Planning Commission forwards zoning change request to council

EAST LIVERPOOL — During a meeting of the East Liverpool City Planning Commission which also served as a public hearing on Wednesday, commission members voted unanimously to forward a zoning change request onto council to vote on.

The zoning change request was filed by Tom Beagle, East Liverpool resident and business owner, who is requesting to have commercial property he owns and plans to sell changed from a B-2 Community Shopping Center zoning to a B-1 Neighborhood Business zoning.

Bill Cowan, planning director noted that a B-1 Neighborhood Business zoning is “an area reserved for small local businesses with convenience type goods such as are handled in small drugstores, plus personal services such as barber shops and beauty salons. Use in these areas must be compatible with surrounding residential uses and not be large generators of traffic.”

Beagle listed his reason for the zoning change request as smaller lot sizes for business addition.

Beagle plans to sell the property located on Minnesota Street to Kirk Betteridge of Wellsville who plans to build a new building to open as a new coffee shop there. Betteridge, according to Beagle wants to split the property into three parcels and sell the two he doesn’t need. Beagle also noted that Betteridge does have a couple of prospective buyers interested in the other two, one of which is considering a small sports complex for indoor basketball training.

During the public hearing there was no one to speak for or against the zoning change.

Beagle’s request for a zoning change will now be forwarded to the East Liverpool City Council for consideration. Council will need to hold a public hearing on the request and issue a public notice on the hearing.
