Grand Jury

LISBON — An East Liverpool man accused of trafficking and possessing drugs was served this week with a secret indictment for multiple drug counts, including first-degree felonies.

Marques Marquell Kimmie, 30, East Eighth Street, was charged with first-degree felonies of trafficking in a fentanyl-related compound and possessing a fentanyl-related compound and fourth-degree felonies of trafficking in cocaine and possessing cocaine, all with specifications for forfeiture of money in a drug case.

The indictment alleged that Kimmie possessed $323, trafficked and possessed fentanyl in an amount equal or greater than 50 grams but less than 100 grams and trafficked and possessed cocaine in an amount equal or greater than 5 grams but less than 10 grams on July 21, 2025.

Also served with secret indictments were:

— Cody H. Dailey, 40, Woodville Road, Leetonia, fifth-degree felony failure to stop after an accident for allegedly failing to stop after being involved in an accident on Oct. 5, 2025 which injured Cole Milsom along state Route 164 outside Lisbon.

— Mary E. Kiehl, 41, state Route 558, Leetonia, trespass in a habitation when a person is present or likely to be present, a fourth-degree felony, for allegedly trespassing in a property on Oct. 17, 2025.

— Preston L. English, 32, Ravine Street, East Liverpool, possession of cocaine, a fifth-degree felony, with a specification for forfeiture of money from a drug case, for allegedly possessing $358 and cocaine on Oct. 9, 2024.

— Norman D. Sleper, 58, Ravine Street, East Liverpool, fifth-degree felonies of possession of cocaine, aggravated possession of drugs and possession of a fentanyl-related compound, with specifications for forfeiture of money from a drug case, for allegedly possessing $20 and cocaine, methamphetamine and fentanyl on Oct. 9, 2024.

— Frederick A. Kirby, 50, Chester Avenue, Wellsville, possession of cocaine, possession of a fentanyl-related compound and aggravated possession of drugs, all fifth-degree felonies, for allegedly possessing cocaine, fentanyl and methamphetamine on July 27, 2025.

— Robyn M. Wornoff, 36, Cleveland, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on June 17, 2025.

— Jeffrey W. Burpos II, 35, East Sixth Street, Salem, was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury for aggravated possession of drugs, a third-degree felony, for allegedly possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk on May 13, 2025.
