— Joshua Holt, 36, Saint Clairsville, was cited for a red-light violation after his northbound vehicle on South Lincoln Avenue failed to stop at a red light causing it to be struck by a vehicle driven westbound on East Pershing Street by Mikayla Spangenberg, 22, Kent, at 6:31 a.m. Monday. Spangenburg was transported to the Salem Regional Medical Center by the fire department for possible injuries.

— Officers responded to the 1300 block of South Lincoln Avenue at 1:37 a.m. Monday for a report of a suspicious odor. Officers spoke with the caller and advised them to contact their landlord.

— Officers responded to the area of North Broadway Avenue and East Third Street at 1:18 a.m. Monday for a reported suspicious person. The caller advised that three people were walking down the middle of the street. Officers spoke with the people and found that one of them, Allen Vancooney, 30, Salem, had an active warrant out of Columbiana County. Vancooney was taken into custody and transported to the Columbiana County Jail.

— Officers responded to the 900 block of West Wilson Street at 11:57 p.m. Sunday for a reported noise complaint. Officers spoke with the person in question and advised them to turn the music down.

— Officers responded to the 900 block of Prospect Street at 11:04 p.m. Sunday for a reported dispute. The caller advised that their girlfriend was intoxicated and had been trying to fight with him all day. When officers arrived, the caller advised them that the girlfriend had walked away, and officers searched the area, locating the woman walking down the road. She was advised not to be walking around while intoxicated and transported back to the residence. Both parties were advised to stay away from each other for the night.

— Officers spoke with a person at the police department at 10:42 p.m. Sunday for a report of harassment. The caller advised that a woman known to them is sending text messages without their consent. The matter is under investigation.

— Officers responded to the 500 block of East Third Street at 8:15 p.m. Sunday for a reported assault. The caller advised that two men had assaulted him and fled the scene. The caller was observed to have a swollen left eye and blood all over his face and mouth and was transported to the Salem Regional Medical Center by EMT. Officers found that one of the men involved had come to the residence despite the homeowner, who is their ex-girlfriend, not wanting them to and that she had left the residence to get away from them and brought the caller with them when she returned so she wouldn’t have to be alone with them. When they returned the ex and another man, George Feezle III, 51, Enon Valley, Pennsylvania, were still present at the residence and got into an argument with the caller which turned physical, with Feezle allegedly using a pair of channel lock plier to bludgeon the caller in the head. During the investigation the homeowner, Jessica Cross, 44, Salem, was found to have an active warrant for their arrest and taken into custody and transported to the Columbiana County Jail. Later in the shift, officers were called back to the residence by a neighbor who advised that Feezle had returned to the residence and entered through an unlocked window. Officers located Feezle hiding under a bean bag chair in the basement and took him into custody charged with fourth-degree felony burglary, second-degree felony felonious assault, and misdemeanor charges of criminal trespass, violation a protection order, and obstructing official business. He was transported to the police department for processing and later transported to the Columbiana County Jail.

— Officers responded to the 1600 block of Fairview Avenue at 6:02 p.m. Sunday for a warrant check. The caller advised that their ex-wife was on the way to pick up the kids and had an active warrant out of Columbiana County. Officers observed the woman, Eileen Newland, 36, Poland, arrive and spoke with her. Officers took Newland into custody and transported her to the Columbiana County Jail.

— Officers responded to the 1600 block of North Ellsworth Avenue at 4:15 p.m. Sunday for a reported motor vehicle accident. Officers stood by until the investigation was complete. A person was placed into custody by Perry Township officers for OVI. A breath test was offered and refused.

— Officers responded to the 2500 block of East State Street at 10 a.m. Sunday for a report of suspicious activity. The caller advised that there was a vehicle behind their business with two juveniles and one adult man looking in the dumpster. The caller advised that the man left in the vehicle heading westbound on state street. Officers checked the area and located the vehicle behind another business, digging through the dumpster. Officers advised them that the businesses don’t want people digging through the dumpster. The man apologized and said that he would leave.

— Officers responded to the 200 block of East Fourth Street at 5:19 a.m. Sunday for a report of suspicious people. The caller advised that he caught someone in his yard attempting to plug something into an outlet on the side of his house and steal his electricity. The caller chased the person off before officers arrived. Officers checked the area but were unable to locate anyone.

