LISBON — In Columbiana County Municipal Court, a case against Robert Ross Jr., 35, South Street, Homeworth, was bound over to the county grand jury for fifth-degree felony theft for allegedly removing 13 items valued at $3,598 from another person’s room at the residence where he was staying on June 6 in Homeworth.
Cases against Bryan Tremayne Gipson, 40, Youngstown, were bound over to the county grand jury for fifth-degree felony possession of drugs and misdemeanors of engaging in prostitution and possessing criminal tools. On Jan. 11 in East Palestine, Gipson showed up for an arranged meeting for alleged sexual activity with a female in exchange for cocaine after responding to an undercover ad on a known prostitution website. He allegedly had cocaine in his possession.
Cases against John Kolcun, 59, Warren, were bound over to the county grand jury for third-degree felony tampering with evidence and misdemeanor illegal use or possession of drug paraphernalia for allegedly trying to hide a meth pipe after being placed under arrest for another charge on June 14 in Columbiana.
A preliminary/pretrial hearing was set July 1 for Daniel McLaughlin, 37, East Clark Street, East Palestine, charged with fourth-degree felony strangulation and misdemeanor domestic violence for allegedly pulling a woman’s hair and putting his hands around her throat on June 22 in East Palestine. She then attempted to flee across the street when the defendant grabbed her by the shirt, pulling her backward off of the steps and onto the sidewalk, ripping her shirt off.
A preliminary hearing was set July 1 for George L. Taylor, 64, state Route 14, East Palestine, charged with fifth-degree felony domestic violence for allegedly pushing a kitchen table into a woman’s abdomen, knowing she was pregnant, on June 18 in Unity Township.
Collan Craig, 24, was fined $750 and given a suspended 90-day jail term for assault. He was ordered to complete 40 hours community service. Craig attempted to strike another man in the face while in the presence of a deputy sheriff on Aug. 20, 2023 in Knox Township.
A pretrial was set July 8 for Thomas Candle, 58, Autumn Road, Wellsville, charged with domestic violence for allegedly grabbing a woman by the neck and throwing her out of a car after an argument at a bar on St. Clair Avenue, East Liverpool on March 21.
Ashton Vanvorhis, 19, Cream Ridge Road, Lisbon, was fined $1,275 and sentenced to 180 days in jail, with 170 days suspended and credit for 10 days served, for assault, amended from domestic violence, no license and operating a vehicle under the influence of alcohol or drugs. His driver’s license was suspended for one year. Vanvorhis was accused of grabbing a woman around the throat and choking her on June 15 in Negley and also grabbing her hair and pulling out a handful of hair in Rogers also on June 15.
A case against Enrique J. Mendoza, 58, Durham, N.C., for engaging in prostitution and possessing criminal tools was dismissed with prejudice. A defense motion to dismiss was granted due to failure of the law enforcement agency to provide discovery materials. Costs were taxed to the state and the defendant’s phone was ordered returned to him. Mendoza had been accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $120, then arriving in East Palestine on Dec. 15 for the meeting.
Vincent Craig White, 30, Akron, was fined $750 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. White was accused of requesting sexual conduct for an agreed upon price of $100 from an undercover agent, then traveling to Salem on April 5 for the meeting.
A domestic violence charge was dismissed against Marybelle Cline, 45, Center Street, Wellsville, due to the alleged victim’s whereabouts being unknown per the prosecutor. Cline was accused of allegedly slapping a man in the face and pulling his hair on Feb. 11 in Wellsville.
A pretrial was set July 2 for Sara Rickman, 41, state Route 45, Lisbon, charged with assault for allegedly hitting a man in the back of the head on May 1 in Columbiana.
Joe Eugene Amick, 52, Altoona, Pa., was fined $500 and given a suspended 30-day jail term for two counts of disorderly conduct, amended from engaging in prostitution and possessing criminal tools. He was ordered to complete 40 hours community service and a 12-hour online prostitution prevention course, which was already done. He was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $240, traveling to East Palestine on March 15 for the meeting.
Timothy A. Stewart, 33, Wall, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour online prostitution prevention course. Stewart was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $270, then traveling to East Palestine on April 13 for the meeting.
A pretrial was set Aug. 8 for Heath Alan Tawney, 50, Williamstown, W.Va., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $160, then traveling to New Waterford on April 1 for the meeting.
