Man charged in ink pen attack found not guilty by reason of insanity

LISBON — A Washingtonville man found not guilty by reason of insanity in 2024 for felonious assault and other charges will remain on conditional release in the community. David Kirby, 34, West Main Street, appeared recently in Columbiana County Common Pleas Court for a mandatory one-year review hearing regarding the conditional release, with Judge Megan Bickerton noting he’s still a mentally ill person based on a report from the Forensic Psychiatric Center of Northeast Ohio. CPR CLASSES SCHEDULED FOR JULY NEW CUMBERLAND, W.Va. — The Hancock County Health Dept. will offer Basic Life Support and Heartsaver classes in July. The BLS class which includes CPR and AED training geared toward healthcare worked is slated from 9 a.m. to noon on July 7. A written exam is mandatory. Cost is $25. ELKTON (WKBN) — A historic Columbiana County landmark is entering a new chapter. A barn along Route 154 in Elkton that dates back to the 1830s is under new ownership. Salem BOE approves move to Northeast 8, Quakers to play out EBC football contract

SALEM — The board of education approved a membership agreement to join the Northeast 8 Conference in 2027 in its June 15 meeting. The board of education voted unanimously to approve an agreement to join the conference with membership participation set to begin in the 2027-2028 school year.
