1959-2025 EAST PALESTINE — Richard A. Kugler, 66, passed away unexpectedly November 11, 2025, at his residence. He was born October 4, 1959, in Salem, son of the late Richard M. and Mary Black Kugler. Richard was a lifelong resident of East Palestine and a 1978 graduate of East Palestine High School.
