Lisbon

— At 9:04 p.m. July 16 at the state Route 154 Park and Ride, an officer conducted a traffic stop on Todd Sevek, 37, Lisbon, for an equipment violation and obstructed view violation. He was cited for window tint. Upon further investigation, K-9 Otis alerted to the presence of a narcotic odor within the vehicle. Officers conducted a search and located several items of suspected narcotics.

— A resident of Applegrove Apartments, Saltwell Road, reported at 1:45 p.m. July 16 that he is smelling marijuana, meth and crack in his apartment. He said he has not seen any illegal narcotics but he can smell them. He also claimed that people who drive down Saltwell Road often throw meth and crack at him. He wanted an extra watch of the area.

— An officer was dispatched at 7:56 p.m. July 14 to the side parking lot of Save A Lot for a custody exchange of a juvenile. The mother advised the father told her she wasn’t getting her daughter back. She wanted an officer there to make sure everything went ok. The exchange went fine.

— A wellness check was requested at 7:49 p.m. July 14 at Applegrove Apartments, Saltwell Road. The male was okay and said he had his phone in the other room.

— During a traffic stop at 6:49 p.m. July 14, an officer smelled marijuana as he approached and when asked, the driver admitted there was marijuana in the vehicle. He and the passenger stepped out and the officer found marijuana wrapped in plastic and a bowl with some smoked marijuana in it. The items were collected and destroyed, but the driver was told he wasn’t being cited due to his honesty and cooperation.

— A woman who spoke with police at 4 p.m. July 14 said she was living at Kendall House and gave a few people a ride and one of the other residents had begun harassing her. She read some of the messages to officers, but they did not appear threatening. She already left a message for Kendall House staff that she would be staying away for a bit. Officers drove to Kendall House and spoke with the other resident, who said she would leave the woman alone and not message her anymore.

— Officers responded at 11:03 a.m. July 14 to the 200 block of Pritchard Avenue for a neighbor complaint about a trash smell. The homeowner advised they would take care of it.

Salem

— Officers on patrol in the area of South Broadway Avenue at 11:38 p.m. Thursday observed a vehicle run a stop sign and rapidly accelerate into the middle of the intersection and make a complete 180 degree turn with the back end of the vehicle fish tailing and beginning to travel back westbound. Officers conducted a traffic stop on the vehicle and advised the driver Calvin Shepard, 27, Leetonia, of the reason for the stop. Shepard admitted to the reckless operation and that it was intentional. During the stop Shepard was found to be consuming alcohol and admitted to having approximately eight beers. After field sobriety testing, Shepard was taken into custody for OVI and reckless operation and transported to the police department for processing. While at the police department Shepard was given two opportunities to provide a valid breath sample and did not blow into the breathalyzer correctly both times, and the tests were deemed refusals. Shepard was issued citations for reckless operation and OVI and was released to a friend. 

— Officers observed a man checking through items at the drop off point behind Goodwill at 11:01 p.m. Thursday. The man was advised he could not be behind the store. 

— Alyssa Fegert, no age listed, East Palestine, was cited for driving under suspension and a right of way violation stemming from a two-vehicle accident at the intersection of South Lincoln Avenue and East Pershing Street at 5:35 p.m. Thursday. No injuries were reported. 

— Officers responded to the 400 block of East Fifth Street at 5:32 p.m. Thursday for a report of a neighbor throwing trash onto the caller’s property. The caller showed officers the trash in question, which was burned, and officers spoke with the neighbor who admitted to throwing the trash onto the caller’s property but claimed that the caller threw the trash onto his property first after they had burned it. The caller denied the allegation and both parties were advised not to put trash onto anybody else’s property, and that a report would be made. 

— Officers spoke to a man at the police department at 4:13 p.m. Thursday for a report of an animal complaint. The man advised that his neighbor’s dog constantly runs loose and is often in his yard. Officers advised the man to call when the animal is out, and that they would have the humane officers respond and check on the animal. 

— Officers assisted the Mahoning Valley Human Trafficking Task Force with taking a man into custody at 3:09 p.m. Thursday. He was taken into custody without incident and transported to the police department for processing and $300 was seized as evidence. 

— Officers spoke with a woman at the police department at 2:34 p.m. Thursday for a matter regarding child custody. Officers spoke with the caller and advised her of the options for dealing with the situation. 

— Officers responded to the 600 block of Arch Street at 2:25 p.m. Thursday for a report of burglary. The caller advised that someone had entered her shed and removed items for a motorcycle sometime between Tuesday evening and the time of the report. The caller was advised of the report number and to notify officers if there are any other items missing.
