue, East Liverpool, was fined $975 for physical control amended from OVI.
A pretrial was set Aug. 12 for Ronald Shaffer, 33, Salineville Road, Salineville, charged with aggravated menacing, assault, criminal damaging, and domestic violence for allegedly telling the driver of a vehicle picking him up from the Columbiana County Jail on Aug. 4 to kill themselves before grabbing the steering wheel, causing the vehicle to go off the roadway on the eastbound of U.S. Route 30.
A pretrial was set Oct. 26 for Donnie Gay, 33, Smithfield Street, East Liverpool, charged with assault for allegedly punching a man in the face causing his right eyebrow to bleed in West Township on July 25.
A pretrial was set Aug. 26 for Tanner Ewing, 33, Canterbury Lane, Wooster, charged with violating a protection order for allegedly sending a text message to the protected person on July 14.
A pretrial was set Oct. 6 for Jessie Barcus, 29, West Eighth Street, East Liverpool, charged with menacing and operating a motor vehicle without a valid license for allegedly threatening to burn a woman's property on Aug. 31 in Liverpool Township.
A pretrial was set Oct. 14 for Andrew Hunley, 50, Market Street, Youngstown, charged with theft and possession of drug abuse instruments for allegedly taking two items without paying for them from an East Liverpool business on June 17, and allegedly possessing an uncapped syringe when he was taken into custody on Aug. 4.
A pretrial was set Aug. 19 for Elizabeth Coulter, 47, Erie Street, East Liverpool, charged with criminal trespass for allegedly entering a shed on a Harvey Avenue property they had previously been trespassed from on Aug. 4 in East Liverpool.
A pretrial was set Aug. 10 for Dustin Brooks, 38, Vine Street, East Liverpool, charged with criminal trespass for allegedly entering a Vine Street property they were not welcome on in East Liverpool on Aug. 31.
A pretrial was set Oct. 14 for Jeffrey Skidmore, 46, Gromley Road, Salem, charged with OVI, and a turn signal violation.
A pretrial was set Oct. 14 for Rhiley Scheider, 25, Celianna Drive, Strongsville, charged with OVI, reasonable control, and a seat belt violation.
Molly Genau Brown, 19, Wilbert Avenue, East Liverpool, was fined $100 and sentenced to seven days in jail, with credit for one day served, leaving six days to still serve, for assault for calling a health care worker names and then throwing a cordless phone at her head at an East Liverpool doctor's office on Jan. 29.
A pretrial was set Aug. 17 for Amanda L. Asher, 36, Market Street, Salineville, charged with assault for allegedly pushing a man after he allegedly made a threat toward her on Aug. 3 in Salineville.
Emilly Dell Louise Wilcox, 21, Pope Avenue, East Liverpool, was fined $100 and received a suspended 30-day jail term for two counts of disorderly conduct amended from two counts of domestic violence for striking two men in the face and leaving a claw mark on one of them on July 22 in East Liverpool.
William Gus McGuskin, 51, Columbus, formerly Brookdale Avenue, East Palestine, was fined $350 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served for assault amended from domestic violence, with 20 hours community service ordered. He grabbed a woman's forearms during an incident July 20 in East Palestine.
A sentencing hearing was set Aug. 19 for Tracy Lynn Beebout, 61, Connell Street, East Liverpool, who pleaded no contest and was found guilty of aggravated menacing for an incident Aug. 3 in Liverpool Township when she sent threatening text messages about taking another woman out of her misery.
Laura Lynn Masters, also known as Lance Masters, 32, Ashtabula, was fined $150 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served for disorderly conduct amended from domestic violence, with 20 hours community service. Masters assaulted a man by shoving him and putting his hands around the victim's throat and scratching him on Jan. 14 in East Palestine.
Steven Cappitte, 41, Southeast Boulevard, Salem, was fined $250 and sentenced to one day in jail, but with credit for one day already served for disorderly conduct amended from domestic violence for threatening to kill a woman and throwing stuff at her in Salem on July 12.
Kota A. Borsellino, 24, Fort Lauderdale, Fla., was fined $150 and sentenced to 30 days in jail, with 30 days suspended and credit for one day served for menacing amended from domestic violence, with 20 hours community service ordered. He was ordered to have no contact with the victim. Borsellino was making numerous threats to kill a woman, including burning the house down in Elkrun Township, with her escaping and reporting the repeated threats on July 20.
Brandi Nicole Parnell, 41, Irish Ridge Road, East Liverpool, was fined $300 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for resisting arrest and disorderly conduct, with 20 hours community service ordered. Parnell caused a disturbance at a property in St. Clair Township on June 14, arguing with officers and not cooperating and then resisting when placed under arrest.
Brandi M. Willis, 35, Irondale, was fined $250 and sentenced to 60 days in jail, with 58 days suspended and credit for two days served for criminal mischief amended from assault, with 20 hours community service. She punched another woman in the side of the face and continued to punch her in the head on April 26 in East Liverpool.
