Sheriff’s Office
— Deputies were dispatched at 9:55 p.m. Oct. 9 to the 9800 block of Stroup Road for a vehicle sitting in the road with its headlights on. Contact was made with the driver, Mitchel O. Lacey, 53, Bethesda Road, Franklin Township, who was cited for no license and parking in roadway. His vehicle was towed by Baker’s Towing.
— A deputy traveling southbound on state Route 7 near Birch Road at 8:06 p.m. Thursday came upon approximately 15 vehicles moving at a low rate of speed, 20 mph in a 55 mph zone, then observed the lead vehicle swerving from left to right across the yellow line and the white fog line. The vehicle turned onto East Liverpool Road and stopped at the intersection at a yellow flashing light for several seconds, then turned south. The deputy activated overhead lights and sirens and attempted to stop the vehicle, which wasn’t stopping. The vehicle passed several spots to pull over safely and continued, speeding up to 40 mph and then going back down to 20 mph. St. Clair Township Police responded to the OS Hill parking lot and the vehicle continued swerving and passed several roads before striking stop sticks deployed by St. Clair officers. The driver was a citizen of China with a passport and with a driver’s license from China. Both the driver and passenger were students at Carnegie Mellon University. The driver got her driver’s license in China two days before leaving for the United States on Aug. 28. Both said the driver was still learning how to drive and they did not understand they had to pull over and stop for flashing emergency lights behind them while driving. The driver, whose name was not listed on the report, was cited for marked lanes and impeding traffic. Both were released from the scene, with the rental vehicle towed due to all four tires being flat.
Liverpool Township
– Tasia Jordan, age and address not provided, was issued a citation for a going through a red light in a school zone following an Oct. 3 traffic stop on Lisbon Street.
– Officers accompanied a sheriff deputy to an Anderson Boulevard residence on Oct. 3 after they received multiple reports of a person with a warrant at that location. Robert Westlake, age and address not provided, was taken into custody on a felony warrant for child support. Officers were also asked to accompany the sheriff deputy to another residence on Park Avenue to check for another person with a warrant. Justin Barrett, age and address not provided, was taken into custody for his warrant. Both males were placed in the deputy’s car to be transported to the county jail. While watching the back of the residence where Barrett was taken into custody, officers observed a male leave the residence. Officers located the male at another Park Avenue residence. The male, Micheal Greathouse, was taken into custody for his outstanding warrant in Mahoning County for felony escape and parole violation. While patting Greathouse down officers discovered he had a meth pipe and a baggie with suspected meth on him.
– Kristen Goodman, age and address not provided, was issued a citation for expired plates following an Oct. 3 traffic stop on state Route 7. First Class Towing impounded the vehicle and Goodman called a relative to pick her up.
– An unnamed female was charged with two counts of possession of drug paraphernalia, obstructing official business, driving with no license and illegal plates following an Oct. 5 traffic stop on Marcum Street. The female was taken to the station for processing for criminal charges, finger printed and released with a mandatory court date. The initial reason for the traffic stop was due to the plate on the vehicle being registered to another vehicle. The female was found to have in her possession drug pipes, a baggie of suspected drugs and a baggie with suspected crack cocaine.
– Scott Cooper, age and address not provided, was issued a citation and court date for no license following an Oct. 7 traffic stop Lisbon Street. First Class Towing impounded the vehicle.
– A citation was issued after Tina Barrick, age and address not provided, lost control of the vehicle she was driving and spun out which caused the car to go off the road hitting a sign and two poles on state Route 267 on Oct. 5. Barrick confirmed with the owner of the vehicle, Brittany Jackson, that there was no insurance on the vehicle. The police report did not indicate who received the citation.
Salem
— Officers responded to the area of South Lincoln Avenue and East State Street at 12:53 a.m. Sunday and located two men walking down the street. Officers spoke with the men and gave them a ride to their residence.
