Court News

LISBON — An East Liverpool man was served Saturday with a secret indictment alleging he had sexual contact with a child, starting when the child was 6 and continuing until the child was 15 years old.

Shawn McKinnon, 31, Minerva Street, East Liverpool, was charged by the Columbiana County Grand Jury with eight counts of gross sexual imposition, a third-degree felony, and one count of gross sexual imposition, a fourth-degree felony.

The eight counts stemmed from sexual contact with the child from Feb. 4, 2013 to Feb. 3, 2020, with the fourth-degree felony stemming from sexual contact beginning Feb. 4, 2013 to Oct. 31, 2022.

McKinnon posted a $50,000 cash or surety bond to get out of jail and must appear for arraignment at 1 p.m. Sept. 29. He was ordered to have no contact with any minors or with any witnesses for the state.

Also served recently with secret indictments were:

— Christopher Joy, 40, Avondale Street, East Liverpool, two counts fourth-degree felony grand theft of a motor vehicle and one count fifth-degree felony breaking and entering for allegedly entering a property on June 16, 2025 and stealing two motorcycles.

— Ezekial Harper, 23, West Perry Street, Salem, fifth-degree felonies of misuse of credit cards and receiving stolen property and misdemeanor criminal damaging for allegedly damaging a woman’s vehicle window on July 15, 2025 and possessing her debit card and defrauding a bank with a credit card.

— Steven Faulkner, 40, South Vine Street, Columbiana, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing psilocyn on Nov. 22, 2024.

— Taylor Foster, 29, Sophia Street, East Liverpool, possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on May 24, 2024.

— Todd Dean, 45, Aetna Street, Salem, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on June 7, 2024.

— Bryan Dilling, 53, state Route 558, Leetonia, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Jan. 31, 2025.

— Derek Thompson, 30, Chester Avenue, Wellsville, fifth-degree felonies of possession of heroin, possession of a fentanyl-related compound and possession of drugs for allegedly possessing heroin, fentanyl and xylazine on Dec. 18, 2024.

LISBON — In Columbiana County Municipal Court, a case against Brett Goughnour, 51, Shadyside, charged with fourth-degree felony burglary for allegedly forcing his way into a residence in St. Clair Township claiming he was being chased on Sept. 8.

A preliminary hearing was set Sept 22 for Shane Linden, 46, Crestview Road, Leetonia, charged with domestic violence for allegedly punching another man on Sept. 12 in Fairfield Township, with a previous domestic violence conviction on his record.

A pretrial was set Sept. 29 for Jalen Lewis, 19, North Shady Lane, East Liverpool, charged with domestic violence for allegedly hitting a woman in the side and in the head at an East Liverpool apartment on Sept. 13.

A pretrial was set Oct. 2 for Ashley Kerr, 34, Carmel Achor Road, Rogers, charged with domestic violence for allegedly shoving another woman from behind and dumping a drink on her while they were arguing on Sept. 14 in Middleton Township.

A pretrial was set Oct. 2 for Blaine Perry II, 38, Lincoln Avenue, Wellsville, charged with assault for allegedly headbutting a woman during an argument on Jan. 27, 2024 in Wellsville.

A pretrial was set Oct. 2 for Gary Shell, 29, Wilbert Avenue, East Liverpool, charged with aggravated menacing for allegedly loading his handgun and pointing it at another man on Sept. 12 in East Liverpool. Police recovered a 9mm handgun from inside his residence.

Pretrials were set Dec. 11 for Jessica Mitchell, 34, East Fourth Street, and Andrew Welsh, 37, East Fourth Street, Salem, each charged with cruelty to animals for allegedly leaving a dog in a vehicle on East Fourth Street, Salem on Sept. 8 without sufficient food or water. The police affidavit said the dog was in the rear of the vehicle stuck behind a television unable to move, with the vehicle in poor condition and broken down with flat tires. The officer noted several piles of fecal matter with insects flying around inside the vehicle. One of the defendants said the dog is placed in the car while they go to work.

