NEW WATERFORD — Hubert E. Congo, 86, died Saturday, at East Liverpool City Hospital. He was born Aug. 9, 1936, in Portland, Ohio, son of the late Ernest and Sarah Pratt Congo. Arrangements by Linsley-Royal Funeral Home, East Palestine.
