East Palestine
— Officers on patrol located a pile of straw and tree limbs burning in the park at 1:42 a.m. on Tuesday. The area was checked but no one was located.
— Officers responded to an injured deer that had been struck by a vehicle on Brookdale Avenue at 6:34 p.m. on Sunday. Officers dispatched the deer humanely.
— Officers responded at 10:08 p.m. on Saturday to North Market Street for a domestic violence report and arrested Taylor S. Snyder, no age or address provided, for unlawful restraint. Sunder was transported to the county jail.
— Officers discovered a group of juveniles with stolen merchandise in their possession and were taken back to their residence where officers spoke to their parents at 9:30 p.m. on Saturday. The merchandise was returned to the store and a report forwarded to juvenile court.
— Officers responded at 5:29 p.m. to East Main Street for a welfare check and the matter is under investigation on Saturday.
— Officers responded at 5:44 p.m. on Saturday to East Main Street for a matter that remains under investigation
— Officers observed at 9:03 p.m. on Friday, a hatch door open on a vehicle parked at a West Martin Street residence. Officers were unable to make contact with anyone at the residence.
East Liverpool
— Officers did a civil standby at a Thompson Avenue residence on Nov.26 for a female who said she needed to get some clothes and makeup from the residence she moved out of four to five days prior after getting into an argument with her mother. There was no answer at the door, and the female did not have a key. Officers advised her to get in touch with her mother and see when she will be home so she can get her belongings
— Officers advised on Nov. 26, a McKinnon Avenue residence to keep the cameras outside her house on and continue to report issues she has neighbors and that if the neighbors start to cause a scene to record them for documentation and to ignore them.
— A male reported on Nov. 27 that his three-ton floor jack was taken from his vehicle while parked in front a West 6th Street location. The male was told officers would check cameras in the area.
— A driver was issued a warning following a Nov. 27 traffic stop on Pennsylvania Avenue for driving at night with only daytime running lights on. The driver said he thought his headlights were automatic and forgot to turn them on.
— Officers checked the area of St. Clair Avenue on Nov. 27 for a person dressed all in black after seeing the person walking down the street while responding to a call for screaming and yelling at residence in the 700 block of St. Clair Avenue.
— Officers notified CPS of a possible child abuse case after the child’s grandparents observed welts and bruises on him and requested officers to do a well-being check. Officers went to the Oakland Avenue residence on Nov. 27 and spoke to the juvenile’s mother who refused to let officers see her child but admitted to hitting him in a non-aggressive manner with a belt when officers asked if she hit the child. The mother accused the officers of being racist and requested a different officer and said she was going to sue the city.
— Robert Mclaughlin was arrested for persistent disorderly conduct, after officers were called to the hospital due to him being verbally aggressive with hospital staff on Nov. 27. Officers told Mclaughlin, who was intoxicated, he had made multiple calls to 9-1-1 through the day that he was being disruptive to public services.
— Officers conducted a welfare check at a Center Street residence on Nov. 27. No one answered the door, and officers found no signs of forced entry, and nothing appeared to be out of place.
— Officers checked all of state Route 39 and all exits and on ramps after receiving a report of a single vehicle accident called in by a passerby on Nov. 27 but did not see any vehicle accidents.
— An officer responded to a call of a male not responding stating that he was having a heart attack at a Lincoln Avenue residence on Nov. 27. The officer arrived and spoke with the caller who was found to be heavily intoxicated. EMS transported the male to the hospital.
— An officer took a phone call of threats from a third caller on Nov. 28 and informed the caller they would attempt to contact the alleged victim.
— Officers spoke with the parties involved in a neighborhood dispute on Avondale Street over a resident putting their garbage in the wrong can on Nov. 28.
— An officer took a report at the station from a male and female on Nov. 28 regarding a sexual assault that took place against their juvenile daughter.
— Officers removed a bunch of cardboard boxes off the roadway on state Route 11 on Nov. 28.
— Officers responding to an alarm in the 100 block of Maine Boulevard on Nov. 28 found the building to be secured.
— An officer received a call saying that a female was trying to get inside a burned building on College Street on Nov. 28. The officer checked the area and found the doors to be screwed shut to prevent anyone from entering.
— An officer spoke with a man on East 5th and Washington street who kept repeating someone was trying to kill him on Nov. 28. The male said he is just cold and has been walking around the city and he just wanted to get back to Lisbon to be closer to the shelter. Officers gave him a courtesy ride to Circle K.
— An officer responded to a welfare check at a W. 6th Street residence where he made contact with a female who said she was fine on Nov. 28. The officer informed her that her son was trying to reach her.
— Officers arrived at the scene of a fire on Nov. 28 on College Street where they were informed by a female that she threw a cigarette out the back window while half asleep and then there were flames. She said she tried dumping water on it, but it wouldn’t go out. When the fire department arrived, the officer told firefighters about the female throwing a cigarette out the rear window located above a roof on the second floor.
— An officer spoke with a female on Nov. 28 regarding a custody dispute. The female said that she found out her ex-boyfriend had a babysitter watch their children and she wanted them picked up. Officers checked the custody paperwork and found the children were to be with their father at that time and told the female she would have to wait until the court set time to get them.
— Officers found ELHS to be secure after receiving two separate alarms on Nov. 28.
— A driver was given a verbal warning for a turn signal violation following a Nov. 28 traffic stop on Fawcett Street.
— An officer went to a Burford Street location to collect items in reference to a sexual assault case on Nov. 28.