A sentencing hearing was set Sept. 29 for William McMillen III, 41, Benton Road, Salem, who pleaded no contest and was found guilty of assault for kicking another man in the back on Sept. 12 in Perry Township.

A pretrial was set Sept. 29 for Erica Sprankle, 40, Aliquippa, Pa., charged with possessing criminal tools and criminal damaging for allegedly escaping custody from the East Liverpool City Hospital and tampering with the Columbiana County Sheriff’s Office ankle monitor she was wearing on Sept. 10, found with shears in her hand and the ankle monitor cut halfway through.

Sarah Johnson, 35, West Wilson Street, Salem, was fined $150 for disorderly conduct amended from domestic violence for striking a man in the face on March 21 in Salem.

Kevin May, 63, Fairfield School Road, Columbiana, was fined $650 and sentenced to 180 days in jail, with 160 days suspended and credit for two days served, leaving a balance of 18 days still to serve for two counts of assault and one count of disorderly conduct. He was ordered to complete 40 hours community service and to have no contact with the victims. May was accused of striking a man several times and striking and choking a woman outside the Eagles bar in Leetonia on June 14, 2024.

A pretrial was set Oct. 2 for Michael Cappelli, 27, Kirk Road, Columbiana, charged with aggravated menacing and domestic violence for allegedly pulling out a pistol while arguing with a woman in Columbiana on Sept. 13

A pretrial was set Dec. 9 for Michelle Ryan, 45, Tiltonsville, charged with possessing criminal tools, possession of drug abuse instrument and theft for allegedly stealing another woman’s purse out of the elevator at Riverview apartments in East Liverpool on Feb. 6. On Sept. 12, she allegedly possessed two used syringes inside her backpack in East Liverpool.

A pretrial was set Dec. 11 for Les Lee Crowe, 52, Southeast Boulevard, Salem, charged with obstructing official business and disorderly conduct for allegedly being intoxicated in public and failing to provide police with his personal information to identify him on Sept. 14 in Salem.

A pretrial was set Dec. 11 for Brianna Marker, 34, Steubenville, charged with theft for allegedly stealing a 65-inch television and a saw from the Calcutta Walmart on March 23, 2019.

Karlie Arnold, 18, Foraker Street, Rogers, was fined $300 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for disorderly conduct amended from domestic violence and resisting arrest. She was ordered to complete 40 hours community service. She struck another woman in the face and bit her arm, then resisted when deputies were taking her into custody on March 27 in Negley.

A pretrial was set Dec. 8 for Robert Farkas, 48, Youngstown, charged with criminal damaging for allegedly using a rock to shatter a woman’s car window in Columbiana on July 31.

A sentencing hearing was set Sept. 25 for Thomas Klink Jr., 34, Ohio Avenue, Salem, who pleaded guilty to theft. He was accused of stealing a weed sprayer from a Salem property on Sept. 2.

Chance Wooley, 21, Hammond School Road, Wellsville, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle impaired first offense, loud muffler and a windshield violation. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.

Mark R. Smith, 59, County Airport Road, East Liverpool, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI and failure to control. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.

Richard Zumbar, 58, South Lincoln Avenue, Salem, was fined $700 and sentenced to 90 days in jail with 87 days suspended, leaving three days still to serve in jail for physical control amended from OVI and driving under suspension. Another OVI charged was dismissed. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.

A pretrial was set Dec. 11 for Brian Ketchum, 62, Ruth Street, East Liverpool, charged with OVI first offense.

A pretrial was set Dec. 16 for Jeffrey Schreiber, 54, North Middle Street, Columbiana, charged with OVI first offense and a helmet violation.

A pretrial was set Nov. 4 for Dwayne Ellison, 51, Main Street, Wellsville, charged with driving under suspension and a turn signal violation.

A pretrial was set Dec. 18 for Derek Wilson, 18, Warren, charged with speeding.

A pretrial was set Dec. 9 for Phillip Devine, 35, Monroe Avenue, Salem, charged with hit skip/leave scene.
