LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Feb. 17 for Charles A. Slocum Jr., 34, Brookfield Avenue, Lisbon, charged with failure to verify residence address, a fifth-degree felony, for allegedly failing to verify his address with the sheriff’s office on Jan. 14 as required for the sex offender registration.

A pretrial was set Feb. 23 for Steven J. Cappitte, 41, Southeast Boulevard, Salem, charged with domestic violence and obstructing official business for allegedly slamming the door shut several times and fleeing the Salem residence as officers approached to take him into custody for allegedly shoving a woman and chasing her into the street, then threatening the victim before retreating into the house.

Jacob D. Keenan, 34, East Clark Street, East Palestine, was fined $150 for disorderly conduct amended from assault for hitting another man during an argument in East Palestine on Nov. 17, 2025.

Daniel J. Kral, 37, Warren, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and already completed a course regarding preventing prostitution. Kral was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80, then driving to East Palestine on Aug. 16, 2025 with the phone used to make the arrangements in his possession.

Richard Macedo, 61, New Castle, Pa., was fined $600 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an educational course. He was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money, driving to East Palestine on Nov. 14, 2025 with the phone used to make the arrangements in his possession.

Shantelle Uselton, 37, Steubenville, was fined $400 and sentenced to five days in jail for interference with custody, failure to stop after an accident, no valid license and a stop sign violation. On Aug. 16, 2025, a man reported his juvenile daughter was permitted to visit with a relative for a few days in East Palestine and he found out she was in East Liverpool with her mother, the defendant, who allegedly isn’t allowed to have unsupervised visits with the girl. After several attempts to get his daughter back, he was allegedly told by the defendant to go to Wilbert Avenue to get her but not to bring police. When police arrived, the girl had walked down the street and officers at the time couldn’t find the defendant’s apartment. The traffic charges stemmed from an incident on Aug. 23, 2025.

A pretrial was set April 15 for James H. Wilkes, 50, Stagecoach Road, East Liverpool, charged with theft for allegedly leaving Busy Beaver in Calcutta without paying for a kerosene heater on Feb. 5.

A pretrial was set April 21 for Cara-Lee L. Blystone, 35, Wilbert Avenue, East Liverpool, charged with theft and criminal trespass for allegedly skip scanning 11 items valued at $101 at the Calcutta Walmart on Feb. 2 after she had been trespassed from the store in 2023.

Amanda Sierra, 44, Richardson Avenue, Negley, was fined $150 and received a suspended 30-day jail term for criminal trespass, with a charge of endangering children dismissed. She was ordered to complete 20 hours community service. She was accused of refusing to leave a property in Middleton Township on April 29, 2025 and screaming at a child to get into her vehicle multiple times, then grabbing the child by the upper arm and dragging her to her vehicle screaming, then once the child was inside the vehicle, leaving the residence.

Eric Lee Elliott, 46, West Clark Street, East Palestine, was fined $150 for disorderly conduct for yelling and cursing at police officers who arrived to speak with him in East Palestine on March 25, refusing to stop when told to stop by both police and a woman there, and upsetting children within the residence.

A pretrial was set April 27 for Christopher J. Blanton, 34, Alabama Avenue, Sebring, charged with drug paraphernalia for allegedly possessing a pipe for smoking drugs during a traffic stop in Salem on Feb. 9.

A pretrial was set April 21 for Ryan J. Smith, 32, Fisher Avenue, East Liverpool, charged with operating a vehicle impaired, left of center and open container.

A pretrial was set March 16 for John R. Dotson, 39, state Route 7, Rogers, charged with driving under suspension.

A pretrial was set April 1 for Chad M. Collins, 46, West Pine Street, Lisbon, charged with driving under suspension.

A pretrial was set April 14 for Oda K. Sponsel, 61, Sugar Camp Drive, East Palestine, charged with improperly passing to the left of center line.

Derrick Leigh Caughman, 70, Steubenville, was fined $75 for a railroad crossing violation.

Grand Jury

LISBON — David M. Donaldson, 47, Toronto, was served Monday with a secret indictment issued by the Columbiana County Grand Jury for allegedly trafficking and possessing drugs.

The charges in the indictment included aggravated trafficking in drugs and aggravated possession of drugs, both second-degree felonies, and aggravated trafficking in drugs and aggravated possession of drugs, both third-degree felonies, with specifications for forfeiture of money in a drug case attached to all counts.

Donaldson allegedly trafficked and possessed methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk and possessed psilocyn in an amount equal or greater than bulk but less than five times bulk and also possessed $220, all on April 3, 2025.