— Officers on patrol in the 600 block of East State Street at 12:36 a.m. Sunday for a report of juveniles riding scooters past curfew. Officers spoke with each juvenile to gather information and advised them that they would have to be released to a guardian. Each guardian was contacted, and all juveniles were released to them.
— Officers spoke to a person at the police department at 11:42 p.m. Saturday for a reported theft. The caller advised that his Apple Air Pods were stolen from his place of employment and were pinging from an address inside the city. Officers advised the caller they would attempt contact at the residence but were unable to speak with anyone. Officers then advised that they would inform the next shift to make contact during daylight hours and if he observes the Air Pods moving around to call the station.
— Officers responded to the area of Superior Avenue and East Eighth Street at 9:36 p.m. Saturday for a reported parking complaint. The caller advised that a vehicle was blocking their driveway in a no parking zone. Officers located the vehicle, and the owner was already walking outside. She advised that they were just leaving.
— Officers responded to the 1400 block of Buckeye Circle at 8:44 p.m. Saturday for a reported juvenile problem. The caller advised that two juveniles on scooters and wearing Halloween masks were following cars on the road and growling at them. Officers spoke with the juveniles and advised them to stop following cars and to follow traffic laws on their scooters.
— Officers responded to the 1600 block of North Lincoln Avenue at 7:53 p.m. Saturday to assist Perry Township officers with a report of suspicious activity. The caller advised that they observed a person with a flashlight walking through her neighbor’s backyard. Officers searched the area but were unable to locate anyone.
— Officers responded to the 1000 block of Highland Avenue at 12:20 a.m. Thursday for a report of an unknown disturbance. Officers checked the interior of the residence, but nobody was located inside.
— Officers responded to the 2400 block of East State Street at 6:25 p.m. Wednesday for a reported juvenile complaint. The caller advised their grandson would not get into the vehicle after dinner. The juvenile got into the vehicle.
— Officers responded to the area of Park Avenue at 5:03 p.m. Wednesday for a report of two women engaging a verbal altercation on the roadway. Officers checked the area but were unable to locate the women.
— Officers responded to the 500 block of East Third Street at 4:45 p.m. Wednesday for a reported juvenile problem. The caller advised that their juvenile children were being bullied by another juvenile. Officers spoke with the other juvenile and advised them to stay away from the caller’s children, and they said they would not speak to them anymore.
— Officers took a report spoke to a person at the police department at 11:57 a.m. Wednesday regarding a person to be removed. The person advised that a man keeps showing up at his property in the 200 block of West Pershing Street and was still there. Officers responded to the property and the man had since left. Officers advised them to call back if he returned.
— Officers on patrol in the area of South Broadway Avenue and Columbia Street located broken glass in the roadway at 11:05 a.m. Wednesday. The traffic and safety department responded and cleaned up the glass.
— Officers responded to the 100 block of West Pershing Street at 10:51 a.m. Wednesday for a wellness check on a juvenile that has been absent from the Beaver Local School District for 36 days. Officers spoke with the juvenile and their father and were advised that they had recently moved to Salem and were in the process of enrolling the juvenile into online schooling. Officers advised the father to contact the school district and speak with the principal about the matter.
— Officers responded to the 2200 block of East State Street at 10:38 a.m. Wednesday for a 911 text alert. The caller had seen a woman possibly in need of assistance and when offered a ride the woman began exhibiting odd behavior. Officers spoke with the woman in question and gave her a ride to another location.
— Officers responded to the 2200 block of East State Street at 10:32 a.m. Wednesday for a reported suspicious person. The caller advised that woman was blocking the entrance to their business with bags of clothes and had left prior to officers’ arrival in a gray SUV.
— Officers spoke to a person by phone at 10:16 a.m. Wednesday for a report of trespassing. The caller advised that a person has continually put up a sign on his property regarding an upcoming election and asked officers to instruct them to stop. Officers spoke to the person in question and advised them to stay off the property.
