County Sheriff

— Deputies were dispatched at 3:10 a.m. Saturday to a report of debris on railroad tracks in the area of Bacon Avenue, Unity Township. Several small branches were removed from the tracks.

Lisbon

— A reckless vehicle was reported coming into the village at 10:22 a.m. Sunday, but was not found. There was another report for a reckless driver on North Beaver Street at 5:04 p.m. Thursday, with no vehicle found.

— During a traffic stop in the area of state Route 154 and Churchhill Road at 8:38 p.m. Saturday, K-9 Otis was deployed and alerted to the presence of narcotics. Upon further investigation, officers located suspected narcotics.

— Police were dispatched at 3:49 p.m. Saturday to the Columbiana County Fairgrounds for the driver of a vehicle allegedly refusing to move for employees working on the fair. Fair Board president John Wolf said a small white car had been on the track with the driver playing Pokemon Go and refusing to move or put down his window to speak to him. He said the man could remain in the fairgrounds as long as he was respectful and moved when told to do so. Police found the vehicle in the lower lot and spoke to the driver, who said there would be no further issues.

— An alarm drop was reported at 8:12 p.m. Friday at the Community Action Agency Headstart building. All doors were secured, then the key holder arrived and the inside was checked with no one inside. The building was secured.

— A man was reported walking in the road at 1:09 a.m. Friday on North Market Street at Lee Street. He was found and told to stay out of the road and to walk on the sidewalk.

— Frank Delligati, East Washington Street, was cited with a minor misdemeanor citation for dogs running loose after a neighbor complained at 11:04 a.m. Thursday that his small dog was constantly going to the bathroom in her yard and it was never cleaned up. He had previously been warned about the issue.

— Police were called at 5:26 p.m. July 19 to Kendall House on state Route 154 for a former resident acting out of it. He had been told he had to leave because he no longer lives there. Police came into contact with him at the bottom of the drive to Kendall House. He said he was trying to get home to East Liverpool. Dispatch got into contact with someone who could give him a ride and officers waited with him at the Days Inn parking lot until the ride arrived.

— Officers at 5:11 p.m. Thursday located a man walking into traffic on Rose Drive attempting to stop vehicles. He said he was supposed to be getting a ride and thought the person he was attempting to stop was his ride. He was told to stay off the road.

— An officer at 2:23 p.m. July 18 was flagged down by pool staff for a loose dog. The dog had no tag and the Columbiana County Dog Warden responded and took the dog.

— Terry Lee Mullins, 52, Rose Drive, was taken into custody for criminal trespass at 1 pm. July 18 after police responded to Dollar General, Rose Drive, for a male inside the store who had been previously trespassed.

— Police at 10:54 a.m. July 18 assisted an elderly male who had fallen in his driveway and couldn’t get back up. He was assisted to a chair and said he had no injuries.

— An open door alarm was reported at 9:51 p.m. July 17 at the Lisbon V.F.W. on Lincoln Way. All doors and windows were secure with no signs of tampering.

— Police on patrol at 1:19 a.m. July 17 observed an open door on a vehicle at West Washington Street and South Lincoln Avenue. The owner was contacted and said she must have left the door open after carrying her sleeping child inside. Nothing appeared missing.

— Officers met with a deputy at 3:49 p.m. July 16 who requested assistance going to a residence on Steubenville Pike Road regarding a man who allegedly threatened a woman with a gun.

— Police came across two juveniles on Sherman Street at 8:51 p.m. July 12 who couldn’t locate their residence. Officers helped locate their aunt who said she would take custody of the boys and return them home.

— A driver stopped at Jackson and Lincoln Way at 12:27 a.m. July 12 for an equipment violation was given a warning after he turned over a marijuana pipe.

East Liverpool

— A male came into the police department on June 18 around 9 p.m. regarding a theft of clothing. The male said he was interested in possibly pursuing criminal charges. Officers provided him with witness statement forms and told him to compile an inventory of missing property.

— On June 18 at 5:43 p.m., a resident in the 700 block of Minerva Street requested to speak with an officer in regard to a tree on an adjacent property falling onto his and he wanted it documented for insurance purposes.

— East Liverpool City Hospital personnel requested officers on June 18 at 8:12 p.m. for a patient who was discharged but refused to leave. The male patient walked off before the officers arrived. The officer located the patient in the parking lot and gave him a courtesy transport to his Wellsville residence.

— An officer responded on June 18 at 2:04 a.m. to a request for a welfare check in the 900 block of Princeton Street. The caller stated a male was at a bar and threatened to harm himself before leaving. The officer was unable to make contact with the male.

— Officers responded to a report of a disturbance in the 300 block of West 4th Street on June 18 at 3:38 p.m. The officer made contact with at the reported residence with a male and female who admitted to having a heated argument. The female decided to leave for the evening.

— Officers were called to the 300 block of Moore Street on June 18 at 11 a.m. for a report of a family dispute involving a theft. The parties were questioned but stories changed due to intoxication. Officers searched the residence but found no stolen items and advised the involved parties to stay away from each other.

— Officers responded on June 18 at 6:51 p.m. to Woodlawn Avenue for a report of an unknown male breaking into a vacant house. Upon arrival, officers discovered the house was actually on Grant Street. They made contact with a male working cleaning up the back yard.