A pretrial was set July 1 for Dustin Martin, 37, Youngstown, charged with violating a temporary protection order, driving under suspension and tail lights for allegedly contacting a protected person by phone and threatening him on March 11 in Columbiana
A pretrial was set July 2 for Robert Lee, 61, Forbes Avenue, Wellsville, charged with violation of a protection order for allegedly trespassing on a protected woman’s property and messing with her garbage can on May 2 in Yellow Creek Township.
William Michalak, 38, Lisa Lane, Salem, was fined $100 for disorderly conduct, amended from domestic violence, for pushing a woman multiple times on June 8 in Center Township.
A pretrial was set Aug. 8 for Lisa Boyd, 58, Oak Street, East Liverpool, charged with disorderly conduct-presence of emergency facility person for allegedly being intoxicated and refusing to leave a Smithfield Street, East Liverpool property and then yelling into a police officer’s face that she would not stop after being given several warnings to calm down and stop yelling on June 23.
A pretrial was set Aug. 8 for Michael Souers, 36, Vine Avenue, Salem, charged with criminal trespass for allegedly trespassing on June 23 on a property on Ohio Avenue, Salem, where he had already been served with a trespass notice on Nov. 17, 2023.
A pretrial was set Aug. 27 for Ernest Peachey Sr., 64, West Fourth Street, East Liverpool, charged with deposit litter, garbage, trash or junk on adjacent property on alley for trash, junk and debris on his property on Feb. 1 in East Liverpool.
A pretrial was set July 29 for Harry Wrightsman, 71, Sixth Street, Wellsville, charged with operating a vehicle under the influence of alcohol or drugs first offense and speeding.
Bridget Barbato, 29, Poland, was fined $975 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served for physical control amended from OVI and left of center. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 20 hours community service.
A pretrial was set Aug. 19 for Cruz Allen Murphy, 32, East North Avenue, East Palestine, charged with OVI second offense, OVI above .11 urine second offense and driving while texting.
A pretrial was set Aug. 19 for Markus Adams, 26, Pass Lane, Lisbon, charged with OVI first offense and marked lanes.
A pretrial was set Aug. 19 for Mindy Jenkins, 40, West Sixth Street, Salem, charged with OVI first offense and speeding.
A pretrial was set Aug. 29 for Brian Buckley, 31, Boardman, charged with driving under suspension.

LISBON — A Washingtonville man accused of trying to harm a sheriff’s deputy with a metal ink pen and also attempting to harm a corrections officer at the jail was ordered evaluated for competency and sanity.
David Kirby, 32, West Main Street, who’s being held in the Columbiana County Jail, must be evaluated by the Forensic Psychiatric Center of Northeast Ohio.
Columbiana Count Common Pleas Court Judge Megan Bickerton granted the motions filed by defense counsel for competency to stand trial and to plead not guilty by reason of insanity.
Kirby was charged with felonious assault, a first-degree felony, fourth-degree felony assault and misdemeanor resisting arrest for allegedly striking a deputy in the face multiple times and attempting to cause physical harm by a means of a metal ink pen after being caught trespassing near a pond March 12 on a Salem Township property. While being taken to the ground, he allegedly continued to throw punches at the deputy and resisted by pulling out the taser barbs after being tased.
On March 13 at the county jail, he was accused of harming or attempting to cause harm to a corrections officer.
Also in Common Pleas Court:
— Harold Rayle III, 58, Cornell Street, East Liverpool, was sentenced to 20 years in prison for 20 counts of pandering obscenity involving a minor or impaired person, a fourth-degree felony, for possessing child porn on his cell phone. He was given 12-month terms for each count, but ordered to serve them consecutively, bringing the total to 20 years. He received credit for three days served in jail and was designated a Tier II sex offender requiring him to register his address with law enforcement after he’s released. Acting on a cyber tip from the Ohio Internet Crimes Against Children Task Force pertaining to child pornography, St. Clair Township police obtained a search warrant for Rayle’s residence on Dec. 8, 2023. While being interviewed by police, he allegedly admitted to possessing images of child pornography. The police affidavit said the images involved children 3 to 10 years old.