— Officers responded to the 500 block of East Pershing Street at 4:49 a.m. Sunday for a reported suspicious vehicle. Officers spoke with the occupants who advised that they were sitting in their vehicle because they suspected their partner was cheating on them. Officers advised the caller that everything was okay.

— Officers responded to the 200 blocks of East Fourth Street at 4:36 a.m. Sunday for a reported public assist. The caller advised that their breaker shut off, making it very cold inside, and they were unable to walk down the stairs. Officers were able to turn the breaker back on.

— Officers responded to the 400 block of North Howard Avenue at 12:58 a.m. Sunday for a reported suspicious person. The caller advised that when he returned home, a man wearing a hat and hood over his head was standing in front of his home looking at the residence. Officers located the person in question walking in the area, and they denied the allegations. Both advised that the same issue had occurred about a week prior. The caller also advised that the babysitter at the home advised him that someone had been looking around the property with a flashlight about an hour prior to the report, but no police report had been made at that time. An extra watch was placed on the residence for the night.

— Officers responded to the 900 block of East Fifth Street at 10:38 p.m. Saturday for a reported dog bite. The caller advised that the neighbor’s dog grabbed their own dog but left no marks. The owner was given a warning for dog at large.

— Officers responded to the 1100 block of Oak Street at 9:23 p.m. Saturday for a report of criminal damage. The caller advised that someone walked up to their door, smashed it, and ran away. Officers took photos of the damage, while other officers searched the area. Officers spoke with four juveniles walking in the area, who admitted to hitting the door and running away. Officers spoke with one of the juvenile’s parents, then took all four back to the caller’s address to apologize. The caller wanted to pursue charges, so all paperwork will be transferred to the juvenile officer.

— Officers responded to the 500 block of East Perry Street at 8:52 p.m. Saturday for a reported dispute. The caller advised a man had threatened her. Officers found that the caller was told to leave the property by the owner. Officers trespassed the caller from the property, and she was advised of the consequences if she returned.

— Officers responded to the 300 block of West Seventh Street at 8:37 p.m. Saturday for a reported 911 hang-up call. Officers spoke with a resident, and everything was okay.

— Officers responded to the 800 block of Summit Street at 5:31 p.m. Saturday for a reported domestic dispute. Officers found that two household members engaged in a verbal altercation that resulted in a threat being made. The party that was threatened did not want to pursue criminal charges. The parties separated for the evening.

— Officers responded to the 900 block of Adams Avenue at 3:11 p.m. Saturday for a report of a possible scam. The caller advised that they had received text messages from an unknown person who made threats toward them and their family. The unknown person advised them that a check was coming in the mail and to sign and deposit into their account. Officers advised the caller to contact their bank and advised them of the situation, which the caller did.

— Officers spoke to a person at the police department at 2:47 p.m. Saturday regarding ongoing issues with a neighbor. Officers were advised that the person has issues walking and was given a permanent parking spot in their apartment complex which upset the neighbor. They advised that they just wanted a report made as their vehicle has been vandalized in the past. Officers advised they would attempt to contact the neighbor

— Officers responded to the 400 block of Washington Avenue at 12:50 p.m. Saturday for a report of a possible sick raccoon. Officers attempted to observe the raccoon, but it fled when officers came near it. The caller was advised to call back if the raccoon returned.

— Officers responded to the 400 block of Ohio Avenue at 11:04 a.m. Saturday for a report of a low-hanging cable line. Officers observed the cable to be low hanging but not creating any hazards. The homeowner was advised of the issue and to contact the cable company.

— Officers responded to the 600 block of Woodland Avenue at 11:49 p.m. Friday for a report of loud music. Officers located the source of the music and asked the person in question to turn it down.

— Officers on patrol in the area of Centennial Park at 10:38 p.m. Friday observed three juveniles in the park after hours. Officers advised them of the park hours.

— Officers responded to the 200 block of North Ellsworth Avenue at 10:16 p.m. Friday after hearing possible gun shots in the area while conducting a traffic stop. Officers checked the area for several minutes but were unable to locate anything. No calls were fielded from the area, claiming shots were fired.

