LISBON — In Columbiana County Municipal Court, a preliminary hearing was set July 2 for Emilio Quinones, 52, North Lincoln Avenue, Salem, charged with third-degree felony strangulation and fourth-degree felony domestic violence for allegedly grabbing a woman by her neck with both hands, causing her to pass out on June 24 in Salem. Quinones has a past conviction for domestic violence and strangulation in Common Pleas Court and a previous domestic violence out of another state.

A preliminary hearing was set Aug. 5 for Sarah Jakacki, 39, North Market Street, Lisbon, charged with fifth-degree felony carrying a concealed weapon for allegedly failing to disclose that a loaded firearm was inside the vehicle during a traffic stop on June 24 in Center Township. While awaiting a ride, she was asked by law enforcement to check her purse for weapons after observing ammunition in the vehicle. She was found to have a loaded firearm in a tan pouch in her purse. After further questioning, she allegedly attempted to remove the tan pouch containing the firearm in the presence of law enforcement.

Blakley Sue Cooper, 33, Ravine Street, East Liverpool, was fined $200 and given a suspended 30-day jail term for disorderly conduct, amended from assault. She was ordered to complete 20 hours community service. Cooper was accused of physically assaulting another woman who was sitting in a vehicle outside the East Liverpool Dollar General on Dec. 30, 2023.

A pretrial was set Aug. 22 for Eric A. Zelesnak, 47, Youngstown, charged with engaging in prostitution, possessing criminal tools and driving under suspension for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $120, then traveling to East Palestine on June 15 for the meeting.

Mark Zocolo, 56, Garfield Avenue, East Palestine, was fined $250 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for assault, amended from domestic violence. Two counts of criminal damaging were dismissed. He was ordered to complete 20 hours community service. On April 20 in East Palestine, he was accused of kicking in the bathroom door which hit a woman in the head, knocking her down and causing injury. He also was accused of damaging her virtual reality headset.

Harrell Burcham, 57, Ashton Road, East Liverpool, was fined $300 and given a suspended 180-day jail term for theft. He also was ordered to complete 40 hours community service and to stay out of Walmarts in Columbiana County. Burcham was accused of failing to scan and pay for 13 items totaling $50 at the Calcutta Walmart on April 25.

Kevin Gregory, 34, Pancake Clarkson Road, Negley, was fined $200 and sentenced to four days in jail, with credit for four days served, for criminal trespass. A charge of obstructing official business was dismissed. Gregory was accused of trespassing on posted private property on Main Street, Leetonia on Dec. 22, 2023 and became belligerent and aggressive with an employee.

A pretrial was set Aug. 22 for Danielle Rauch, 28, Hunter Camp Road, Lisbon, charged with endangering children/operating vehicle, operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense and one way traffic for allegedly having three children in her vehicle while she was allegedly impaired on June 24 in Salem.

A pretrial was set Sept. 17 for Serena Miller, 33, Pennsylvania Avenue, East Liverpool, charged with 30 counts of zoning certificates violations from April 21 to May 20 in the city of East Liverpool for allegedly operating a commercial logging business on the property without a zoning certificate for an industrial-type enterprise. The affidavit filed by East Liverpool City Planning Director William Cowan noted the property is classified B-1 for a neighborhood business, but it was discovered the property was being used as a staging area for a commercial business non-conforming to areas zoned B-1. The owner had been ordered in February 2023 to manage the property according to city code, but continued to operate the commercial logging business at the property.

Adam Lydic, 29, South Union Avenue, Salem, was fined $1,050 and sentenced to 180 days in jail, with 154 days suspended and credit for three days served, leaving a balance of five days to serve in jail and 18 days electronically monitored house arrest for OVI and marked lanes. His driver’s license was suspended for one year. He was ordered to complete 40 hours community service.

A litter charge was dismissed against Darrin Lee Harsh Sr., 58, Southeast Boulevard, Salem, who was accused of failing to maintain an East Liverpool property in 2023. According to a motion to dismiss filed by the defendant, he sold the property on a land installment contract in 2021.

A pretrial was set July 25 for Chase Ackerman, 24, Countryside Drive, Salem, charged with OVI first offense and speeding.

A pretrial was set Sept. 19 for Michael Gasaway, 43, Black Road, Lisbon, charged with OVI second offense, OVI breath second offense and lighted lights required.

Terrance Wilkes, 39, Belle Vernon, Pa., was fined $150 for unsafe vehicle, amended from speeding.

Glenn Grubb, 61, Walnut Street, Salem, was fined $345 and sentenced to 15 days in jail for failure to stop after an accident and traffic control devices.

Wayne Kenmuir, 71, Lisbon Road, Lisbon, was fined $75 for speeding.
