WELLSVILLE -- Following months of discussion and revisions of legislation, village council unanimously approved on third reading an ordinance that prohibits the parking and storage of boats, watercrafts and boat trailers on any village streets or public rights-of-way.
The newly passed ordinance states "no person, firm, or corporation shall park, store, leave standing, or permit to be parked or left standing any boat, watercraft or boat trailer upon any public street, highway, alley or public right-of-way within the corporate limits of the Village of Wellsville."
The only exception to this is a boat or trailer may be parked on a village street for no more than one hour for the sole purpose of actively loading or unloading it, cleaning or trip preparation as long it being parked there does not obstruct traffic or create a safety hazard of if it is a watercraft or trailer owned and operated by a government agency or emergency service provider while engage in official business
This ordinance was adopted due to these items being parked on the streets creating visual obstructions, impedes traffic flow, restricts emergency vehicle access and poses a hazard to public safety.
Police Lt. Marsha Eisenhart in her report to council said the department wanted to say thank you to the Living Well Church which paid for the lights and Brian Wallace at the American Legion paying for the repair of the cement in front of village hall. These organizations offered their help after the police department began work to make village hall look nicer on the outside.
Jerry Medley, village administrator, said village employees are trying to keep up with the grass, but aging mowers have left the street department in trouble. Between broken down mowers, all the rain and losing another employee this past week and another leaving in two weeks the department is struggling to keep up on the mowing and will probably be running behind until Winter arrives.
Fiscal Officer Hoi Wah Yu said revenue taken in by the village to date this year is $1,798,000, but expenditures are at $1,939,000, making what is coming in less than what is being paid out at this point, so the village is having to dip into last year's reserves due to unexpected expenditures.
Council Member and Cemetery/Park/Equipment Chair Michael Lombardozzi requested a committee meeting regarding garbage pickup and going with one garbage service instead of three because it seems there are always garbage cans on the curbs with garbage pickup seeming to be every day. He also wants it to be a requirement that people remove their garbage cans from the sidewalks after garbage pickup. He feels this may help with the efforts to clean the village up.
Council Member Aaron Smith requested council to approve Mike Bosco to fill the vacant spot on the Hammond Park Board. Council unanimously approved the motion.
Payment of bills totaling $1,408.54 and the minutes of the July 21 meeting were approved.
Wellsville Village Council meets the first and third Tuesday of each month at 6 p.m. in council chambers at Wellsville Village Hall, 1200 Main St. The next regular meeting is scheduled for Aug. 18.