— Officers responded to the 2800 block of East State Street at 7:49 p.m. Friday for a wellness check. The caller advised that a van was parked in the parking lot all day and they were concerned. Officers spoke with the owner of the van, and he advised that he was okay and was just sleeping.

— Officers responded to the 2000 block of Oak Street at 7:27 p.m. Friday for a report of fraud. The caller advised someone attempted to use a debit card but was blocked by their bank. Officers gathered information and will be investigating the matter further.

— Officers responded to a business in the 2700 block of East State Street at 3:48 p.m. Friday for a report of fraud. The caller advised that the business had received a call earlier in the day about a package containing a cell phone which was supposed to be returned to the store where it was purchased. The person on the phone advised they were the owner of the phone and just wanted to keep it; however, the business then received another call from a different number advising they were coming to pick up the package and a man entered the store claiming to be the owner but refused to provide any identification to prove who he said he was. The caller advised the man to leave because they knew the owner of the device personally and it was not them, and the man entered a black vehicle and left the area westbound on East State Street. Officers checked the area but were unable to locate the vehicle.

— Officers responded to the 800 block of North Ellsworth Avenue at 1:17 p.m. Friday for a reported hit and skip. The caller advised that an unknown vehicle had backed into their parked vehicle in a parking lot, causing damage to the front driver’s side bumper. The other vehicle left the scene, but a witness was able to provide a plate number for the vehicle, and officers will attempt to follow up with the owner.

— Officers responded to the 1500 block of Salem Parkway at 11:04 a.m. Friday for a report of theft. The caller advised that their security cameras had recorded a truck drive onto his property in the early morning and that when they checked the area, four hub caps had been stolen. Officers were able to identify the driver of the vehicle form the security footage and spoke with the person in question, Brook Hunter, 34, who was in possession of the stolen property and was taken into custody charged with receiving stolen property and transported to the Columbiana County Jail. The stolen property was returned to the caller.

— Officers responded to the 1900 block of Shady Lane at 7:41 a.m. Friday for a report of an abandoned Amazon delivery vehicle. Officers checked the truck and did not observe anything out of the ordinary, and Amazon was contacted and advised that they would send someone to move the vehicle.

— Officers responded to the 100 block of West State Street at 10:02 p.m. Monday for a reported suspicious person. The caller advised that a person was leaning on the wall outside the restaurant. Officers checked the area but did not locate anyone near the building or the surrounding blocks.

— Officers responded to the 500 block of Continental Drive at 8:36 p.m. Monday for a report of suspicious activity that occurred over the weekend. The caller was advised to continue to ignore their neighbors and to record, either with her phone or surveillance camera, if any threats of harm occurred. At that time no threats of physical violence have occurred, and the caller was advised to notify the apartment management as the issue was ongoing.

— Officers responded to the 300 block of Fair Avenue at 7:04 p.m. Monday for an animal complaint. The caller advised that a dog had been out on the porch in the cold for nearly 30 minutes and was barking. When officers arrived, the dog did not bark until contact was made at the doorway, and the owner advised that the dog had not been outside for more than 10 minutes but did agree to bring them inside the residence.

— Officers responded to the 200 block of South Broadway Avenue at 6:34 p.m. Monday for a wellness check on an elderly person. Due to the extreme cold, officers offered them a ride home and transported them back to their residence.

— K-9 Chaz was requested for a K-9 sniff in the area of Georgetown Road and state Route 45 at 5:13 p.m. Monday. K-9 Chaz indicated to the presence of narcotic odor coming from the vehicle.

— Officers responded to the 800 block of West State Street at 4:39 p.m. Monday for a wellness check. Officers were advised that a man appeared to be asleep inside a vehicle. Officers checked on the man who advised that he was just tired and pulled off the road to close his eyes for a moment.

— Officers responded to the 1300 block of South Lincoln Avenue at 1:26 p.m. Monday for a reported speak with officer report. The caller advised that they believed someone known to them had opened the door to their furnace while they were not home. Officers advised them of their options for dealing with the situation.

— Officers responded to the 900 block of East Fourth Street at 11:29 a.m. Monday for a reported burglary in progress. Officers checked the residence and found no signs of forced entry to the residence.

