Municipal Court

LISBON — In Columbiana County Municipal Court, cases against John J. Sisson, 43, Racine, were bound over to the county grand jury for strangulation, a third-degree felony, and misdemeanor domestic violence for allegedly assaulting and strangling a woman during a domestic in Hanover Township on Aug. 10 when he pulled her from a truck and assaulted her, forcing her to the back seat where he assaulted her again and then grabbed her again and dragged her near a shed and assaulted her again.

A preliminary/pretrial hearing was set Oct. 9 for Jean Evens, 27, unknown address, Lisbon, charged with fifth-degree felony theft and misdemeanor criminal mischief for allegedly breaking into three vehicles in the parking lot of Reichard Industries LLC, Columbiana, and stealing a wallet from one of the vehicles on Sept. 29.

A pretrial was set Oct. 16 for Denver Nelson Stonestreet, 35, U.S. Route 30, Lisbon, charged with domestic violence for allegedly biting a woman on the back and striking her in the face on Sept. 30 in Center Township.

Jordan Dixon, 18, Whitehall, was fined $250 and given a suspended 90-day jail term for assault for slapping a man across the face during an incident in East Palestine on May 29. Dixon was ordered to complete 20 hours community service and to stay away from the victim.

Heather McCarthy, 51, Hibbetts Mill Road, Wellsville, was fined $500 and sentenced to 180 days in jail, with 139 days suspended and credit for one day served, and ordered to serve 40 days of electronically monitored house arrest for two counts of domestic violence for physically attacking a man and a woman on June 16 in Yellow Creek Township.

Breion L. Price, 33, East Fourth Street, Salem, was fined $200 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served for domestic violence. He was ordered to complete 20 hours community service and to have no contact with the victim. Price was accused of threatening another person on June 21 after earlier smashing property all through the house in anger while intoxicated.

Amanda G. Eltringham, 32, Azalea Avenue, East Liverpool, was fined $800, given a suspended 180-day jail term and ordered to serve 60 days of electronically monitored house arrest for theft, telecommunications harassment, disorderly conduct amended from theft, and two counts of speeding. A charge of driving under suspension was dismissed with Eltringham now valid. She was accused of failing to scan and pay for 177 items totaling $1,253 at the Calcutta Walmart on Sept. 21, 2024. She also was accused of continuously calling the Sheetz store in St. Clair Township on May 7, calling at least 16 times regarding a theft she committed on May 5 at the store when she removed $318 worth of items. She was ordered to make restitution of $318 to Sheetz and to have no contact with the store or other victims.

Erica J. Sprankle, 40, Aliquippa, Pa., was fined $500 and sentenced to 30 days in jail, with credit for 19 days served, leaving a balance to serve in jail of 11 days for escape, possessing criminal tools, criminal damaging, theft and drug paraphernalia. She was accused of escaping custody from East Liverpool City Hospital and tampering with the Columbiana County Sheriff’s Office ankle monitor she was wearing on Sept. 10, found with shears in her hand and the ankle monitor cut halfway through. On June 4, she was accused of stealing two tomatoes, a package of lettuce, a water tumbler and an alcoholic beverage from Dollar General in East Liverpool and possessing a burnt pipe and two straws with unknown residue in her purse.

Scott A. Bailey, 55, East Third Street, Salem, was fined $250 for disorderly conduct amended from violating a protection order for going to the residence of a protected person in Salem on May 9.

A pretrial was set Dec. 16 for Karen Ann Skeins, 32, Youngstown, charged with soliciting for allegedly posting an ad offering sex for hire on a known prostitution website and arranging to meet an undercover agent posing as a buyer of sex on Sept. 23 in East Palestine

A pretrial was set Oct. 16 for Meranda M. Kinsey, 38, Prospect Street, Lisbon, charged with telecommunications harassment for allegedly sending harassing messages to another woman telling her she should kill herself starting in August and continuing through Sept. 2 in Madison Township.

A pretrial was set Dec. 18 for Jeffrey Allen Jackson, 30, Sunnyside Drive, East Liverpool, charged with theft for allegedly stealing a chainsaw from an East Liverpool residence on July 12 and pawning it at a pawn shop in Chester, W.Va.

