Grand Jury

LISBON — Two drug defendants were served Wednesday with secret indictments issued by the Columbiana County Grand Jury.

Bryan Dilling, 53, East Fifth Street, Salem, was charged with aggravated possession of drugs, possession of cocaine, possession of a fentanyl-related compound, and two counts of possession of drugs, all fifth-degree felonies, with specifications for forfeiture of money in a drug case, for allegedly possessing $175 and methamphetamine, cocaine, fentanyl, xylazine and buprenorphine on Jan. 17.

Larry Elkins, 44, Carrollton, was charged with aggravated possession of drugs, a second-degree felony, for allegedly possessing methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk on April 8, 2024.

LISBON — An East Liverpool woman accused of disposing of stolen catalytic converters pleaded guilty to receiving stolen property, a fifth-degree felony, with sentencing set for Sept. 22.

Kira Dunn, 39, Birch Road, East Liverpool, entered the plea during a recent hearing in Columbiana County Common Pleas Court. A charge of complicity in the commission of an offense, a fifth-degree felony, will be dismissed.

Dunn was indicted for allegedly helping another person in the theft of catalytic converters on Nov. 23, 2024, then disposing of the catalytic converters belonging to Cassens Transport on Dec. 17, 2024.

Also in Common Pleas Court:

— John Dennis Lanam, 45, Hibbetts Mill Road, Wellsville, pleaded guilty to third-degree felony aggravated possession of drugs and fifth-degree felony possession of cocaine for possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk and cocaine on June 16, 2024. A charge of illegal conveyance of a drug of abuse onto the grounds of a specified governmental facility, a third-degree felony, will be dismissed related to trying to take drugs into a detention facility.

— Margaret Riley, 61, Fenton Street, East Liverpool, was placed under community control for three years after pleading guilty to possession of cocaine, a fifth-degree felony, for possessing cocaine on Dec. 1, 2024.

Municipal

LISBON — In Columbiana County Municipal Court, cases against Eric Travis, 43, state Route 14, Columbiana, were bound over to the county grand jury for felonious assault, a second-degree felony, and misdemeanors of aggravated menacing, using weapons while intoxicated and two counts domestic violence for allegedly pushing a woman to the ground and then pinning her down, putting a 9mm pistol in her mouth during an argument and discharging three rounds from the 9mm pistol into the floor of the living room on June 27 in Columbiana. The police affidavit said a strong odor of alcohol was coming from the defendant and and the 9mm pistol had a discharged shell casing jammed in the slide and two shell casings on the floor, causing damage.

A case against Frederick Harroff, 65, Columbiana Lisbon Road, Columbiana was bound over to the county grand jury for felonious assault, a second-degree felony, for allegedly repeatedly attacking a woman with a heavy wooden baseball bat over her head and body while she was lying in bed, causing severe physical harm on June 2 in Fairfield Township.

A case against Albert Lynch, 45, Brunswick, was bound over to the county grand jury for a fourth-degree felony charge of promote prostitution-transport across state lines for sex for hire for allegedly knowingly driving a woman to Salem for a sex for hire arrangement on July 6.

A case against Tina Gardner, 35, Granite Street, Salem, was bound over to the county grand jury for fourth-degree felony improper handling firearms in a motor vehicle and misdemeanor illegal use or possession of drug paraphernalia for allegedly possessing a loaded firearm in her purse during a traffic stop on July 1, along with a clear container with a purple lid with a white crystal like substance.

A preliminary/pretrial hearing was reset to Aug. 21 for Marques Marquell Kimmie, 29, East Eighth Street, East Liverpool, charged with fourth-degree felony assault and misdemeanor drug paraphernalia for allegedly attempting to run back inside an East Liverpool residence while the Columbiana County Drug Task Force was executing a search warrant and slamming the door shut on a police officer’s wrist, using his body weight to hold the door shut on June 27. Kimmie also allegedly possessed several used digital drug scales with white residue and packaging material near the scales.

A preliminary hearing was set July 31 for Donald Weyand, 57, Monaca Street, East Liverpool, charged with second-degree felony burglary for allegedly stealing a speaker from a residence on Minerva Street in East Liverpool after forcing entry and damaging the rear entry door and frame on July 19.