— Michael J. Spencer, 36, Haessly Road, Hanoverton, was sentenced to 18 months in prison, with credit for 48 days served in jail, after pleading guilty to third-degree felony aggravated possession of drugs and fifth-degree felonies of identity fraud, two counts possession of fentanyl-related compound, aggravated possession of drugs, possession of cocaine, possession of drugs and two counts nonsupport of dependents.
On Feb. 25, 2023, he was accused of using personal identifying information of another man and possessing fentanyl-related compound and methamphetamine. The nonsupport counts stem from his alleged failure to pay child support for two children from July 4, 2021 to July 2, 2023. The other drug charges stemmed from him possessing fentanyl, methamphetamine, cocaine and xylazine on Oct. 4, 2023.
— William Ratliff, 52, Oak Ridge Road, Wellsville, was ordered to prison for 11 months after violating his probation and being dishonorably terminated from drug court participation for two counts of nonsupport of dependents, a fifth-degree felony. He failed to pay child support for two children from May 3, 202 to May 8, 2022. His defense attorney recently filed a motion for reconsideration or modification of the sentence to probation.
— William Gist, 56, St. Clair Ave., East Liverpool, was sentenced to 10 months in prison for fifth-degree felony assault for attempting to cause harm to a female jail employee by throwing two dinner trays at her on May 1, 2023 while he was an inmate at the Columbiana County jail. The prison term was to commence June 12 after completion of a 60-day term he received in jail for contempt of court for his behavior during a previous court hearing when he was screaming at his attorney.
— David Adams, 46, Garner Avenue, East Liverpool, pleaded guilty to third-degree felony having weapons while under disability and fifth-degree felony aggravated possession of drugs, with sentencing set for Aug. 30. Adams was accused of possessing methamphetamine on Feb. 7, 2022 and of having a weapon on April 19 this year. He’s prohibiting from having a weapon due to a previous felony drug conviction.
— Nathan Minerd, 37, Youngstown, pleaded guilty to fourth-degree felony trafficking in heroin, with sentencing set for Aug. 29. A charge of trafficking in fentanyl-related compound will be dismissed as part of the plea agreement. Minerd was accused of attempting to sell drugs in East Palestine on Aug. 16, 2023. The amount of the heroin involved was equal or exceeding 1 gram, but was less than 5 grams.
— Fred Struble IV, 25, Chain School Road, East Palestine, was placed on probation for four years, but ordered to serve up to six months at the Eastern Ohio Correction Center as part of the community control for charges from three separate indictments. His driver’s license was suspended for three years. The charges included an amended charge of fourth-degree felony aggravated assault from a third-degree felony strangulation, misdemeanor domestic violence, third-degree felony failure to comply with an order or signal a police officer, misdemeanor unauthorized use of a vehicle and fifth-degree felony possession of fentanyl-related compound. Struble was accused of punching and scratching a woman in the face, pulling her across the floor and strangling her on Nov. 12, 2023 on Chain School Road, Unity Township. He was also accused of using a motorcycle without the owner’s consent and fleeing from police on June 1, 2023. The drug charge stemmed from possessing fentanyl on Dec. 10, 2022.
— Brianna Beaudoin, 39, North Pleasant Drive, East Palestine, was ordered to pay costs and fines after pleading guilty to attempted possession of fentanyl-related compound, a misdemeanor and lesser-included offense. A charge of drug paraphernalia was dismissed. Beaudoin possessed fentanyl on Oct. 21, 2021.
— Jeremy Beachler, 38, Westview Drive, Salem, was placed on probation for one year, with credit for one day served in jail, for misdemeanor theft, a lesser included offense of felony theft. Beachler was charged in 2016 for depriving Manor Insurance Agency Inc., in a continuing course of conduct from April 11, 2015 until the indictment, of a 2006 Honda Ridgeline pickup. He wasn’t arraigned on the charge until 2023.
— Jeffrey Maurer, 54, state Route 154, Rogers, was placed on probation for five years for grand theft, a fourth-degree felony, and ordered to make restitution of $70,891 through monthly payments of $1,500. Maurer was accused of stealing funds from the Ohio Valley Business Travel Association from Jan. 1, 2018 to Jan. 31, 2019, with the funds coming from unauthorized withdrawals and card purchases.
— Kimberly Tice, 40, Globe Street, East Liverpool, was ordered to serve 159 days in the county jail for violating his probation for aggravated possession of drugs, a fifth-degree felony. Tice possessed amphetamine on April 20, 2018.