Samantha Dawn Beyer, 43, Wilbert Avenue, East Liverpool, was fined $200 and sentenced to 90 days in jail, with 85 days suspended, leaving five days still to serve in jail for cruelty to animals. She must serve 30 hours community service and she's prohibited from owning or possessing any companion animal. Officers were dispatched to a condemned property on John Street, East Liverpool for a barking dog and discovered a dog chained in the basement with little room to move around and no food or water on May 19. Beyer was identified as the owner of the dog.
Nathan Christian Fuentes, 53, Warren, was fined $750 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for engaging in prostitution and possessing criminal tools. He already completed an education course and must complete 20 hours community service. Fuentes was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, then traveling to Unity Township on June 6 for the meeting with the phone used to make the arrangements in his possession.

Riggi, 72, Rices Landing, Pa., was fined $750 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served for engaging in prostitution and possessing criminal tools. He was ordered to forfeit $150 to the Mahoning Valley Human Trafficking Task Force. Riggi was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $150, then traveling to Unity Township for the meeting with the phone used to make the arrangements.
Stephen Lloyd Pountious, 38, Youngstown, was fined $750 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for engaging in prostitution and possessing criminal tools. He must complete 20 hours community service and a prostitution prevention course. He must forfeit $140 to the Mahoning Valley Human Trafficking Task Force. He was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, then traveling to East Palestine on May 10 for the meeting with the phone used to make the arrangements in his possession.

Mowery, 40, Youngstown, was fined $750 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for engaging in prostitution and possessing criminal tools, with 20 hours community service ordered. He must complete a prostitution prevention course. He responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for money, the arrived in East Palestine on Feb. 23 for the meeting the phone used to make the arrangements in his possession.
Jacob Dawayne Rochwick, 47, New Castle, Pa., was fined $1,500 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served on one case and 15 days in jail, with credit for one days served, leaving 14 days to serve on the other case. He was charged for two counts of engaging in prostitution and two counts of possessing criminal tools. Rochwick responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for money, then traveled to East Palestine for the meeting on Oct. 31, 2025, then made arrangements again in answer to an ad and arrived on April 24 this year for the meeting in East Liverpool for sexual activity.
Romello A'Ro Harrison, 19, McCoy Avenue, East Liverpool, was fined $250 for theft for stealing a bicycle from Circle K in Lisbon on July 3 and sentenced to 20 days in jail for the theft and for violating his probation for a 2026 case for assault, obstructing official business and resisting arrest.
A pretrial was set Sept. 22 for Megan C. Ripley, 32, East Third Street, Salem, charged with theft for allegedly walking out of Salem Walmart with a cart full of groceries and other items without paying on June 26, with inventoried value of $381.
Meadow M. Anderson, 18, Cleveland Street, Salem, was fined $250 and given a suspended 180-day jail term, with 25 hours community service, for theft for failing to pay for $80 worth of merchandise at the Salem Walmart on May 22.
Brian Scott Noble, 55, Pauls Lane, East Liverpool, was fined $250 for animals at large, with $150 of the fine suspended on the condition that all animals be properly confined. Noble had five goats running loose on May 11 in East Liverpool.
A case against Victor M. Hurst, 32, Auburn Street, East Liverpool, was dismissed for six counts of failure to file East Liverpool city income tax from 2019-2022 and 2024.
William Lee Michaels III, 37, Youngstown, was fined $800 and sentenced to 180 days in jail, with 160 days suspended, leaving a balance of 20 days to serve in jail for operating a vehicle impaired. Charges of OVI and failure control were dismissed. His license was suspended for two years and he must complete 20 hours community service.
Cora M. Donovan, 24, East Michigan Avenue, Sebring, was fined $1,115 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for two merged OVI charges and marked lanes. Her license was suspended for one year, with driving privileges granted.
Jonathan David Smith, 29, Penn Avenue, East Liverpool, was fined $565 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, with 20 hours community service. A speeding charge was dismissed and his license was suspended for one year, with driving privileges granted.
Debbie Lipply, 70, Metz Road, Columbiana, was fined $1,065 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, with 25 hours community service, for physical control amended from OVI. Another OVI charge was dismissed. Her license was suspended for 180 days, with driving privileges granted.
A pretrial was set Oct. 6 for Deven Ethen Neal, 28, West 13th Street, Salem, charged with OVI and expired license.
Deborah Willimet, 63, Fredricktown Clarkson Road, Negley, was fined $150 for failure to control, with an OVI charge dismissed at the state's request due to evidentiary issues.
Matthew Christopher Ward, 38, Michigan Avenue, East Liverpool, was fined $250 and sentenced to 11 days in jail, with credit for 11 days served, for disorderly conduct after being erratic, and yelling and cursing at police officers in East Liverpool on July 23 after calling 911 and admitting to being on methamphetamine. He continued yelling at officers after going inside his home, then walked outside and called 911 while emergency personnel were still there.
A pretrial was set Aug. 19 for Jayden L. Archer, 22, Malvern, charged with weapons while intoxicated for allegedly being intoxicated with a firearm in his vehicle on Aug. 2 in the area of state Route 172. Deputies were dispatched for a man unconscious in a vehicle and emergency personnel located the firearm and he admitted to drinking an alcoholic beverage an hour before that.