— An officer checked on a report of drug activity in the area of Ohio Avenue on Nov. 28.
Salem
— Officers responded to the 2800 block of East Fourth Street at 2:04 a.m. Wednesday for a reported noise complaint. Officers advised the residents of the complaint.
— Officers responded to the 1000 block of North Ellsworth Avenue at 11:28 p.m. Tuesday for a reported suspicious vehicle in a parking lot after hours. Officers spoke to the occupants and advised them to leave.
— Officers responded to a business in the 200 block of North Cunningham Road at 10:19 p.m. Tuesday for a report of two people to be removed. Officers spoke with the people in question and requested they exit the building. Trespass forms were filled out and signed by both.
— Officers responded to the 1800 block of North Ellsworth Avenue at 7:26 p.m. Tuesday for a reported person to be removed. Officers spoke with both parties and were advised that one of the parties was causing an issue at a meeting and the club chairman asked that he leave. The man left without further issues.
— Officers responded to a business in the 2800 block of East Street at 6:07 p.m. Tuesday for a reported fight in progress. Officers were advised that two men were fighting near the electronics’ section. When officers arrived that found that the aggressor had fled the area prior to their arrival, and the victim advised that they had said something to the man about cursing loudly in the store, and that while they were walking away he came up from behind him and punched him in the back of the head, knocking him to the ground. The victim refused medical attention, and a statement was obtained from them as well as video footage of the incident.
— Officers spoke to a person at the police department regarding a possible problem that may occur at a meeting in the city that evening at 5:29 p.m. Tuesday. Officers spoke with the man, and he was provided with options for dealing with the situation.
— Officers responded to the 1300 block of Ridgewood Drive at 5:46 p.m. Tuesday to take a report about an incident that took place between juveniles in school and notified the school resource officer of the incident.
— Officers responded to the 800 block of Pennsylvania Avenue at 4:17 p.m. Tuesday for a report of theft. The caller advised that they work at a business in the 800 block of Pennsylvania Avenue and that someone unknown to him had taken his cell phone without his knowledge or permission. The caller provided officers with a location that the phone had pinged from, but it was not located at the location.
— Officers responded to the 2100 block of East State Street at 1:51 p.m. Tuesday for a reported shoplifter. The caller advised that there was a woman in the store opening several packages of merchandise and leaving the items throughout the store, rendering them worthless for resale. While officers were en-route the caller advised that woman had left the store without paying for the items they destroyed. Officers located the woman, Tricia Watson, 42, Salem, on East Pershing Street, and found that she had an active warrant out of Columbiana County. Watson was taken into custody for theft and the outstanding warrant and was also trespassed from the business.
— Officers responded to the area of Newgarden Avenue and Liberty Avenue at 10:12 p.m. Wednesday for a report of a bent telephone pole. Officers located the pole and found that it had been completely severed near the base from an apparent crash sometime prior to the report. The fire department and Ohio Edison were contacted and requested to respond.
— Officers responded to the 500 block of South Lundy Avenue at 8:42 p.m. Wednesday for a reported 911 hang-up call. Officers spoke with the resident, who advised that the grandchild had the phone, and the call was accidental.
— Officers responded to the 900 block of West State Street at 8 p.m. Wednesday for a reported dispute between two men. The man advised that there was a verbal altercation at the Dollar General on West State Street with a known person. He just wanted the matter reported at that time.
— Officers responded to the 200 block of East Seventh Street at 6:46 p.m. Wednesday to assist the Salem humane officer. Officers stood by until they were no longer needed.
— Officers responded to the 800 block of Prospect Street at 5:59 p.m. Wednesday for a wellness check on a juvenile. Officers spoke with the juvenile and the parent, and they advised that everything was okay.
— Officers responded to the 500 block of Walnut Street at 5:19 p.m. Wednesday for a report of harassment. The caller advised that they had received messages from another woman about haring herself and blaming the caller’s friend and wanting to beat them up. Officers asked to see the messages, but the caller advised that they deleted them prior to officers’ arrival. The caller also wanted a wellness check on the woman but didn’t know where she lived, nor her phone number.
— Officers spoke to a person at the police department at 1:16 p.m. Wednesday about having an officer stand by for a civil transaction at the police department. The person was advised that an officer could standby for the transaction at the police department to keep the peace but could not get involved in the civil matter. Both parties later met at the department, and the civil matter was handled without incident.
— Officers responded to the 500 block of Walnut Street at 11:15 a.m. Wednesday to deliver a message. Officers were unable to make contact with anyone to deliver the message.
— Officers responded to the 400 block of East State Street at 10:42 a.m. Wednesday to check for a woman with an active warrant through the Columbiana County Sheriff’s Office. Officers spoke with the woman, Jennifer Brown, 68, Salem, and took her into custody and transported them to the Columbiana County Jail.
— Officers spoke to a person by phone at 10:21 a.m. Wednesday for a report of telecommunications harassment. The caller advised that a person who had been trespassed from the business kept calling and requesting a refund, despite having the company’s policies explained to them. Officers attempted to contact the person in question, but the call was declined, and a voicemail was left.
— Officers responded to the 200 block of East Seventh Street at 8:52 a.m. Wednesday for a report of a woman having a mental break down. The woman advised that two unknown men had entered her residence and stayed there for two days. The woman couldn’t give a description of either man and just said that they left to get a pizza. The woman also advised that her doctor had put her on a new medication which they advised could cause hallucinations and that they weren’t feeling well and were afraid everyone was out to get them. Officers requested EMT respond and the woman was transported to the hospital.
