LISBON — In Columbiana County Municipal Court, cases against Marcus Lee White, 43, Mulberry Street, East Liverpool, were bound over to the county grand jury for felonious assault, a second-degree felony, and misdemeanor domestic violence for allegedly striking another man in the head multiple times with both punches and kicks which rendered him unconscious at the time police and EMS arrived in East Liverpool on March 25.

Cases against William Ronald Payton, 21, Wilbert Avenue, East Liverpool, were bound over to the county grand jury for two counts of fourth-degree felony assault and misdemeanors of domestic violence and resisting arrest for allegedly throwing a chair at a woman and striking her in the forearm on March 25 in East Liverpool, then resisting officers, even after being tased, charging at an officer and kicking him in the stomach.

A case against Justin A. Gibbs, 38, Cleveland Street, Salem, was bound over to the county grand jury for domestic violence, a fourth-degree felony, for allegedly striking a woman in the face several times and in the back of her ear on March 25 in Salem.

A case against Nicholas S. Faulk, 36, Academy Street, Salineville, was bound over to the county grand jury for failure to comply, a third-degree felony, for allegedly fleeing from an attempted traffic stop in Lisbon on Feb. 21.

A case against Drake Timothy Martin, 19, Woodbine Avenue, East Liverpool, was bound over to the county grand jury for failure to comply with the order or signal of a police officer, a fourth-degree felony, for allegedly fleeing on a motorcycle from East Liverpool police officers attempting a traffic stop on March 25. He was also fined $200 for no license and failure to display valid sticker.

Jacob N. Brown, 26, Boalsburg, Pa., was fined $700 and given a suspended 90-day jail term for assault and menacing amended from domestic violence and aggravated menacing. He was ordered to complete 20 hours community service and to stay away from the victim. He was accused of grabbing a woman and slamming her onto the floor, then striking her with a vehicle as she was attempting to walk away from the Salem property on Sept. 4, 2025.

A pretrial was set April 15 for Daniel Bernard Widger, 49, West Sixth Street, Salem, charged with assault and obstructing official business for allegedly punching a woman in the face and then refusing to give police his name or social security number, telling officers he was Mickey Mouse on March 31 in St. Clair Township. A probation violation hearing was set April 15 for a 2024 case of assault and aggravated menacing.

Matthew Miller, 35, Carmel Achor Road, Rogers, was fined $350 and sentenced to 180 days in jail, with 140 days suspended and credit for nine days served, leaving a balance of 31 days to serve in jail for domestic violence. He was ordered to complete 20 hours community service and have no contact with the victim. He was accused of grabbing, hitting and pinching a woman, grabbing her by the hair and hitting her face off of the wall on Jan. 3 in Negley.

A status conference hearing was set June 10 and a court trial was set June 17 for Jason W. Varley, 46, Richardson Avenue, Negley, charged with failure to stop after an accident and left of center. A fourth-degree felony domestic violence charge was dismissed at the request of the state, with the alleged victim failing to appear. Varley had been accused of allegedly grabbing a woman’s hand and arm and pinning her against a dryer on March 26 in Negley.

Ryan M. Thompson, 43, last known address Jennings Avenue, Salem, was found restored to competency and sentenced to 169 days in jail, with credit for 169 days served, leaving no time to serve for aggravated menacing, with no fine and costs waived. Thompson was accused of becoming argumentative and threatening hospital staff in Salem when his medical treatment was completed and he was asked to leave on Oct. 13, 2025. He said he was going to get his guns and come back to shoot the place up, an affidavit said.

Rick Hickman Jr., 49, Vine Street, Salem, was fined $50 and given a suspended 90-day jail term for criminal trespass. A charge of criminal mischief was dismissed. He was ordered to complete 20 hours community service and to stay away from the victim and two properties on Depot Road, Salem. Hickman walked on a neighboring property with landscaping tools and tore up and removing landscaping timber marking the neighbor’s driveway on Aug. 9, 2025 on Depot Road, Perry Township.

Victor M. Hurst, 32, Auburn Street, East Liverpool, was fined $815 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for physical control amended from operating a vehicle impaired, left of center and disorderly conduct amended from endangering children. Another OVI charge was dismissed. His driver’s license was suspended for 300 days and he was ordered to complete 30 hours community service. Hurst was accused of driving impaired with a child in the vehicle on May 25, 2025 in Madison Township.

