Grand Jury
LISBON — Three different East Palestine residents accused of defrauding Norfolk Southern out of money were among the open indictments issued Wednesday by the Columbiana County Grand Jury.
The grand jury met for two days, examining 48 witnesses covering 46 cases, with 16 open indictments issued and 29 secret indictments issued. There was one no bill, meaning the grand jury chose not to indict in one case. Secret indictments aren’t revealed until the defendant has been served.
The East Palestine defendants included Lauren Fegert, Johnna D. Cozza and Scott A. Meyer.
Fegert, 39, South Street, East Palestine, was charged with fourth-degree felony grand theft for allegedly stealing $15,889 from Norfolk Southern by allegedly providing fictitious and altered hotel receipts between April 25, 2023 and June 8, 2023 when she was not relocated due to the February train derailment..
Johnna D. Cozza, 44, West Martin Street, East Palestine, was charged with fourth-degree felonies of grand theft and forgery for allegedly using deceptive means to steal $7,950 from Norfolk Southern and forging a rental lease agreement from May 8 to June 17.
Scott A. Meyer, 47, East North Avenue, East Palestine, was charged with fourth-degree felonies of grand theft and forgery for allegedly using deceptive means to steal $24,946 from Norfolk Southern and forging a lease agreement from April 13, 2023 to Sept. 25, 2023.
Other open indictments issued included:
— Matthew S. Jackson, 23, Canton, felonious assault, a second-degree felony, first-degree felony aggravated arson and two counts of misdemeanor aggravated menacing for allegedly shooting out a woman’s window at her house in Liverpool Township on Dec. 30 with a BB gun, becoming aggressive and threatening to punch her in the back of the head and kill her, and then taking out a torch lighter and attempting to set a 3-month-old child on fire, continuing to threaten the woman before running out the door.
— Bresha A. Meadows, 22, Warren, fourth-degree felony promoting prostitution, fifth-degree felony possessing criminal tools and misdemeanor soliciting for posting a sex-for-hire ad on a known prostitution website and arranging to have sexual activity with an undercover agent in exchange for money, also offering her friend for sexual services, then traveling to East Palestine on Dec. 26 for the meeting. She also allegedly possessed the phone used to make the arrangements.
— Dominique Thomas, 35, Youngstown, third-degree felonies of engaging in solicitation after a positive HIV test and attempted felonious assault, fifth-degree felony possessing criminal tools and misdemeanors of engaging in prostitution and possessing drug abuse instruments, for allegedly soliciting a law enforcement officer posing as an adult to engage in sexual activity for hire with the knowledge that Thomas had tested positive as a carrier of a virus that causes Acquired Immunodeficiency Syndrome (AIDS). Thomas allegedly posted an ad on a known prostitution website, agreed to perform sexual acts in exchange for money and traveled to East Palestine on Dec. 24 for the meeting. Thomas also allegedly possessed an uncapped hypodermic syringe.
— Jimenez Jose Efrain Garcia, 34, also known as Jose Efraen Garcia, Mike, address unknown, fourth-degree felony pandering obscenity involving a minor or impaired person, fifth-degree felony illegal use of minor or impaired person in nudity-oriented material or performance and misdemeanors of engaging in prostitution and possessing criminal tools. Garcia allegedly responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $100, then arriving in East Palestine on Dec. 31 for the meeting. Garcia allegedly told police he was undocumented and gave a different name than what was on his phone, which he had allegedly used to make the arrangements. According to an affidavit, the phone contained images of female juveniles well under the age of 18 engaged in sexual conduct and in a state of nudity.
— Richard Vecchio, 61, state Route 164, Lisbon, fifth-degree felony obstructing official business and misdemeanors of criminal trespass, disorderly conduct, domestic violence and resisting arrest. On Jan. 2 in Lisbon, Vecchio allegedly pushed a woman into the kitchen counter of a residence and resisted arrest and earlier at Circle K, he allegedly was intoxicated and made multiple threats and obscene gestures to an employee while trespassing since he had been told to stay out of the store. While being escorted to a patrol car after the domestic violence incident, Vecchio allegedly resisted and pushed a deputy onto the ground by using his body weight, then fell on top of her, causing injury.
— William H. Dorsey, 50, Toledo, fourth-degree felony promoting prostitution for allegedly transporting a woman to a sex-for-hire meeting in East Palestine on Nov. 1, 2023.
— Justin Davis, 39, West Pine Lake Road, Salem, fourth-degree felony burglary with a firearm specification for allegedly kicking in the door to a Rose Drive, Lisbon residence on Jan. 5 and after being pushed out, pulling out a firearm and discharging it.
— Ka’Lyon Malieck May, 24, Youngstown, fourth-degree felony pandering obscenity involving a minor or impaired person, fifth-degree felony illegal use of a minor or impaired person in nudity-oriented material or performance and misdemeanors of engaging in prostitution and possessing criminal tools. May allegedly possessed videos depicting minor children in a state of nudity on his cell phone on Dec. 15 in East Palestine. He had traveled there for a sex-for-hire arrangement after responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140.
— David Crowe, 39, Wilbert Avenue, East Liverpool, fourth-degree felony attempted tampering with evidence and misdemeanor obstructing official business for allegedly providing a false name and social security number to East Liverpool police officers during a traffic stop on Jan. 8 in East Liverpool. A small circular container was found in his coat pocket and while being handcuffed, he allegedly grabbed the container off the hood of the cruiser, attempting to conceal the evidence.
— Tyler Quimby, 26, Empire, second-degree felony strangulation, fourth-degree felony domestic violence and misdemeanors of criminal damaging and four counts of endangering children for allegedly choking a woman around the neck during a domestic dispute on Jan. 1 in East Liverpool, leaving bruises and scratches around her neck. The incident also allegedly created a risk of harm to two children.
— David Young, 44, Padgett Road, East Palestine, fourth-degree felony improper handling firearms in a motor vehicle and misdemeanors of operating a vehicle under the influence of alcohol or drugs and driving under suspension. During a traffic stop of a 4-wheeler on Sept. 7, 2023 in East Palestine, Young was allegedly found impaired and had a handgun in his possession.
— Robert J. Anderson III, 44, Dutchtown School Road, Rogers, fourth-degree felony disrupting public services, fifth-degree felonies of vandalism and possessing criminal tools and misdemeanor theft for allegedly possessing bolt cutters and cutting a piece of AT&T wire and attempting to remove it in Lisbon on Nov. 28, 2023, with the wire valued in excess of $1,000.
— Thomas Holman, 43, Hammond School Road, Wellsville, fifth-degree felony violating a protection order for allegedly being involved in a disturbance on Jan. 9 with a woman who has a protection order against him.
