Highway Patrol

— Michael Beaver, 35, Wellsville, was cited for failure to control after his northbound vehicle on state Route 45 went off the right side of the roadway striking a concrete embankment and overturning before coming to a final rest upright at 7:50 a.m. Thursday in Yellow Creek Township. No injuries were reported.

— Emma Clark, 17, Leetonia, was cited for failure to control after her northbound vehicle on state Route 164 hydroplaned off the left side of the roadway and struck a sign at 2:49 p.m. Tuesday in Center Township. No injuries were reported.

— Donald Ryan, 34, Alliance, struck a deer on state Route 11 at 5:41 p.m. Monday in Elkrun Township. Ryan sustained an injury to his lower lumbar spine and was transported to East Liverpool Hospital by West Point EMS.

— Hayle Schreffler, 19, Lisbon, was cited for failure to control after her northwest bound vehicle on Cream Ridge Road went off the right side of the roadway, re-entered the roadway, then drove off the left side of the roadway striking an embankment and overturning onto the roadway at 2:14 p.m. Monday in Ekrun Township. No injuries were reported.

— Miranda Hinchliffe, 19, Beloit, was cited for failure to control after her southbound vehicle on 12th Street went off the right side of the roadway, continuing southbound, striking a ditch, before crossing over Buck Road and striking a fence at 1:09 p.m. Nov. 19. No injuries were reported.

— Dale Clemmer, 59, East Palestine, was cited for failure to control, hit and skip, and a seatbelt violation after his southeast bound vehicle on Hamilton Road failed to negotiate a curve and drove down the right side of the roadway striking a utility pole, traveling over an embankment before coming to a final rest. Clemmer then continued to flee the scene on foot at 1:01 a.m. Nov. 19 in Unity Township. No injuries were reported.

— Spencer Cline, 17, Columbiana, was cited for failure to control after his southbound vehicle on Fairfield School Road went off the right side of the roadway striking a utility pole, culvert and signpost at 7:35 a.m. Nov. 16 in Fairfield Township. Cline refused treatment on scene from Columbiana EMS for suspected minor injuries.

— Daniel Leverknight, 51, Columbiana, was cited for failure to control after his southbound vehicle on Middleton Road went off the right side of the roadway striking a ditch, culvert, mailbox and tree, before reversing onto the road and leaving the scene at 6:14 p.m. Nov. 15. No injuries were reported.

— Laney Bistarkey, 16, East Palestine was cited for a right of way violation after her westbound vehicle on state Route 14 failed to yield while attempting to turn left onto state Route 165 and struck a vehicle driven east by Ryan Henry, 46, East Palestine, at 3:30 p.m. Nov. 15 in Unity Township. Henry was transported to St. Elizabeth’s Hospital Youngstown by East Palestine EMS for suspected serious injuries.

— Zachery Davenport, 30, Youngstown, was cited for failure to yield after his northbound vehicle on Lisbon Road failed to yield at a stop sign and was struck by a vehicle driven southwest bound on state Route 344 by James Koopman, 61, Wellsville, at 7:29 a.m. Nov. 15 in Salem Township. Both drivers were transported to St. Elizabeth’s Hospital Main by Leetonia EMS for suspected minor injuries.

— Caitlyn Haught, 33, Lisbon, was cited for failure to control and OVI after her southbound vehicle on state Route 154 struck a guardrail on the right side of the roadway and traveled off the left side of the roadway at 1:39 a.m. Nov. 14 in Wayne Township. Haught refused treatment on scene for possible injuries.

— Steven Faulkner, 39, Columbiana, was cited for failure to control after his eastbound vehicle on state Route 517 traveled off the left side of the roadway, re-entered the roadway before traveling off the right side of the roadway striking a ditch and overturning. No injuries were reported.

East Liverpool

— Officers responded on Oct. 9 at 1:14 a.m. to a noise complaint on East 8th street after a caller said they heard people arguing outside but refused to give a location or description. Officers did not observe anyone in the area fighting.