A pretrial was set Jan. 5 for Erin Rae Merriman, 44, Cleveland Avenue, East Liverpool, charged with theft for allegedly stealing some clothing from a residence in East Liverpool on Sept. 23.

A pretrial was set Nov. 24 for Geoffrey J. Forney, 31, Monroe Avenue, Salem, charged with theft for allegedly walking into Jersey Mike’s in Salem, grabbing an order of food and walking out without paying on Sept. 27.

Kadin Troy Jackson, 20, old state Route 558, Salem, was fined $250 and given a suspended 30-day jail term for underage consumption and intoxication. He was ordered to complete 20 hours community service. He was caught in East Liverpool on May 3 and admitted to drinking.

Lloyd R. Neiswonger, no age listed, Oak Street, East Liverpool, was fined $500 each for six counts of failure to file city income tax return, but with all fines suspended at the request of the city on the condition that the defendant file and pay all taxes as due. Neiswonger was accused of failing to file East Liverpool city income tax returns from 2019 through 2024.

Thomas L. Castilloux, 36, East Grant Street, Alliance, was fined $1,650 and sentenced to 180 days in jail, with 110 days suspended, leaving 15 days to still serve in jail and 55 days of electronically monitored house arrest for operating a vehicle impaired third offense and reasonable control. His driver’s license was suspended for three years, with driving privileges available after March 11, 2026. He was ordered to complete 40 hours community service.

Ronald L. Odroneic, 72, Hillcrest Road, Wellsville, was fined $1,100 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for physical control amended from OVI, and reasonable control. Another charge of OVI was suspended. His driver’s license was suspended for one year, with driving privileges granted.

A pretrial was set Dec. 16 for Patrick Doss, 41, state Route 14, Columbiana, charged with OVI second offense, OVI refusal with prior within 20 years and reasonable control.

A pretrial was set Jan. 6 for Nathan Mitchell Roush, 22, state Route 170, East Liverpool, charged with OVI first offense, reasonable control, no seat belt and speeding.

A pretrial was set Dec. 18 for Mary G. Hamilton, 35, state Route 45, Lisbon, charged with OVI first offense, no seat belt and a turn signal violation.

A pretrial was set Dec. 16 for Jeffrey Nelson James, 46, Seventh Avenue, East Liverpool, charged with OVI second offense and OVI breath second offense.

A pretrial was set Dec. 18 for Charles J. Smith, 45, Springview Street, East Liverpool, charged with failure to stop after an accident, no valid license and assured clear distance. He was also fined $600 for unauthorized plate, driving under suspension and no valid license. He was found not guilty of a charge of illegal operation of dealer’s motor vehicle.

A pretrial was set Oct. 9 for Shauntrice K. Carter, 31, Oakland Avenue, East Liverpool, charged with failure to stop after an accident, driving under suspension and left of center.

A pretrial was set Nov. 20 for Jada Cheri Pack, 29, Erie Street, East Liverpool, charged with driving under suspension.

A pretrial was set Dec. 16 for Rylee A. Johnson, 20, East Pine Lake Road, Salem, charged with driving under suspension.

A pretrial was set Nov. 24 for Larry K. McCullers, 41, Ashi Lane, Columbiana, charged with driving under suspension.

Georgeann Railing, 49, East Liverpool Road, East Liverpool, was fined $200 for driving under suspension.

Markia Marie Long, 27, Broadway Avenue, Wellsville, was fined $150 for expired license and failure to control.

Phillip Ray Miller, 28, Somer Street, Leetonia, was fined $125 for unauthorized plate and expired registration.

Clyde E. Hunt, 54, St. Clair Avenue, East Liverpool, was fined $200 for driving under suspension.

A charge of no valid license against Casey Renee Carter, 33, East Liverpool Road, East Liverpool, was dismissed.

Joshua Dean Foster, 42, Independent Square, Wellsville, was fined $200 for no license.

A charge of left of center against Douglas Alan Justison, 55, Bye Road, East Palestine, was dismissed.
