Grand Jury

LISBON — A Toronto man accused of assaulting another man in Yellow Creek Township after illegally entering the residence was one of 18 defendants openly indicted by the Columbiana County Grand Jury.

The grand jury met for two days this week examining 52 witnesses covering 49 cases, then issuing 18 open indictments, 28 secret indictments and three no bills on Wednesday.

Secret indictments aren’t revealed until the defendant is served with the paperwork. A no bill means the grand jury chose not to indict the defendant in question for the charge presented.

Eugene Arcuragi, 70, Toronto, was charged with first-degree felony aggravated burglary and felonious assault, a second-degree felony. The indictment alleged that he trespassed in a residence with the purpose to commit felonious assault on April 19, causing harm to the victim he’s accused of assaulting.

Other defendants issued open indictments included:

— Bruce Smith, 53, Beverly Drive, Columbiana, felonious assault, a second-degree felony, and misdemeanor domestic violence for allegedly punching a woman several times in the face and abdomen, causing injury on May 11 in Columbiana.

— Corey Andrew Cantwell, 25, Creek Road, New Waterford, 25 counts of fourth-degree felony pandering obscenity involving a minor or impaired person for allegedly possessing numerous images of child sexual assault material on a cell phone on March 18, according to an affidavit filed in county Municipal Court. He was in possession of the phone March 10 during an incident in East Palestine. Police executed a search warrant to search the phone later and found the images.

— Jessica Lindner, 36, Pritchard Avenue, Lisbon, third-degree felony tampering with evidence, fifth-degree felony aggravated possession of drugs and misdemeanor failure to comply with the order or signal of a police officer. The charges allegedly stemmed from a traffic stop in Lisbon on March 22 when a pack of cigarettes with suspected methamphetamine was found outside the vehicle after the stop.

— Alec Hamling 39, Gavers Road, Hanoverton, misdemeanors of unauthorized use of a motor vehicle and obstructing official business for allegedly hiding when deputies asked him to come out of his residence and then attempting to run from a back door on May 13 in Hanoverton. On May 12, he allegedly took a 2005 Honda Odyssey minivan belonging to a woman.

— Richard P. Austin, 34, St. George Street, East Liverpool, fifth-degree felony improperly handling firearms in a motor vehicle, and misdemeanors of operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them and using weapons while intoxicated for allegedly being impaired and possessing a loaded handgun in his waistband after crashing his car in East Liverpool on March 9.

— Jeremy P. Smith, 44, Summit Drive, Salineville, fifth-degree felony aggravated possession of drugs and misdemeanor possessing drug abuse instruments for allegedly possessing methamphetamine and drug abuse instruments on Jan. 27.

— Richard Whitman, 53, East Fifth Street, Salem, third-degree felony domestic violence for allegedly striking a woman two times in the face during a domestic on June 5 in Salem. He had a previous conviction for domestic violence.

— Christopher Smith, 48, East Pershing Street, Salem, misdemeanors of two counts aggravated menacing, two counts using weapons while intoxicated and one count of domestic violence for an incident May 4 in Salem when police officers were called for a man with a gun, learning Smith had allegedly sent a photo of himself holding a firearm to his head while intoxicated, and after a woman took the gun from him, he allegedly pushed her back and then grabbed a second loaded firearm while intoxicated, threatening to harm a male victim.

— Alex Porter, 39, Sprucevale Road, Rogers, third-degree felony having weapons while under disability for allegedly having a 9mm handgun in his possession on March 31 on Sprucevale Road, Middleton Township while prohibited from having a weapon due to a previous drug conviction.

— Tiffany Woolley, 37, Vine Street, East Liverpool, four counts of fifth-degree felony violating a protection order for allegedly entering the home of a protected person on May 30 and violating a protection order multiple times without permission in East Liverpool.

— Jessica Hart, 47, Leake Street, East Palestine, four counts of aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine, hydrocodone, oxycodone and lisdexamfetamine on July 31, 2023.

— Larry Robert Maglicco, 46, Dayton, two counts third-degree felony aggravated possession of drugs, one count fourth-degree felony improperly handling firearms in a motor vehicle and misdemeanors of engaging in prostitution, possessing criminal tools and drug paraphernalia. Maglicco was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for methamphetamine, arriving in East Palestine on April 29 for the meeting. He had in his possession methamphetamine, two meth pipes and a cell phone used to make the arrangements, along with a loaded gun he failed to disclose to officers. He also possessed psilocybin.

— Jakob Basham, 18, East Third Street, Salem, misdemeanors of failure to comply with underage alcohol laws, obstructing official business, disorderly conduct, aggravated menacing and domestic violence for allegedly attempting to harm a woman and backing her into a corner while holding a knife during a domestic May 30 in Salem. When officers arrived, he was observed to be intoxicated with alcohol, with four alcohol containers scattered throughout the home. After he was detained, he allegedly became enraged and was making threats against police officers and medical staff at Salem Regional Medical Center and screaming vulgarities.

— Michael McDowell, 36, Chester Avenue, Wellsville, charged with fifth-degree felonies of illegal use of supplemental nutrition assistance program benefits or WIC program benefits and telecommunications fraud and misdemeanor theft for allegedly taking the numbers and pins from someone else’s food assistance card and using it for purchases of $325 at Save A lot and $31.23 at King’s Carryout, both in Wellsville, for a total of $356.58 stolen, on Feb. 21.

— Jonathan Shellenberger, 35, Gavers Road, Hanoverton, fourth-degree felony strangulation and misdemeanors of domestic violence and endangering children for allegedly grabbing a juvenile girl by the arm, shoulders and neck area and throwing her into the residence on Gavers Road, Hanoverton on April 13.

— Reva S. McCullough, 33, Sunset Lane, East Liverpool, fourth-degree felony receiving stolen property for allegedly being caught driving a stolen red Dodge Avenger in East Liverpool on May 8.

— Regis R. Allgood, 34, Vine Street, East Liverpool, third-degree felonies of domestic violence and intimidation of an attorney, victim or witness in a criminal case and misdemeanor domestic violence for allegedly threatening a woman, spitting in her face and pushing her on May 24 in East Liverpool. He also made physical threats to a juvenile when he said he would kick in her door and physically assault her. The intimidation charges stemmed from an incident on June 2 involving a threat of harm.
