Election board certifies recount results with no discrepancies

LISBON — The Columbiana County Board of Elections on Tuesday certified the results of multiple recounts from the Nov. 4 general election, concluding a painstaking process that consumed the entire day Monday.

“The recounts were 100% spot on,” Board of Elections Director Kim Fusco said. “There were no discrepancies and no issues the board had to decide. It took us all day and it was a long day. We worked through lunch, but every result was spot on.”

State law requires that at least 5% of the vote in each race subject to a recount be tallied by hand. Counting began at 9 a.m. Monday, with candidates and members of the public invited to observe. After bipartisan teams — one Republican and one Democrat — completed the hand count, all ballots from the selected precincts were run through tabulation machines. Fusco said every count matched.

Recounts were conducted for the West Township trustee race, the West Branch school board race and the United Local school board race. West Township triggered an automatic recount, while the others fell within the margin requiring a review.

Precincts were chosen by random drawing, with officials writing precinct names on slips of paper and selecting enough to reach the 5% threshold for each race.

In West Township, 742 ballots were cast across two precincts, requiring 37 ballots for the recount. The Bayard precinct, with 240 ballots, was selected for hand counting.

As for West Branch, Fusco previously said Mahoning County notified Columbiana County of the need for a recount in the school board race for three seats. Only 14 votes separated third-place winner Tonya Dean from Samuel Jennings, who came in fourth place, necessitating the need for the automatic recount. The combined vote totals for the race are: Peggy Shaver with 1,711, Penny DeShields with 1,679, Tonya Dean with 1,438, Samuel Jennings with 1,424 and Angela Howell with 594.

The United Local school board race required a hand count of 164 ballots. Center Township South, with 137 ballots, was drawn first but was not enough to reach the threshold. Butler Township North, with 365 ballots, was then selected to complete the requirement.

Several other close races — including Perry Township trustee and council races in Salineville and Lisbon and Fairfield Township (which included Mahoning County) — fell short of the margin needed for an automatic recount.
