Grand Jury
LISBON — An East Liverpool man was served Monday with a secret indictment for multiple drug counts.
Shane Lee Potts, 36, Avondale Street, East Liverpool, was charged with third-degree felony having weapons while under disability, second-degree felonies of aggravated trafficking in drugs and aggravated possession of drugs, fourth-degree felony possession of a fentanyl-related compound, fifth-degree felony possession of cocaine and misdemeanor possession of drugs for an incident Oct. 10, 2025.
Potts allegedly possessed a firearm when he was prohibited from having one due to a prior felony conviction, prepared for sale and possessed methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk, and possessed fentanyl in an amount equal or greater than 1 gram but less than 5 grams, and cocaine and xylazine.
Also served with secret indictments were:
–Adam M. Gallimore, 39, East Liverpool Road, Lisbon, was charged with second-degree felonies of aggravated trafficking in drugs and aggravated possession of drugs and fifth-degree felonies of possession of a fentanyl-related compound, aggravated possession of drugs and possession of drugs for allegedly preparing for sale and possessing methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk, and possessing fentanyl, xylazine and 6-monoacetylmorphine (6-MAM), all on July 2, 2025.
— Darrell J. Wolf, 35, North Jefferson Avenue, Lisbon, nonsupport of dependents, a fifth-degree felony, for allegedly failing to provide support for the benefit of a minor child from Feb. 4, 2024 to Feb. 1, 2026.
— James T. Cheeks Jr., 49, St. Clair Avenue, East Liverpool, nonsupport of dependents, a fifth-degree felony, for allegedly failing to provide support for the benefit of a minor child rom Jan. 14, 2024 to Jan. 11, 2026.
— Matthew Patrick Soldo, also known as The Goat, 46, East Fourth Street, Salem, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Feb. 23, 2023.
Municipal
LISBON — In Columbiana County Municipal Court, Jerrett Lee Carroll, 19, Idaho Avenue, East Liverpool, was fined $100 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from assault.
He was ordered to complete 20 hours community service and to have no contact with the victim. He threatened to hold the victim down before he then grabbed him around the neck and threw him down on Nov. 6 in St. Clair Township.
A status conference hearing was set July 14 and a court trial was set July 21 for Joseph P. DeSalvo Jr., 49, East Third Street, Salem, charged with operating a vehicle impaired second offense and speeding.
Cory A. Thurston, 21, East Woodland Avenue, Columbiana, was fined $875 and sentenced to 180 days in jail, with 175 days suspended, leaving a balance of 5 days still to serve in jail, for OVI second offense. He was also ordered to serve 30 days of electronically monitored house arrest. He was ordered to complete 20 hours community service and his driver’s license was suspended for two years.
A pretrial was set July 20 for Abigail Summer Witherow, 26, Alderlick Road, Wellsville, charged with OVI first offense and marked lanes.
A pretrial was set July 28 for Payton Carter Robey, 20, Lincoln Avenue, East Liverpool, charged with OVI first offense and no valid license.
A pretrial was set July 28 for Michael James Grimm, 53, Globe Street, East Liverpool, charged with failure to signal before turning/stopping.
Heather Lynn Quinn, 41, Dresden Avenue, East Liverpool, was fined $50 for driving while texting. The fine will be suspended and no points assessed upon completion of a distracted driving course.
David Row, 41, Steubenville, was fined $225 for driving under suspension and speeding.
Lacey Jo Jones, 26, West Lincoln Way, Lisbon, was fined $100 for speeding.
Jarrod Blake Starkey, 33, Township Line Road, Wellsville, was fined $630 for three counts driving under suspension, two counts speeding and single counts of no seat belt and expired plate.
A pretrial was set July 29 for Alexander Allen Wright, 54, McKinnon Avenue, East Liverpool, charged with theft for allegedly using a $3 clearance tag for scan all of his items at the Calcutta Walmart on May 3, failing to scan and pay for 10 items valued at $101.
A pretrial was set July 14 for Chad Vance Lang, 32, Malvern, charged with disorderly conduct for allegedly being intoxicated, breaking and destroying property at a St. Clair Township property and being offensive and annoying on May 9.
A status conference hearing was set July 29 for Ryan L. Pritt, 44, Lisbon Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a $1 bill folded up with an unknown power inside during a traffic stop on Dec. 28, 2024 when he was a passenger in St. Clair Township.
A pretrial was set May 18 for Victor Manuel Diaz De Montes Oca, 34, Painesville, charged with criminal trespass for allegedly trespassing on the property of the federal prison in Elkton on May 9 and throwing illegal contraband on the grounds.
A pretrial was set July 22 for James Thomas Cheeks, 49, St. Clair Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing three burnt glass pipes on May 10 in East Liverpool.
A pretrial was set July 29 for Matthew E. Loy, 25, Park Place Avenue, East Liverpool, charged with failure to file tax return for allegedly failing to file/remit sales tax from October 2025 through February 2026 for The Avenue Bagel Co. LLC in East Liverpool.
Anthony J. Dangelo, 24, Pickerston, was fined $200 and sentenced to 13 days in jail, with credit for 13 days served, leaving zero time to serve for criminal mischief amended from theft and drug paraphernalia. He was accused of stealing a cooler containing a water sample from the Salineville Water Treatment Plant and possessing a glass pipe with residue on Oct. 24, 2023.
Ryan Scott Roberts, 44, McDonald Street, East Liverpool, was fined $250 and given a suspended 90-day jail term for theft. He was ordered to complete 20 hours community service and to stay out of the Calcutta Walmart. At the Calcutta Walmart, he was using the self checkout and skip scanning items on two different days, Jan. 11 and Feb. 22 for a total of 33 items valued at $243.
Erin O. Hiles, 56, Franklin Avenue, Salem, was fined $200 for disorderly conduct for slamming on another woman’s door and yelling profanity on Dec. 22, 2025 in Salem.
Shane Robert Murphy, 20, Steubenville Pike Road, Lisbon, was sentenced to 20 days in jail for violating the terms of his probation for a 2025 case of attempted vandalism and assault.
Jamie Lynn Miller, 50, Pancake Clarkson Road, Rogers, was sentenced to 10 days in jail for violating the terms of her probation for a 2024 theft case.
Travis R. McKinnon, 48, Chester, W.Va., was fined $200 and sentenced to 12 days in jail, with credit for 12 days served, leaving zero days to serve for drug abuse instruments and drug paraphernalia for possessing a used syringe and burnt glass tube and cut straw with residue during a traffic stop on Sept. 10. 2023.
A probation violation hearing was set July 15 for Angela Dawn Nalley, 47, Mulberry Street, East Liverpool, for a 2023 theft case.
A pretrial was set July 20 for Sean Christopher Dolby Sr., 56, Lowmiller Road, Minerva, charged with operating a vehicle impaired first offense, OVI breath first offense and reasonable control.
Camron Reed-Stacey, 24, Cadmus Street, East Liverpool, was fined $665 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for two OVI merged charges and driving under suspension. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 20 hours community service.
A pretrial was set July 28 for Charlee Rae Williams, 32, Harding Avenue, East Liverpool, charged with OVI first offense and reasonable control.