— Officers responded to the riverbank on St. George Street on Oct. 9 at 9:43 a.m. after receiving a report of a body hanging from a tree. Police and fire personnel arrived on the scene and after a search of the area found an African American male with tattoos on both arms and his back. A wallet lying near his feet had an Ohio Identification Card which officers were able to use to identify him. The male had been reported missing by his family on Sept. 25. The coroner arrived and completed an investigation and the body was transported to the hospital and his next of kin was notified.

— An officer searched the area of Ohio Avenue in Klondike on Oct. 9 at 7:39 p.m. for a vehicle being driven recklessly in the area. The officer found nothing.

— Officers were dispatched to the 200 block of Wilbert Avenue on Oct. 9 at 5:13 p.m. for a welfare check after a caller reported the mother at the residence being high and he wasn’t sure where the children were. The officers had previously done a welfare check several days prior on the children. The mother was located several apartments down and told officers the children were in a different apartment with a friend. Officers requested to see the children who appeared to be in fine health. A report was forwarded to CPS.

— Officers responded to the 400 block of Wilbert Avenue on Oct. 9 at 8:38 p.m. for a report of people arguing. Officers spoke with a female at the residence who said no one was arguing.

— A female came to the station on Oct. 9 at 7:42 p.m. to report her husband missing. She said she last spoke with him by phone on Oct. 8 around 1 p.m. and he had made threats of harming himself. The report was later updated to say the male was found at a friend’s house on Orchard Street. Officers spoke with the male who said he was fine and did not want to hurt himself.

— Officers responded to the 300 block of Moore Street on Oct. 9 at 12:15 p.m. for a female who said people would not let her leave to get boxes, but the people were gone. This is a female known to have mental health issues.

— Officers responded to a call of a possible domestic in the 400 block of Market Street on Oct. 9 at 12:50 p.m. Both parties told officers it was just an argument and nothing more.

— Officers responded to a report of a driver slumped over in his vehicle in the 700 block or Riley Avenue on Oct. 9 at 12:21 p.m. The driver, who appeared to be fine, told officers he was just waiting to pick up his girlfriend.

— An officer responded on Oct. 9 at 7:02 p.m. to the 600 block of Avondale Street where a female who owns the property with her ex-husband wanted another female removed from the house. The female was gone when officers arrived, and the owner was told she would have to have her evicted.

— Officers responded on Oct. 9 at 6:42 a.m. to Market Street Lofts for a report of a suspicious male trying to open doors on the first floor. Officers checked the first floor and patrolled around the parking lots but did not find anyone matching the description.

— Officers spoke with a female over the phone on Oct. 10 at 9:17 a.m. regarding her daughter leaving the house the night before without permission and not returning home. She also noted that her daughter was on probation with an ankle monitor and needed a report sent to her probation officer.

— An officer took a report on Oct. 10 at 9:51 a.m. of a juvenile being filmed while taking a shower. The incident was forwarded to the detective bureau for further investigation.

— Officers responded on Oct. 10 at 8:43 a.m. to the downtown area near Bricker’s for a report of a male yelling. Officers located a male who matched the description, and he told the officers he wasn’t yelling and he wasn’t near Bricker’s.

— Officers responded to a report of a burglary in the 300 block of Vine Street on Oct. 10 at 1:13 a.m. The homeowner told officers that when she returned home from work, she discovered someone had entered her home through an unsecured window, but at that point nothing appeared to be missing, but the upstairs shower appears to have been used. Officers also discovered broken glass from a window in the basement. The resident has requested extra patrols during the afternoons and evenings.

— Officers were dispatched to Lang Street on Oct. 10 at 11:36 a.m. for a problem involving the street department and a resident. Officers were told when they arrived the problem had been solved.

— Officers were dispatched on Oct. 10 at 8:16 p.m. to the 1000 block of Ambrose Avenue for a verbal argument between a father and stepdaughter. The stepdaughter was leaving when the officers arrived and stood by while she loaded up her vehicle.

— A school resource officer at East Liverpool High School found a student to have drug paraphernalia on school property on Oct. 10 at 11:30 a.m. The incident was forwarded to the Columbiana County Juvenile Prosecutor.

— Officers were dispatched to the 700 block of Minerva Street on Oct. 10 at 8:18 p.m. for a juvenile with a warrant out of Columbiana County. The juvenile (name and age not provided) was placed into custody and transported to East Liverpool City Hospital.

