Grand Jury

LISBON — A man accused of causing serious physical harm to a 13-year-old child earlier this year was one of nine defendants openly indicted by the Columbiana County Grand Jury Wednesday.

Branden Endsley, 23, Woodsdale Road, Salem, was charged with a second-degree felony count of felonious assault for allegedly injuring a juvenile victim on Feb. 8.

The incident occurred at a Woodsdale Road, Salem, property where Endsley allegedly grabbed the juvenile by the arm or hand and twisted or manipulated the limb in such a way that it resulted in a “closed fracture of the phalanx of the digit of the hand,” according to a medical professional on court documents.

The grand jury issued nine open indictments and 27 secret indictments after meeting for two days and examining 36 witnesses. Secret indictments aren’t made public until the defendants are served with the paperwork.

Other open indictment issued included:

— Chad Love, 36, Roller Road, Salem, fourth-degree felony assault, fifth-degree felony attempt and misdemeanors of falsification, obstructing official business, and three counts criminal mischief. On Feb. 6, Love allegedly gave a false name and ran away from officers trying to take him into custody in Leetonia after incidents when he allegedly damaged cars and ripped off the hand rail to the post office building and assaulted a police officer. He also allegedly attempted to steal a car.

— Nikki Koffel, 34, West Fourth Street, East Liverpool, fifth-degree felony identity fraud and misdemeanor receiving stolen property for allegedly giving a fictitious name and wrong date of birth to hospital staff for treatment using a stolen identification card on March 23 at East Liverpool City Hospital.

— Eric Rogel, 33, Alliance, fourth-degree felony charge of improper handling of a firearm in a motor vehicle and two misdemeanor counts of operating a vehicle under the influence of alcohol or drugs. Rogel allegedly had a rifle with the bolt closed and a loaded magazine inside the weapon during a traffic stop when he was allegedly showing signs of impairment on Dec. 3, 2022 in West Township.

— Brittany Landacre, 29, East Indiana Avenue, Sebring, fifth-degree felony breaking and entering for allegedly entering an unoccupied residence through a window on May 4 in Salineville.

— Charles J. Ripley, 41, St. Clair Avenue, East Liverpool, fourth-degree felony domestic violence and misdemeanor aggravated menacing. The charges stemmed from an incident at an apartment in East Liverpool on April 29 when Ripley allegedly caused harm to a woman and broke items, with two or more previous convictions of domestic violence on his record. During booking, he allegedly threatened to assault a police officer.

— Tierney Steiginga, 34, Hypoluxo, Fla., fourth-degree felony assault and misdemeanors of resisting arrest and obstructing official business for allegedly getting out of a vehicle during a high risk traffic stop and interfering with the detention of her mother, who was cited for an OVI and other charges on April 27 in Columbiana. An affidavit said Tierney approached an officer in an aggressive manner and refused to be handcuffed and was taken to the ground. She was allegedly grabbing the officer’s forearm and squeezing while scratching him.

— Marcie McMannis, 47, Albright Avenue, Columbiana, fifth-degree felony aggravated possession of drugs and misdemeanor illegal use or possession of drug paraphernalia for allegedly possessing oxycodone and drug paraphernalia at her residence during the execution of a search warrant on Jan. 12.

— Joy Conn, 27, Canton, fourth-degree felony receiving stolen property and misdemeanors of possessing drug abuse instruments and illegal use or possession of drug paraphernalia for allegedly possessing a stolen 2007 Mazda 3 at Dollar General on April 30 in Hanoverton, along with drug paraphernalia and drug abuse instruments.

Municipal

LISBON — A preliminary hearing was set June 13 for an East Liverpool man, charged with felonious assault in an attack at a Maryland Avenue residence. Anthony Bakker, 37, Sophia Street, East Liverpool, charged with second-degree felonious assault, allegedly “went after” a female with a knife in his hand at the home in East Liverpool on June 6. Bakker allegedly kicked in a bedroom door. Both a juvenile male and a man at the residence reportedly attempted to protect the female and were involved in an altercation with Bakker, who still possessed the knife.

A preliminary hearing was set June 13 for Brandon Byers, 18th Street, Wellsville, charged with second-degree felony burglar and obstructing justice. Byers allegedly broke into a Ogden Street home and stole multiple sets of keys and $315 out of a wallet. Byers reportedly ran and hid from officers who responded.