— Officers responded to the 900 block of West State Street at 9:48 a.m. Wednesday for a follow-up investigation. The caller advised that a former employee purchased a vehicle at his business for $7,500 and only paid $2,500 before quitting and hadn’t finished paying off the vehicle, and when he went to their residence to retrieve it, they told them to get off their property. The caller advised he’d made a report with the Perry Township Police Department and wanted to file a report in Salem for theft and criminal damage to the vehicle. Officers advised them that a car sale would be a civil matter and any damage to the vehicle happened in Perry Township and should be reported to that agency.
— Officers responded to the 300 block of North Broadway Avenue at 9 a.m. Wednesday to assist the Salem Housing Department in the execution of a search warrant at a vacant residence. Entry was made through the unlocked front door, and the residence was cleared for the housing inspector’s safety. There was evidence that people are squatting in the residence, which has no electricity nor running water, and the housing inspector photographed the inside of the residence.
— Ashley Miranda, 40, Campbell, was cited for failure to yield after her vehicle failed to yield for the stop sign at the intersection of East Third Street and North Lincoln Avenue, striking a vehicle driven by Sheila Robb, 72, Rogers, at 8:59 a.m. Wednesday. Robb had to be extricated from the vehicle by the fire department, and both drivers sustained possible injuries and were transported to an appropriate medical facility for further evaluation.
— Officers responded to the 1600 block of Southeast Boulevard at 8:37 a.m. Tuesday for a wellness check on a woman that was seen outside yelling at cars and going into several yards. Officers checked the surrounding areas but were unable to locate the woman.
— Officers responded to the 300 block of East Third Street at 9:24 p.m. Tuesday for a medical call. The caller advised that a family member who had not been taking their medication was refusing to leave a basement which was just sprayed with a bug repellent. Officers spoke with the person in question, who was cooperative and came upstairs, explaining the chemical hazard and the need for the family member to wash it off their skin. Despite agreeing to take a shower, as soon as officers left, they went back into the basement and laid down in the area where the bug repellent had been sprayed. Officers returned, and the family member resisted leaving the basement. After refusing multiple times to cooperate, the family member did reluctantly exit the basement and was voluntarily transported by EMT Ambulance to a medical facility outside the city for further evaluation and treatment.
— Officers in the area of Franklin Avenue and South Lincoln Avenue at 8:55 p.m. Tuesday observed an eastbound vehicle on Franklin with no headlights. The driver stopped in the middle of the roadway at the red light and once it turned green continued through the intersection in the middle of the roadway, nearly striking another vehicle. Officers conducted a traffic stop on the vehicle and found the driver, Augustin Rojo, 26, to be intoxicated, taking him into custody charged with driving on the wrong side of the road, driving without a license, and driving under the influence of drugs or alcohol.
— Officers responded to the 600 block of Woodland Avenue at 8:34 p.m. Tuesday for a report of menacing. The caller advised that their ex has been sending threatening texts to several members in his family, all of whom were present and requested the incident be documented. Officers advised them to block the ex’s number and to call back if the issue persists.
— Officers responded to the 100 block of Hawley Avenue at 7:30 p.m. Tuesday for a report of a large fire. Officers made contact behind the residence and observed only a small, contained cooking fire and no burning violations.
— Officers responded to the first block of Shaker Court at 7:02 p.m. Tuesday for a reported juvenile problem. The caller advised that several juveniles were throwing something at the water tower. Officers spoke with the juveniles who advised they were throwing rocks and trying to get them to the top of the tank. They were advised to stop doing so and sent on their way.
— Officers responded to the 300 block of Park Circle at 6:09 p.m. Tuesday for a reported suspicious person. The caller advised that an unknown person was watching their children while they played. Officers checked the area but did not locate the person in question.
— Officers responded to the 1600 block of South Lincoln Avenue at 5:46 p.m. Tuesday for a report of possible telecommunications harassment. Information was collected and the report will be forwarded to the detective bureau for further investigation.
— Officers spoke with a person at the police department at 5:36 p.m. Tuesday about a situation concerning their organization. Officers spoke with the caller and provided them with options for dealing with the situation.
