Grand Jury

LISBON — Thomas Joy, 31, Avondale Street, East Liverpool was served a secret indictment by the Columbiana County Grand Jury for one count of aggravated possession of drugs. According to the indictment, Joy allegedly did on or about June 28, 2024 knowingly obtain, possess, or use a controlled substance or a controlled substance analog and the drug involved in the violation is a compound, mixture, preparation or substance included in Schedule I or II.

LISBON — A plea hearing for a woman from Monongahela, Pennsylvania who was indicted on felony charges of theft from a person in a protected class, forgery and theft has been set for Sept. 22 in Columbiana County Common Pleas Court.

According to the indictment, the crimes happened over the course of May 12, 2023, and August 31, 2023. The indictment alleges that Heidi Shouse, 39, forged checks and stole over $14,000 from several elderly victims and a nursing home in Calcutta.

Also in common pleas:

— A Salem man required to register as a sex offender due to a previous rape conviction entered sentenced to an indefinite prison term, with a stated minimum term of three years and a maximum prison term of four and half years. Matthew Shelton, 36, East Third Street, pleaded guilty to one count of first-degree felony failure to provide notice of address change.

— William Wolfe, 49, El Reno, Okla. was sentenced to 10 months in prison for felony-four attempted compelling prostitution, felony-four attempted unlawful sexual conduct with a minor. Wolfe was also designated as a Tier II sex offender. Wolfe responded to an undercover ad on a known prostitution website and arranged to have sexual conduct with an adult female and a 15-year-old juvenile in exchange for money in East Palestine on Feb. 3.

— Mandi Hale, 44, Canton, was sentenced to six months in prison after violating community control which she was placed on for aggravated drug possession, a felony five. Hale is granted jail credit of 155 days as of the date of this hearing and is eligible to receive additional credit for each day of custody while awaiting transport to prison.

— Garret Craig, 33, Lewistown was sentenced to seven months in prison for possession of cocaine and aggravated possession of drugs, both fifth-degree felonies for possessing cocaine and methamphetamine on or about Oct. 12, 2o24.

— Kaleb James Farnsworth, 30, Cartwright Street, East Liverpool, was sentenced to six months in prison for fifth-degree felony breaking and entering, two possessing criminal tools and two counts of theft, all fifth-degree-felonies.

— Bryan Velgila, 33, Ruth Street, East Liverpool, was sentenced to three years probation for felony five possession of cocaine.

— Christopher Bowerstock, 43, was sentenced to two years community control for possession of fentanyl compound, a felony five.

— Shane Laflame, 23, South Union Avenue, Salem, was sentenced to seven months in prison for fourth-degree felony carrying a concealed weapon and misdemeanor aggravated menacing for pulling out a knife and having his hands toward the victim during an incident at the Foundry on South Broadway Avenue in Salem on Dec. 20. An affidavit said police were called there for a fight, with the incident caught on video security footage. The victim told police the defendant thrust the knife toward him.

–James Yacobucci, 54, Canton, was sentenced to three years of community control for nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support from Nov. 13, 2022 to Nov. 10, 2024.

– Katie Riley, 35, Ohio Avenue was sentenced to 250 days local incarceration in the Columbiana County Jail with credit of 71 days leaving a balance to serve of 179 days for trespass in a habitation, a fourth-degree felony. Riley broke a door to enter a woman’s home on June 25, 2022 in East Liverpool, telling the woman she was looking for her boyfriend and broke a picture frame while there. She was originally sentenced to probation but violated those conditions.

– Charles Dorsey, 53, East Perry Street, Salem, was sentenced to two years of community control including six months at EOCC in Wintersville for felony five aggravated possession of drugs. Dorsey possessed methamphetamine on or about May 29, 2023.

— Nevada Lamm, 22, Prospect Street, East Liverpool, was sentenced to a two-year intervention plan for possession of drugs of cocaine.

— Miranda Wood, 24, East Chestnut Street, Lisbon, was sentenced to three years community control for unlawful transaction in weapons, a third-degree felony, for providing false information to a federally-licensed firearms dealer or private seller.

Municipal

LISBON – An altercation at his home has led to felony charges for a Beloit man. A preliminary hearing was Sept. 22 in Municipal Court for Scott Smith, 42, Westville Lake Road, charged with second-degree felony strangulation and misdemeanor domestic violence. Smith allegedly placed a juvenile in a headlock until the juvenile threw up. Injuries were visible on the victim.

A preliminary hearing was set Sept. 22 for Kevin Clark, 58, West Martin Street, charged with disseminating matter harmful to juveniles, a felony five, Clark allegedly watched Russian pornography on his laptop in the living room and started masturbating while a 15-year-old juvenile was seated at the dining room table. The juvenile did not see the act but allegedly heard the video and Clark moaning. The juvenile reported the incident to both his father and his aunt.

A preliminary hearing was set Sept. 8 for Elliott Springston, 42, Beachwood Street, East Liverpool charged with fifth-degree felony domestic violence. Springston allegedly struck a woman in the face at his home and bit her arm leaving marks.

A preliminary hearing was set Sept. 8 for Molly Brown,18, Wilbert Avenue, East Liverpool, charged with second-degree burglary. Brown allegedly pushed her way into an East Liverpool home and assaulted the resident.

Stephen Stull, 25, Old Monroeville, Salineville, was fined $50 for expired tag.

Marguerite Casey was fined $975 for physical control, amended from OVI. She was also sentenced to 180 days in jail with 177 suspended and credit for three days served, placed on two years probation, ordered to attend a driver’s intervention program and given a 90-day license suspension.

A pretrial was set Dec. 2 for Dakota Trimmel, 22, Preakness Drive, Chester, charged with OVI and left of center.

A pretrial was set Dec. 2 for Michael Burton, 47, Carriage Court, New Cumberland, charged with drug paraphernalia. Multiple metal smoking devices with white substance residue were allegedly found in Burton’s car during a traffic stop on state Route 7 on Saturday. Burton also recently was fined $100 for no valid license and marked lanes.

Melissa Ramsey, 50, Commerce Street, Wellsville, was fined $50 for physical control and failure to control, amended from OVI. Ramsey was also ordered to perform 20 hours of community service and 90 days in jail suspended.

Lewis Miller, 36, state Route 45, Lisbon, was fined $150 for driving under suspension, no operator’s license and speed.

Hope Hunter, 35, East Fifth Street, Salem, was fined $250 for complicity to theft. She was also sentenced to 180 days in jail suspended, one year of probation and 25 hours of community service. Hunter allegedly helped another individual steal a purse that was left behind at a business in Salem on May 23. Brook Hunter, 33, East Fifth Street, Salem, was fined $300 for theft for the incident.She was sentenced to 180 days in jail suspended as well as two years probation, 25 hours community service and $100 restitution.

A pretrial hearing was set Dec. 2 for Pedro Masso, 37, Youngstown, charged with engaging in prostitution and possessing criminal tools. Masso allegedly arranged to exchange money for sexual activity with an undercover agent and traveled to East Palestine to do so on Friday.

Brandy Wiggins, 36, Cannonsmill Road, East Liverpool was fined $150 for driving under suspension.

Noor Amin, 26, Pittsburgh, was fined $50 for equipment violation, amended form speed.

A pretrial was set Nov. 13 for Michael Johnston, 31, Tague Street, East Liverpool, charged with court ordered suspension and assured clear distance.

A pretrial was set Dec. 2 for Cartier Hawkins, 52, Erie Street, East Liverpool, charged with aggravated menacing. Hawkins allegedly did verbally threaten another individual on Friday in East Liverpool.