Jalyn Mae Gates, 30, Ashtabula, was fined $650 and sentenced to 90 days in jail, with 86 days suspended and credit for four days served, for carrying a concealed weapon, complicity to aid/abet another and drug paraphernalia. She was ordered to complete 20 hours community service. Gates drove another woman to East Palestine on Oct. 10, 2025 for a sex-for-hire arrangement, was aware of what was transpiring and possessed rolled up currency in her purse with suspected cocaine. She also possessed a loaded handgun in her purse, which was ordered forfeited to the East Palestine Police Department and ordered destroyed.

A pretrial was set June 17 for Eugene Moliva Gaston, 41, Tampa, Fla., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80, then arriving in East Palestine on April 2 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set June 17 for Lee Michael Doran, 45, Monaca, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, then arriving in East Palestine on April 2 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set June 15 for Badal Vishnubhai Patel, 34, Montgomery, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $100, then traveling to East Palestine on April 1 for the meeting with the phone used to make the arrangements in his possession.

Brian Francis Buckley, 33, North Market Street, East Palestine, was fined $100 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for resisting arrest. A charge of obstructing official business was dismissed. He was ordered to complete 20 hours community service. He was accused of not following police orders during a reported domestic call, yelling at officers and resisting officers, pulling away when placed under arrest and not listening to commands on May 8, 2025 in East Palestine.

A probation violation hearing was set July 14 for Lorie D. Harmon, 54, Main Street Rear, Wellsville, for a 2024 domestic violence case.

A probation violation hearing was set April 15 for Tricia A. Watson, 42, Jones Drive, Salem, for a 2025 case of theft and a 2024 case of obstructing official business and disorderly conduct.

Alex J. Blosser, 37, Fife Coal Road, Wellsville, was fined $100 for failure to file tax return for failing to file sales tax returns for Route 39 Auto Repair in Wellsville from May 2025 through November 2025.

A pretrial was set April 13 for Nick Rhodes, 52, Youngstown, charged with operating a vehicle impaired first offense, OVI refusal with prior within 20 years, driving under suspension and reasonable control.

A pretrial was set June 15 for David Burford, 45, Southeast Boulevard, Salem, charged with OVI first offense, OVI breath first offense and reasonable control.

A pretrial was set June 15 for Paul Joseph Gromen, 43, Youngstown, charged with OVI second offense, OVI breath second offense and reasonable control,

Gabino Ascensio Jaimes, 35, South Main Street, Columbiana, was fined $350 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention plan, for physical control amended from OVI. A speeding charge was dismissed. He was ordered to complete 20 hours community service and his driver’s license was suspended for 180 days with driving privileges granted.

A probation violation hearing was set April 13 for Laura Ann Weddell, 62, Alliance, for a 2022 OVI case.

A pretrial was set June 17 for Thomas J. Foreman III, 29, Youngstown, charged with operation of vehicle at stop sign.

Heaven Tajee Fanning, 35, Steubenville, was fined $100 for driving under suspension.

Michael Andrew Humbert, 36, Columbiana Waterford Road, Columbiana, was fined $150 for driving under suspension.

Christina Rae Rawson, 40, Wilbert Avenue, East Liverpool, was fined $150 for driving under suspension.

Bobbi Wilson, 26, Maple Street, Lisbon, was fined $75 for driving under suspension.

Hally Fitch, 21, Sixteen School Road, Wellsville, was fined $75 for no license amended from driving under suspension.

Jessie L. Shiflett, 31, Youngstown, was fined $150 for driving under suspension.

Jonathan Hale White, 42, Wick Street, Salineville, was fined $50 for speeding.

Christopher Mark Barnes, 38, Maine Street, Wellsville, was fined $200 for driving under suspension and a tail light violation.

Benny Ray Miley, 36, Cleveland, was fined $50 for a red light violation. A charge of driving under suspension was dismissed.

Grand Jury

LISBON — A man accused of allegedly selling cocaine in 2023 and 2024 was served Thursday with a secret indictment issued by the Columbiana County Grand Jury.

Tariq A. Larkins, also known as Tig, 33, Commerce Street. Wellsville, was charged with five counts of trafficking in cocaine, a fourth-degree felony, and one count of intimidation, a third-degree felony. On Dec. 1, 2023, he allegedly intimidated someone and was knowingly selling or attempting to sell cocaine in an amount equal or greater than five grams but less than 10 grams and also attempted to sell that same amount of cocaine on Jan. 10, 2024, Jan. 18, 2024, Jan. 25, 2024 and Feb. 1, 2024.

Other drug defendants served with secret indictments were:

— Laura A. Weddell, 62, Camp Boulevard, Hanoverton, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Nov. 20, 2022.

— Serena A. Jacobs, 33, New Manchester, W.Va., aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Nov. 27, 2025.