— Officers were dispatched on Oct. 10 at 11:41 a.m. to the 800 block of Chester Avenue for a male soliciting. Officer made no contact with anyone.

— A female reported her lawnmower stolen from the 1100 block of Lisbon Street. It was later found out the mower was not stolen.

— A female reported on Oct. 10 at 7:33 a.m. that her mother was outside the residence in the 100 block of West 6th Street and she does not want her to bother her and her daughter when they leave to go to the bus stop. Officers asked the mother to move along.

— Officers were dispatched on Oct. 1 at 3:15 p.m. to an apartment in the 600 block of East 4th Street for blood on the floor and a bloody knife on the bed. Officers took photos and were made aware that the resident had cut himself days prior and had been at the hospital.

— An officer responded to Park Boulevard on Oct. 11 at 2:39 p.m. after receiving a report of a male walking through yards.

— A report of possible sexual abuse was filed on Oct. 11 at 12 p.m. and was forwarded to CPS.

— Multiple Dollar General employees reported their concerns of harassment they have been receiving from an unknown person Oct. 11 at 7:51 p.m. The employees said the person doing the harassing is racially motivated.

— An officer issued a citation on Oct. 11 at 8:23 p.m. for a vehicle parked improperly and impeding traffic on Avondale Street and advised the owner to move the vehicle.

— An officer spoke to a male over the phone who wanted to report threats on Oct. 11 at 2:14 p.m. The male said a number keeps calling his residence and making threats.

— Officers were dispatched to West 9th Street on Oct. 11 at 9:57 p.m. for a person sitting in a chair in the street trying to provoke people.

— An officer conducted a traffic stop on a vehicle for fictitious plates on Pennsylvania Avenue on Oct. 11 at 12:36 p.m. No other information provided.

— A nurse called from Trinity on Oct. 11 at 8:26 p.m. to make a report of sexual assault.

— Officers located a vehicle on Oct. 11 at 2:23 a.m. parked at the cemetery after hours. Officers spoke to the occupants of the vehicle and told them the cemetery closed at dark and they would have to leave.

— Officers were dispatched on Oct. 11 at 10:17 p.m. to the 500 block of College Street for someone attempting to get into an apartment. Officers made contact with the caller who told them he heard a loud bang and a female say she didn’t think they were supposed to be there with a male voice responding. The caller said he ran out of his house and advised he was calling the police and the person got into a black Ford 500 and quickly took off. The apartment they were allegedly entering was vacant.

— Officers were dispatched to East Liverpool City Hospital on Oct. 11 at 2:58 p.m. for a report of possible narcotics on a patient. Officers collected a small clear plastic vial with a red lid from nursing staff which contained a crystal-like substance. The patient told the officers the vial contained crystal meth. The contents will be sent to the lab for testing and charges are pending.

— An officer responded to Friendly Jacks on Oct. 11 at 2:13 p.m. to speak with a female who said a vehicle was following her.

Salem

— Officers responded to the 800 block of East State Street at 10:27 a.m. Friday for a report of a suspicious object. Officers found the object to be a cigarette butt receptacle. The caller advised he would dispose of it.

— Officers responded to the 2900 block of East State Street at 10:11 a.m. Friday for a parking complaint. The caller advised that a box truck was parked in the lot and unloading to a local business in the rear of the business and she was concerned her vehicle would be struck. The driver finished the delivery and was departing when officers arrived.

— Officers responded to the 500 block of Prospect Street at 7:02 a.m. Friday for a trespassing complaint. The caller advised that he was watching his video surveillance when he noticed a man inside of his fenced property, that appeared to be getting inside of cars in the lot. Officers and the caller searched the lot but did not locate anyone inside. Officers did locate miscellaneous items throughout the lot that appeared to have been ripped out of vehicles. The caller advised he would get video to the police to help possibly identify the person.

— Officers responded to the Salem Regional Medical Center at 1:21 a.m. Friday to speak with staff regarding several suspicious phone calls that came into their facility. The information was gathered.

— Officers responded to the 1000 block of West State Street at 9:30 p.m. Thursday for a reported suspicious vehicle. The vehicle in question had already departed prior to officers’ arrival.