A pretrial was set Aug. 4 for Travis Whaley, 54, Hillview Drive, Hanoverton, charged with domestic violence for allegedly slamming a woman to the floor inside a residence in Hanover Township on July 23.

An extradition hearing was set Aug. 7 for David M. Donaldson, 46, Toronto, charged as a fugitive from justice for an alleged warrant for his arrest in the state of Missouri for a felony possession of a controlled substance charge. He was recently taken into custody in East Liverpool for a traffic stop.

Bruce A. Ferguson, 29, Carrollton, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour course. Ferguson was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $80, then driving to Salem on April 24 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Aug. 7 for Eric C. Knoch, 55, Newton Falls, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $80 as a Christmas in July Special from an undercover agent, then driving to Salem on July 23 in Salem. An affidavit said he was a convicted felon and a registered sex offender.

Andrew Conner, 36, Alliance, was fined $150 for disorderly conduct, a minor misdemeanor amended from a misdemeanor, for approaching a police cruiser yelling and continuing to yell at pedestrians and scream out profanities on May 3 in Salem.

Britania Brown, 44, Haiti Road, Salineville, was fined $50 and sentenced to 30 days in jail, with 22 days suspended and credit for eight days served, for two counts of misdemeanor criminal trespass, with one amended from fifth-degree felony breaking and entering. She was ordered to complete 30 hours community service and to stay away from the Salineville Assembly of God. She was accused of trespassing on the Assembly of God property in Salineville on July 16, with video footage showing her making entry into an uninhabited building by jumping through a clothing shoot where items can be dropped off into the outbuilding.

A pretrial was set Aug. 4 for Jason Call, 31, Avondale Street, East Liverpool, charged with obstructing official business and criminal trespass for allegedly trespassing after permitted hours on a condemned property in East Liverpool on July 22 and running from police officers who were attempting to take him into custody. He stopped after being told he would be tased if he didn’t stop.

A pretrial was set Nov. 10 for Richard R. Vecchio, 63, state Route 164, Lisbon, charged with disorderly conduct for an incident at the Salem Walmart on July 22 when police were called for an intoxicated person stumbling around the store drinking an alcoholic beverage. He left the store and was in the parking lot while officers were en route. Officers arrived and told him several times to calm down and stop being belligerent due to him causing an annoyance to others in the parking lot. After several attempts to calm him down and find a ride for him, he was taken into custody.

Kacandra Seddon, 44, North 16th Street, Sebring, was fined $50 for disorderly conduct amended from assault for sliding an item she wasn’t permitted to return across the counter at the clerk at Family Dollar in Salem on Aug. 16, 2024, striking the clerk in the stomach where she had recently had surgery.

Matthew Barnes, 33, Hillside Drive, East Palestine, was fined $200 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from domestic violence. He was ordered to complete 20 hours community service. He hit a woman in the face on April 20 in East Palestine.

Travis White, 31, Cannons Mill Road, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 176 days suspended and credit for four days served, for assault amended from domestic violence. He was ordered to complete 30 hours community service. White hit a woman during a domestic on May 16 in St. Clair Township.

Rose Olszyk, 34, Darlington, Pa., was fined $200 and given a suspended 30-day jail term for drug paraphernalia. She was ordered to complete 25 hours community service. During a traffic stop on Nov. 15, 2024 in East Liverpool, she possessed a cut straw commonly used to snort narcotics.

David Gasior, 52, North Beaver Street, Lisbon, was fined $100 for disorderly conduct after he was seen stumbling around in East Liverpool on May 10. He was homeless and was unable to be picked up by anyone.

Chad Williams, 52, West Clark Street, East Palestine, was fined $100 for disorderly conduct for his actions while voluntarily intoxicated on July 3 in East Palestine.

Tobias Menough, 47, Lisbon Road, Salem, was fined $200 and sentenced to 90 days in jail, with 80 days suspended and credit for 10 days served, for criminal damaging amended from theft. He was ordered to complete 20 hours community service and make restitution of $766 to the victim. He was refusing to give a woman back the key fob for her vehicle in Salem Township on April 11. He was also fined $150 for driving under suspension.

