LISBON — In Columbiana County Municipal Court, a case against Jarrod Lee Westover, 23, North Market Street, Lisbon, was bound over to the county grand jury for three third-degree felony counts of burglary for allegedly breaking into a Lisbon apartment without the occupant’s permission on Jan. 25, Jan. 29 and Jan. 30, each time using a credit card to open the door and steal food items.

A case against Dalton McKinnon, 22, Lacroft Avenue, East Liverpool, was bound over to the county grand jury for fifth-degree felony breaking and entering for allegedly breaking into a garage and attempting to take items on Jan. 29 in East Liverpool.

A case against Scott Thompson, 50, Youngstown, was bound over to the county grand jury for fourth-degree felony promote prostitution-transport across state lines for sex for hire and misdemeanor drug paraphernalia for allegedly transporting a woman to East Palestine for a sex-for-hire meeting on Nov 18 and possessing suspected crack cocaine and a crack pipe.

A preliminary/pretrial hearing was set March 18 for Devontay Bickley, 22, Cadmus Street, East Liverpool, charged with fifth-degree felony harassment by a inmate and misdemeanors of escape, menacing, resisting arrest, operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense and failure to display valid sticker. Bickley allegedly resisted arrest and spit saliva into the face of an East Liverpool police officer while being placed into custody for allegedly being under the influence on Jan. 29. He also allegedly attempted to escape by climbing through the window into the front seat of the cruiser and continuously threatened the officers.

A preliminary hearing was set Feb. 22 for Curtis Boldman, 38, West Salem, charged with fifth-degree felony drug abuse for allegedly possessing a straw and a plastic bag with white residue later identified a methamphetamine during a traffic stop on Aug. 30, 2023 in St. Clair Township.

A pretrial was set Feb. 15 for Dakota Heaton, 25, state Route 518, Lisbon, charged with drug paraphernalia for allegedly possessing two burnt pipes during a traffic stop in East Liverpool on Feb. 4.

A pretrial was set April 29 for Justin Peters, 48, Waynesburg, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent in exchange for $80 and driving to Salem on Jan. 26 for the meeting.

Paul Colbert, 46, Farrell, Pa., was fined $250 and given a suspended 30-day jail term for disorderly conduct, amended from engaging in prostitution. A charge of possessing criminal tools was dismissed. Colbert was permitted to buy out 30 hours of community service for $300, shall forfeit $180 to the Mahoning Valley Human Trafficking Task Force and was ordered to complete a 12-hour online prostitution prevention course. Colbert requested sexual conduct in exchange for $180 from an undercover agent and drove to Salem on June 16, 2023 for the meeting.

Ronald Beaver, 37, Vernia Street, East Liverpool, was fined $250 and sentenced to 20 days in jail, with credit for 11 days served, leaving nine days still to serve in jail, for domestic violence for threatening to throw a juvenile out the window in East Liverpool.

A sentencing hearing was set Feb. 15 for Whitney Carter, Garner Avenue, East Liverpool, who pleaded guilty to domestic violence for shoving a woman to the ground resulting in a fight on Feb. 8 in East Liverpool.

Joshua Conrad, 31, East Fifth Street, East Liverpool, was fined $250 and given a suspended 30-day jail term for criminal trespass, amended from fourth-degree felony burglary. He was permitted to buy out 30 hours of community service for $300. Conrad kicked in the door in trying to get inside to a woman on Oct. 13, 2023 in East Liverpool.

Brian Specht, Etruria Street, East Liverpool, waived extradition as a fugitive from justice from the state of West Virginia on a warrant for a charge of failure to appear for possession with intent to deliver meth. He was taken into custody after a traffic stop in Columbiana on Feb. 8.

Charles Kuti, 42, Chicago, Wisc., waived extradition as a fugitive from justice from the state of Wisconsin on a warrant for charges of fraud against a financial institution and theft false representation. He was taken into custody in Columbiana County on Feb. 9.

Shakela Clark, 31, Youngstown, waived extradition as a fugitive from justice from the state of Virginia on a warrant for a charge of threat in writing. He was taken into custody during a traffic stop in Wellsville on Feb. 8.

A disposition hearing was set April 8 for Louis Greco, 57, Milton Street, East Liverpool, charged with theft for allegedly failing to pay for $20.92 worth of items at the Calcutta Giant Eagle on Jan. 17.

Marvin Sparks Jr., 42, Olive Hill, Ky., was sentenced to 75 days in jail, with credit for 18 days served, leaving 57 days still to serve, for violating his probation for charges of domestic violence and obstructing official business from a 2017 incident in Unity Township.

A pretrial was set Feb. 15 for Nicole Kenst, 36, Riley Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing a plastic straw with white residue during a traffic stop on Jan. 17 in St. Clair Township, allegedly admitting it was Percocet residue and that she didn’t have a prescription.

A pretrial was set March 11 for Steven Conkle, 72, Dakota Street, East Liverpool, charged with theft for allegedly failing to scan and pay for 14 items totaling $167 at the Calcutta Walmart.

A pretrial was set April 25 for Joseph Adams, 46, Holliday Street, East Liverpool, charged with OVI first offense, drug paraphernalia and loud exhaust for allegedly possessing a digital scale with white powder on it during a traffic stop on Feb. 5 in St. Clair Township.

Tyrone Davis, 50, Eighth Street, Wellsville, was fined $550 and sentenced to 30 days in jail, with 10 days suspended and credit for 14 days served, leaving six days still to serve, for driving under suspension, unauthorized plate and reckless operation, amended from OVI second offense. His driver’s license was suspended for two years and he was ordered to complete 40 hours community service. He was also fined $250 and sentenced to three days in jail for a separate driving under suspension charge and also fined $280 and sentenced to three days in jail for an additional case of driving under suspension and expired tag.

Dustin Wilson, 33, Oliver Street, East Liverpool, was fined $100 for driving under suspension.

A pretrial was set Feb. 15 for Jessica Cosgray, 27, West California Avenue, Sebring, charged with a tinted glass violation.

A pretrial was set Feb. 15 for Jonathan Cosgray, 32, West California Avenue, Sebring, charged with no seat belt.

A pretrial was set Feb. 15 for Shae Lee Wenzel, 21, Alliance, charged with a stop sign violation.

A pretrial was set April 23 for James Ziser, 66, Chestnut Street, Leetonia, charged with reasonable control.

A pretrial was set May 6 for Katti Landsberger, 31, Hawkins Road, New Waterford, charged with driving under suspension and improper/expired registration.

Bradley Dustman, 29, South Main Street, Columbiana, was fined $180 for driving under suspension and a tail lights violation.

A pretrial was set May 2 for Andrew Mayfield, 27, Williams Avenue, East Liverpool, charged with speeding.

A pretrial was set Feb. 15 for Mareena Killion, 27, Beaver Falls, Pa., charged with speeding.
