Municipal LISBON — In Columbiana County Municipal Court, cases against Michael D. Proctor Jr., 55, Rochester Road, East Rochester, were bound over to the county grand jury for felonious assault, a second-degree felony, and misdemeanor criminal damaging. He allegedly was seen on camera spitting in a man’s face before being taken to the ground by the man recently in East Rochester. During the ensuing altercation he allegedly grabbed a screwdriver off of the ground and attacked the man with it.