Laverna Marie Virden, 53, Wayne Drive, East Liverpool, was fined $350 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, with 20 hours community service ordered, for endangering children and illegal use or possession of drug paraphernalia for using drugs and having drugs where children could access them in the bathroom on July 19 in St. Clair Township, with an uncapped syringe, a spoon and liquid and large torch lighter out in the open, with more spoons, another syringes, two crack pipes, a meth pipe and multiple tear offs in an open cabinet, an affidavit said.
A pretrial was set Oct. 5 for Joshua Michael Scott Watkins, 38, Warren, charge with theft for allegedly stealing $15 worth of items from the Dollar Tree in East Liverpool on Aug. 1.
Matthew P. Landsberger, 52, Pancake Clarkson Road, Rogers, was fined $150 and given a suspended 30-day jail term for disorderly conduct amended from obstructing official business for giving false information to troopers about a car crash on Jan. 1 by saying he was driving the car when it was someone else.
Victoria Rakel Redman, 20, West Sixth Street, East Liverpool, was fined $150 for criminal trespass for trespassing at Oddfellow Apartments on June 2 in East Liverpool. A charge of drug paraphernalia was dismissed. She was accused of possessing a burnt metal pipe during a traffic stop on June 13 in East Liverpool. Probation violation hearings were set for Nov. 10 for cases from 2024 for theft, domestic violence and assault. She was fined $75 for driving under suspension.
A pretrial was set Aug. 12 for Shane A. Aflame, 25, Ravenna, charged with criminal trespass for allegedly trespassing at Fernangel's Tavern in Salem on Aug. 1 after previously being trespassed from the property.
Symone K. Flowers, 29, Maple Street, Lisbon, was fined $150 for disorderly conduct amended from theft for taking a beverage from a man's car in Lisbon on May 6.
Jason K. Gorby, 41, Heacock Road, Sebring, was fined $250 for drug paraphernalia, expired registration and failure to display for possessing a smoking pipe with residue during a traffic stop on Nov. 10, 2025 in Knox Township.
A pretrial was set Oct. 13 for Alexander C. Converse, 56, Hilltop Drive, Lisbon, charged with drug paraphernalia and left of center for allegedly possessing a burnt glass pipe with residue during a traffic stop on July 23 on Parkview Drive near Depot Road, Lisbon.
A pretrial was set Aug. 10 for Ariel L. Durham, 37, Duck Creek Road, Salem, charged with criminal trespass for allegedly trespassing at the Foundry on Aug. 1 in Salem after being told just prior to that she wasn't permitted on the property.
Brandice L. Bettura, 51, North Market Street, Lisbon, was fined $250 and sentenced to 60 days in jail, with 59 days suspended and credit for one day served, with 20 hours community service, for criminal damaging. She was ordered to have no contact with the victim. Bettura punched through a window screen at a woman's property in Salem on Oct. 25, 2025.
A pretrial was set Aug. 5 for Randall C. Culler, 46, Bell Road, Lisbon, charged with possession of drug abuse instrument for allegedly possessing two hypodermic syringes during a traffic stop on July 28 in East Liverpool.
Five counts of failure to file city income tax return against William Brown, 51, Vine Street, East Liverpool were dismissed due to the defendant taking care off all the East Liverpool city income tax returns from 2019-2023.
A pretrial was set Aug. 19 for Moises A. Jose, 35, Ohio Avenue, Salem, charged with obstructing official business, operating a vehicle impaired, OVI breath and no valid license. When police were called for a reckless driver and located the vehicle at a store on South Lincoln Avenue, Salem where Jose claimed he did not drive the vehicle and did not know who it belonged to, but police discovered he had the keys in his pocket, with video showing him driving into the parking lot.
Anthony C. Rump, 65, Olmsted Falls, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served for illegal use or possession of drug paraphernalia, with 25 hours community service. Rump possessed a clear bag with a white crystal-like substance during a traffic stop on May 22 in Salem.
Justin M. Cox, 31 Ellyson Road, East Rochester, was fined $250, given a suspended 90-day jail term and 25 hours community service for resisting arrest and disorderly conduct amended from obstructing official business. When deputies were investigating an assault involving a weapon and after two women were arrested, he refused to move out of way of deputies on May 2 in Hanover Township, then refused to put his hands behind his back when he was arrested.
Kari Ann Stahl, 34, Cedar Street, Salem, was fined $1,680 and sentenced to 180 days in jail, with 160 days suspended, leaving 20 days to spend in jail for two counts of operating a vehicle impaired, with one a second offense amended from a third offense, and one count driving under suspension. Charges of OVI, no seat belt and failure to control were dismissed. Her license was suspended for two years, plus 30 hours community control.
Richard C. Short, 58, Graham Street, Lisbon, was fined $100 for public intoxication.
A pretrial was set Oct. 7 for Colin Jack Nicol, 21, Beaver, Pa., charged with OVI and OVI breath.
A pretrial was set Oct. 6 for Nicholas Robert Sherrill, 25, state Route 154, Negley, charged with OVI first offense and tail lights.
