LISBON — In Columbiana County Municipal Court, cases against Randall Morris, 59, McCormick Run Road, Lisbon, were bound over to the county grand jury for fifth-degree felony improper handling of firearm in a motor vehicle and misdemeanors of operating a vehicle under the influence of alcohol or drugs first offense, speeding and no seat belt. Morris allegedly possessed a loaded handgun in his disabled vehicle when a trooper checked on the vehicle and found him impaired Nov. 25 in the county. A marijuana paraphernalia charge was dismissed.

A preliminary/pretrial hearing was set Feb. 1 for William Santimarino, 35, Lisbon Street, Wellsville, charged with third-degree felony having weapons under disability and misdemeanor possessing a defaced firearm. During a traffic stop on Jan. 23 in Wellsville, Santimarino allegedly possessed a loaded gun with a grinded serial number when he was prohibited from having a firearm due to a prior felony conviction.

A preliminary/pretrial hearing was set Jan. 29 for Merabi Khurtsilava, 32, Brooklyn, N.Y., charged with third-degree felony compelling prostitution, fourth-degree felony attempted illegal assembly, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover ad of an adult female and 15-year-old juvenile and arranging for sexual conduct with both in exchange for $240, traveling to East Palestine on Jan. 21 for the meeting.

Devonte Pullie, 27, Brightview Drive, East Liverpool, was fined $750 and sentenced to 80 days in jail for obstructing official business, amended from abuse of a corpse. Pullie was one of a handful of people charged for moving the body of a drug overdose victim from a party on Chester Avenue, Wellsville and dragging the body to a van, which was then driven to what’s known as the switch at state Route 7 and Kountz Avenue, Wellsville on March 22, 2021.

Cory Vernon, 45, Youngstown, was fined $900 and sentenced to 30 days in jail for engaging in prostitution, possessing criminal tools and trafficking in drugs for responding to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $80. He also said he would bring marijuana, claiming that he sold marijuana and edibles in the area. He arrived in East Palestine on March 12, 2023 for the meeting with marijuana and his phone used to make the arrangements. He had previously been charged in a sex for hire case in East Palestine in July 2022.

A pretrial was set April 11 for John Howard Boyd, 55, Cambridge, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual conduct in exchange for $140, arriving in East Palestine on Jan. 22 for the meeting.

Brandon Cimino, 26, Sagamore Hills, was fined $650 and given a suspended 180-day jail term for criminal mischief, amended from engaging in prostitution, and possessing criminal tools. He was ordered to perform 40 hours community service and complete a 12-hour online prostitution prevention course. Cimino was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with females in exchange for $220, arriving in East Palestine on July 14 for the meeting.

A pretrial was set March 26 for Dana Saltsman, 68, Myers Road, Kensington, charged with assault, aggravated menacing and disorderly conduct for two separate incidents on Myers Road, Kensington. On Oct. 28, 2022, Saltsman allegedly turned on his mower deck and went back and forth on the road, blowing debris toward the victim, then continuing to yell and cuss at him. On Aug. 9, 2023, he allegedly operated a large tractor in the direction of a woman in an unsafe manner with the intention of striking her, causing her to jump out of the way. He also grabbed and scratched a man at the scene after being told by the man several times to back away.

Melinda Woods, 37, East Main Street, East Palestine, was fined $100 for disorderly conduct for exiting her running vehicle in East Palestine on Jan. 16 and yelling profanities at the driver in the vehicle in front of her and continuing yelling profanities until the vehicle left. She could be heard by a police officer in a nearby building.

A pretrial was set April 15 for Walter Vancil, 60, Mineral Ridge, charged with telecommunications harassment for allegedly contacting a woman on social media on Jan. 14 in East Palestine and accusing her of defrauding him with a used product he had purchased from her, then continuing to leave text messages and recorded messages and making obscene, harassing comments. He had been told by police to stop all contact, but allegedly continued to contact her.

A pretrial was set Feb. 29 for Robert McKay, 53, Market Street, East Liverpool, charged with criminal trespass for allegedly being at the Market Street Apartments in East Liverpool on Jan. 4 after being trespassed from the property in August.