Isiah Coulter, 24, Ohio Avenue, East Liverpool, was ordered to serve 20 days in jail, with credit for 16 days served, leaving a balance of four more days to serve in jail for violating his probation for a 2023 case of theft and criminal mischief for removing the security camera and throwing it down at a convenient store in East Liverpool.

A pretrial was set Oct. 20 for Dan Belich, 25, Chestnut Street, Leetonia, charged with criminal damaging and disorderly conduct for allegedly punching out a window and persisting in disorderly conduct in Leetonia on July 23.

A pretrial was set Nov. 20 for Christian Martinez, 19, Town Center, Columbiana, charged with obstructing official business and disorderly conduct for allegedly being found staggering and nearly falling on East Park Avenue in Columbiana, falling against a retaining wall at the cemetery and then fleeing from police, falling to the ground after a short foot chase on June 25. He allegedly gave police multiple dates of births and ages.

A pretrial was set Nov. 4 for Killian McHenry, 21, North Market Street, Lisbon, charged with theft and criminal trespass for allegedly stealing $47 from the Lisbon pool after jumping the fence to access the building and entering the locked pool office.

A pretrial was set Nov. 20 for Wilbert Faulk, 66, Minerva Street, East Liverpool, charged with criminal trespass after he was allegedly observed digging through the trash can in front of a Columbiana Metropolitan Housing Authority property in East Liverpool on July 22.

A pretrial was set Nov. 24 for Marlane Polojac, 23, Minerva Street, East Liverpool, charged with criminal trespass for allegedly trespassing in a condemned residence on Jan. 27 in East Liverpool.

A pretrial was set Aug. 4 for Ashley Shuman, 42, Chester, W.Va., charged with possession of drug abuse instrument and drug paraphernalia for allegedly possessing used syringes, glass meth pipes, tin foil with burnt residue on both sides and a plastic straw commonly used for snorting inside a St. Clair Township residence where a man claimed he had a loaded pistol and hostage inside on June 26 and eventually surrendered to police.

A pretrial was set Oct. 30 for James Sturgell 19, East Fourth Street, Salem, charged with underage consumption after allegedly admitting to drinking two alcoholic beverages on July 19 in Salem.

Cynthia Davis, 53, Moore Avenue, East Liverpool, was fined $1,225 and sentenced to 180 days in jail, with 175 days suspended and credit for three days served in a driver intervention program and two days served in jail, for operating a vehicle impaired and reasonable control. Her driver’s license was suspended for two years and she was ordered to complete 40 hours community service.

Gerald Konn, 64, Stow, was fined $1,150 and given a suspended 90-day jail term for physical control amended from OVI and reasonable control. He was ordered to complete 50 hours community service.

Shawn Blough, 47, Newgarden Road, Salem, was fined $1,300 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for open container, failure to stop and physical control amended from OVI. He was ordered to complete 40 hours community service.

Adam Gallimore, 38, East Liverpool Road, Lisbon, was fined $210 for driving under suspension, no seat belt and expired tags.

A pretrial was set Nov. 4 for Melissa Skidmore, 46, King Street, Minerva, charged with driving under suspension.

A pretrial was set Sept. 22 for Kevin Caldwell Jr., 25, Youngstown, charged with driving under suspension, reasonable control, and improper/expired registration.

A pretrial was set Nov. 24 for Thomas Sorrell, 71, Spencerville, charged with failure to stop after an accident and speeding.

A pretrial was set Nov. 18 for Lonny Adkins, 53, McDonald Street, East Liverpool, charged with driving under suspension.

A pretrial was set Nov. 24 for Nicole Snedeker, 45, East Adams Street, East Palestine, charged with expired license and use of unauthorized plate.

A pretrial was set Nov. 24 for Renee Engelman, 61, Darlington, Pa., charged with speeding.

Patricia McEldowney, 44, Morton Street, East Liverpool, was fined $50 for speeding, with no fine for driving under suspension.

Nancy Kelley, 46, Steubenville, was fined $100 for driving under suspension.

Kevin Ramsey, 29, Rochester Road, East Rochester, was fined $150 for driving under suspension.

Khuta Khurtsilava, 31, Brooklyn, N.Y., was fined $150 for unsafe vehicle amended from speeding.

Kristen Goodman, 29, Maple Avenue, Wellsville, was fined $75 for child restraint.