A homeless man was fined $250, sentenced to three days already served and ordered to pay $100 restitution for stealing a donation jar from the Hot Dog Shoppe counter on Oct 25. Welbert Faulk, 64, East Liverpool, was also fined $250 for criminal trespass. Faulk trespassed at a Dresden Avenue residence on Dec. 9 and refused to leave.

Robert Kline, 33, New Garden Avenue, Salem, was sentenced to 90 days in jail with credit for 57 served and 33 suspended on two counts of prohibitions concerning companion animals for the inhumane confinement of several dogs and cats at his residence in September. He was also ordered to serve 20 hours of community service. Three counts of prohibitions concerning companion animals were dismissed.

Christine Kline, 60, New Garden Avenue, Salem, was sentenced to 90 days suspended to 90 days in jail and ordered to serve 20 hours of community service for one count of prohibitions concerning companion animals for inhumane confinement of several dogs and cats. One count of prohibitions concerning companion animals was dismissed.

A pretrial hearing was set Aug. 31 for Donald Hofmeister, 58, Tunnel Hill Road, Hanoverton, for engaging in prostitution, possessing criminal tools and marijuana trafficking. Hofmiester allegedly agreed to exchange $100 and marijuana through an undercover ad and traveled to East Palestine to do so on June 6.

A pretrial hearing was set Aug, 28 for Corey Coleman, 28, High Street, Washingtonville, charged with domestic violence. A man came to the station to report that Coleman had allegedly struck him in the face during an argument at a Robin Avenue home on June 3.

Gary Heberling, 66, Canfield, was fined $750 for possessing criminal tools amended from engaging in prostitution.

A pretrial hearing was set Aug. 31 for Joseph Hakala, 29, state Route 7, New Waterford.

John Girardi Sr. 36, Maplewood Avenue, Struthers, was fined $25 for traffic control device.

Ashley Wright, 37, Boardman, was fined $25 for failure to yield.

A pretrial hearing was set Sept. 5 for Cheslea Baker, 33, McIntosh Road, Wesllville, charged with expired license, failure to stop after an accident no drivers license and speed,

Connor Bryant, 24, Leeds, Mass., was fined $150 for lighted lights violation.

A pretrial hearing was set Aug. 29 for Heather Mason, Vine Street, East Liverpool, charged with three counts of failure to pay income tax in East Liverpool.

Kevin Lightner, 47, Castle Rock Lan, New Cumberland, was fined $75 for no operator’s license amended from driving under suspension.

Michael Talbert, 45, Prospect Street, Salem, was sentenced to 30 days in jail and fined $350 for theft. Talbert placed several items in his pants and shirts and attempted to leave the Calcutta Walmart without paying for what was 24 items totaling $281 on May 30.

Mikko Tui, 33, Seville Lane, East Liverpool, was fined $75 for tint and driving under suspension.

Timothy Potts, 35, Louise Avenue, East Liverpool, was fined $150 for disorderly conduct. Charges of weapons while intoxicated and resisting arrest against Potts were dismissed.

Michael Jarrett, 36, Fairview Avenue, Salem, was fined $925 and sentenced to 90 days in jail with 87 suspended and credit for three days for OVI and marked lanes. Jarrett was also ordered to perform 20 hours of community service.

A pretrial hearing was set Aug. 24 for Sarah Graham, 20, New Waterford, charged with possession of drug paraphernalia driving under suspension and authorized use of plate. During a traffic stop in Columbiana, a K-9 unit altered officers to suspected methamphetamine and drug-use paraphernalia in Graham’s vehicle on June 7.

A pretrial hearing was set July 17 for Jeffery Burgos II, 32, Sixth Street, Salem, charged with driving under suspension.

A pretrial hearing was set July 27 for James Yocum, 44 , Niles, charged with OVI.

A pretrial hearing was set Aug. 21 for Tajov Gaygysyz, 33, Mount Prospect, Ill., charged with engaging in prostitution and possessing criminal tools. Gaygysyz allegedly agreed to pay $80 to an undercover ad in exchange for sexual activity and traveling to East Palestine on June 5 to do so.

Aaron Delo, 30, Fairfield School Road, Columbiana, was fined $150 for child endangerment and sentenced to 60 days in jail with credit for 16 days served. Delo was apprehended on an outstanding warrant on Feb. 18 at the Duke and Duchess gas station in Columbiana. A minor child was in the car in an inadequate booster seat not secured. A charge of drug paraphernalia was dismissed .

A charge of unauthorized plate was dismissed against Christine Hill, 39, state Route 172, New Kensingston.

Michael Ludovici, 69, Arner Road, Chester, was fined $150 for equipment violation, amended from speed.