Arraignment was set Feb. 5 for Eric Mayfield, 24, Shadylane Drive, East Palestine, charged with two counts of violating a temporary protection order for allegedly messaging a woman several times on Jan. 22 after being served with a summons for violating a protection order and being told not to contact her in St. Clair Township. He also allegedly messaged her on Jan. 18 after being served with a protection order to not have contact with her.

Richard Woodward, 53, Wells Avenue, Wellsville, was fined $250 and sentenced to 180 days in jail, with 150 days suspended and credit for 22 days served, leaving eight days still to serve, for domestic violence. He was ordered to complete 20 hours community service and to have no contact with the victim. Woodward was accused of trying to choke a woman during a an argument on Dec. 31 in Wellsville.

A pretrial was set March 26 for Daniel Rawson, 36, Massillon, charged with possession of drug abuse instrument for allegedly possessing a syringe on Jan. 16 in St. Clair Township.

A pretrial was set Feb. 1 for Khrystelle Pavlick, 28, Youngstown, charged with theft for allegedly taking $55 worth of items, putting them in her backpack and then attempting to leaving without paying at Salem Giant Eagle on Jan. 4.

A pretrial was set April 11 for Teri Richards, also known as Teri Shanabarger, 60, New Franklin, charged with two counts of passing bad checks for allegedly writing a bad check for $356 on Oct. 31, 2019 to the East Liverpool Giant Eagle and a bad check for $340 on Oct. 31, 2019 to the Calcutta Giant Eagle.

A motions hearing was set April 9 for Eugene Williams, 83, state Route 45, Lisbon, charged with aggravated menacing for allegedly making threats at a bank in St. Clair Township on June 5.

A pretrial was set April 9 for Brittany Buckel, no date of birth listed, Michigan Avenue, East Liverpool, charged with six counts of failure to file city income tax return for allegedly failing to file income tax returns in the city of East Liverpool from 2018 through 2023.

A pretrial was set April 16 for Kerry Vance, 46, West 16th Street, Salem, charged with criminal damaging and criminal trespass for allegedly pushing a fence over on West 16th Street, Salem on Aug. 17 and trespassing on the same property on Sept. 4.

A pretrial was set Feb. 27 for Nicolette Peronis, 27, East Main Street, East Palestine, charged with endangering children, failure to stop after an accident and assured clear distance. Peronis had her child in the vehicle on July 28 when she allegedly struck the rear of a parked vehicle in East Palestine, then struck it again and left the scene.

Sinthia Rodriguez, 27, Ravenna, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and traffic control devices. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 40 hours community service.

Gerald Little, 43, Warren, was fined $905 and sentenced to 30 days in jail, with credit for 18 days served, leaving 12 days yet to serve, for physical control, amended from OVI, park on highway and a probation violation for a theft charge from 2019.

Lori Smith, 53, Lewis Road, Salineville, was fined $350 for no license and use of unauthorized plate.

A status hearing was set April 30 and a jury trial was set May 8 for Randy Cox, 64, Industry, Pa., charged with drug paraphernalia, OVI first offense and traffic control devices. During a traffic stop on March 3, 2023 in St. Clair Township, Cox allegedly possessed a pipe commonly used to smoke crack cocaine.

Daniel Bernier, 38, Youngstown, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for OVI and speeding. HIs driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 20 hours community service. No fine was issued for possessing marijuana.

Anton Schafer Jr., 39, Chester, was fined $780 and sentenced to 30 days in jail for possessing drug abuse instruments, falsification, unsafe vehicle and driving under suspension. Schafer gave a false name and possessed multiple hypodermic needles during a traffic stop on Jan. 22 in St. Clair Township.

A motions hearing was set April 9 for Stephanie Patrick, 47, Aberdeen Court, Columbiana, charged with OVI first offense, OVI breath first offense, reasonable control, endangering children/operating vehicle and open container.

Nicholas Starr, 25, Verona, Pa., was fined $90 for speeding and improper/expired registration. A charge of driving under suspension was dismissed.

Adam Gallimore, 37, East Liverpool Road, Lisbon, was fined $360 for two counts of lighted lights, amended from driving under suspension, and two counts of no seat belt.

Dylan Walsh, 22, Lacroft Avenue, East Liverpool, was fined $40 for no motorcycle endorsement.

A pretrial was set March 28 for Marcie Conley, 42, Penn Avenue, Salem, charged with speeding.