— Officers responded to the 200 block of West 16th Street at 3:50 p.m. Tuesday for a reported theft. The caller advised that someone had stolen his e-bike. Officers advised them of their options.
— Officers responded to the 2400 block of Oak Street at 3:30 p.m. Tuesday for a reported speak with officer report. The caller advised that a side-by-side drove into his yard near the fire hydrant. The caller was advised of the company checking hydrants within the city.
— Officers responded to the 1700 block of South Lincoln Avenue at 2:33 p.m. Tuesday for a reported suspicious person. The caller advised that an intoxicated man had been walking around the building and that he had left his empty liquor bottle in the parking lot. The caller further advised that the man had left in a black SUV prior to officers’ arrival. Officers advised the caller to call back if the person returned.
— Officers responded to the 100 block of Benton Road at 9:53 a.m. Tuesday for a reported neighbor dispute. The caller advised that the person had tried to take her ash tray. Officers spoke with them and advised them to stay away from the caller.
— Officers responded to the area of South Union Avenue and Oak Street at 9:46 a.m. Tuesday for a report of a possible injured animal. When they arrived, officers determined the animal had left the area.
— Officers responded to the 400 block of Prospect Street at 9:18 a.m. Tuesday at the request of the fire department to close the roadway. Officers conducted traffic control until they were no longer needed.
— Officers responded to the 400 block of East Fifth Street at 8:24 a.m. Tuesday for a reported civil matter. The caller requested his renters be criminally trespassed from the property and that they had been legally evicted. Further investigation found the eviction process was not completed, and the caller was advised to contact the Columbiana County Sheriff’s Office with any further questions.
— Officers responded to the 600 block of Deming Street at 4:08 p.m. Thursday for a report of criminal damage. The caller advised that there were two chips and a crease in their vehicle’s driver’s side door that were not there when it was parked on Sunday and that it has not moved since then. The caller requested an extra watch in the area.
— Officers responded to the 900 block of North Ellsworth Avenue at 3:20 p.m. Thursday for a reported road rage incident. Officers were unable to locate the vehicle in question.
— Officers on patrol in the 500 block of East Perry Street at 1:51 p.m. Thursday located an open door on a residence. Officers checked the residence and found everything to be okay.
— Officers responded to the 1500 block of East Third Street at 1:33 p.m. Thursday for a reported civil matter. Officers attempted to contact them man but were unable to contact them.
— Officers responded to the 2200 block of East Pershing Street at 12:46 p.m. Thursday for a report of suspicious activity. The caller advised that multiple pieces of garbage were next to the dumpster and was concerned that a person was going through the dumpster. Officers advised the caller that an extra patrol would be conducted in the area.
— Officers responded to the 200 block of West Pershing Street at 10:27 a.m. Thursday for a reported person to be removed. The caller advised that they just wanted the man in question gone for the day, and officers advised the man of the same. He collected his belongings and was sent on their way.
— Officers responded to the 1400 block of East Pershing Street at 9:58 a.m. Thursday for a report of suspicious activity. Officers advised the person in question of the complaint, and they advised that they were enjoying their morning cigar and taking their medication while charging their wheelchair.
— Officers responded to the 300 block of Newgarden Avenue at 9:25 a.m. Thursday for a report of a suspicious person peering into the windows of a residence, who that caller knew and did not want on the property. The caller directed officers to the back yard, and the individual was observed cutting across the adjacent back yard northbound. Officers made contact with the man on South Howard Avenue and advised him of the complaint and to stay off other people’s property and they acknowledged understanding and departed. The caller was advised that if the man returned to call the police and that they could be charged with criminal trespass.
— Officers responded to the 200 block of West Pershing Street at 8:18 a.m. Thursday for a reported person to be removed. Officers obtained the information.
— Officers responded to the 1200 block of Robin Avenue at 8:08 a.m. Thursday for a report of suspicious activity. The caller advised that several men with construction helmets and safety vest were standing around outside, and they felt uneasy due to how many there were. Officers spoke with them and found they were working on utility poles.