— Officers responded to the 2200 block of Tanglewood Drive at 10:41 a.m. Monday for a reported suspicious vehicle. Officers located the vehicles and spoke with the drivers who advised that they were contractors for Columbia Gas and that they would be marking gas lines in the area for fiber optics that are going to be put in.

— Officers responded to the 500 block of Continental Drive at 6:31 a.m. Monday for a reported natural death. Officers found nothing suspicious and contacted the county coroner’s office, and the deceased was transported to the county morgue until family members could be contacted. Officers also stood by until the county humane agent arrived to take possession of the canine inside the residence.

— Officers responded to the 300 block of West Fifth Street at 1:13 a.m. Thursday for a report of a woman yelling. Officers spoke with neighbors in the area that advised that they hadn’t heard anything. Officers did not locate anyone yelling.

— Officers responded to the 700 block of Arch Street at 10:42 p.m. Wednesday for a barking dog complaint. Officers checked the area but were unable to locate anything.

— Officers responded to the 900 block of East Fifth Street at 9:55 p.m. Wednesday for a reported domestic dispute. The caller advised that their wife was blocking their vehicle from leaving. Officers spoke with both parties, and the male half left the residence for the evening.

— Officers spoke to a person at the police department at 8:50 p.m. Wednesday for a report of harassment. The caller advised that an ex-friend was following her and wanted a report made. The caller was advised to contact officers if there were any further issues.

— Officers responded to the 1000 block of North Ellsworth Avenue at 8:11 p.m. Wednesday for a reported dispute where the caller advised that a group of people were fighting. The involved parties were already separated when officers arrived, and one advised that a confrontation over a game of basketball had gotten out of hand. Both parties left for the night.

— Officers responded to the 2200 block of Southeast Boulevard at 8:35 p.m. Wednesday for a speak with officer report. The caller advised that they found groceries placed on their porch and wasn’t sure where they came from. Officers found that the groceries had been delivered from Walmart to the wrong address by mistake.

— Officers responded to the 2800 block of East State Street at 8 p.m. Wednesday for a reported suspicious object. The caller advised that a customer had found a bag of pills inside the women’s bathroom. Officers received the bad and will dispose of it properly.

— Officers spoke with a person at the police department at 6:56 p.m. Wednesday regarding an ongoing issue with a family member. The caller advised her brother showed up at their residence texting numerous times. The brother was contacted by phone and given a trespass notice from the caller’s property

— Officers responded to the 500 block of Continental Drive at 5:16 p.m. Wednesday for a reported civil matter. The caller advised that a family member passed away, and other family members have made comments about coming and looking through the home. The caller requested an extra watch at the home.

— Officers responded to the 200 block of East Second Street at 4:16 p.m. Wednesday for a report of two juveniles left unattended in a vehicle. Officers checked the area but were unable to locate the vehicle.

— Officers responded to the 2200 block of Southeast Boulevard at 3:32 p.m. Wednesday for a reported unruly juvenile. The caller advised that the juvenile was acting out and causing a disturbance due to being disciplined. Officers advised the juvenile to cease the behavior, and the guardian was advised by officers to contact the juvenile courts to file unruly charges.

— Officers spoke to a person by phone at 3:12 p.m. Wednesday regarding telecommunications harassment. The caller advised that they did not live in the city, but a local juvenile was emailing them threatening messages. Officers advised the caller that they would attempt to contact the juvenile in question.

— The school resource officer was advised of an issue with a student at Buckeye Elementary at 2:42 p.m. Wednesday. School administrators and the officer spoke with the parent about the issue and the options they have.

— Officers responded to the 100 block of West 14th Street at 2:14 p.m. Wednesday for a report of lines down. The caller advised that a box truck had turned around in their driveway and accidentally pulled the power line off the residence, and the driver of the vehicle advised officers of the same. Ohio Edison was contacted to come fix the line.

— Officers responded to the 1900 block of East Pershing Street at 12:27 p.m. Wednesday for a report of a former employee coming to a business for an unknown reason. Officers were able to speak with the person by phone and advised them not to come to the business and that they could be charged.

— Officers responded to the 600 block of Ohio Avenue at 11:55 a.m. Wednesday for a reported open door on a vacated residence. Officers checked inside the residence and found it to be empty with no forced entry observed. Officers secured the residence.