— Officers responded to the area of Lexington Avenue and Continental Drive at 5:24 p.m. Thursday for a report of teenager reportedly having a fire in the woods. Officers did not locate anyone.

— Officers spoke with a man by phone at 3:12 p.m. Thursday who reported his kids were not dropped off per his custody agreement. The caller was advised that the matter was civil and would be documented.

— Officers responded to the 1100 block of East Sixth Street at 2:58 p.m. Thursday for a parking complaint. The caller advised a motorcycle was parked in the handicap spot. Officers located the motorcycle which had a handicap license plate, finding no violations.

— Officers responded to the 800 block of North Ellsworth Avenue at 1:13 p.m. Thursday for a reported juvenile issue. The juvenile advised her father was threatening her, and officers read the messages in question, finding nothing threatening. Officers spoke with the juvenile’s father over the phone about the incident, who advised that he was tired of his daughter’s attitude and her not listening to him. He advised he was okay with her staying at a friend’s house for the time being.

— Officers responded to the 200 block of Newgarden Avenue at 12:08 p.m. Thursday for a reported domestic violence. Officers found the male half, Cliff Lake, 40, had an active warrant out of the Columbiana County Sheriff’s Office. After further investigation officers found that Lake was the primary aggressor, and he was placed under arrest. Lake claimed a medical problem but refused treatment and was transported to the police department for processing, after which he was transported to the Columbiana County Jail on the warrant, and was also charged with domestic violence, and belief of harm.

— Officers responded to the 100 block of Woodland Avenue at 8:27 p.m. Thursday for a reported burglary. The caller advised that someone had broken into their house during the night, and that items had been taken and the front door had been damaged. Officers documented the damage and obtained a list of the items that were taken. Further investigation is pending.

— Officers responded to the 700 block of Franklin Avenue at 4:04 a.m. Thursday for a reported 911 hang-up call. The man looked out the window when retrieving his dog then did not return, when the man came back to the door, he was highly intoxicated and at one point tried to walk away from officers without identifying himself, but eventually did so. No issues were found.

— Officers responded to the Foundry with the fire department and EMT Ambulance at 8:33 p.m. Wednesday for a report of an intoxicated woman they could not wake up. Medical personnel tended to the woman and EMT transported her to the Salem Regional Medical Center for treatment. While on scene, officers observed a man known to have an active warrant out of the Columbiana County Sheriff’s Office for failure to appear. The man, Timothy Lodge, 34, Salem, was placed under arrest and transported to the Columbiana County Jail.

— Officers spoke to a man at the police department at 8:13 p.m. Wednesday regarding child custody. The caller advised he went to pick up his children from their home in Portage County, and that when his girlfriend went to retrieve the children they did not come outside. The caller contacted the Portage County Sheriff’s Office who advised him to also make a report with the Salem Police Department.

— Officers responded to the 400 block of Jennings Avenue at 4:39 p.m. Wednesday for a report of theft. The caller paid a person via CashApp prior to work being completed and the services were never rendered. Officers advised the caller not to pay anyone online without work being completed or it being a reputable business.

— Officers spoke to a man at the police department at 4:11 p.m. Wednesday for a report of telecommunications harassment. The caller advised that the person was sending unwanted messages to them, and that while they were not threatening, she wanted to know if anything could be done. The caller only had a social media account and did not know who the person was. Officers advised them to block the person and not to respond. Officers also advised them to document anymore messages that could be added to the report.

— Officers responded to the 500 block of East Fourth Street at 3:48 p.m. Wednesday for a wellness check. Officers were unable to contact anyone at the residence.

— Officers responded to the 500 block of Aetna Street at 3:02 p.m. Wednesday for a reported domestic dispute. Both parties advised they had been in a verbal dispute regarding discipline of their children and the caller advised they were going to leave the residence.

— Officers responded to the 600 block of East Sixth Street at 1:56 p.m. Wednesday for a reported theft. The caller advised that a fire extinguisher had been stolen from the property and officers reviewed video and were able to identify the person that had taken the extinguisher. The caller advised that he would like the person trespassed from the property and for her to return the fire extinguisher. The caller advised he would work on making a copy of the video.
