LISBON — In Columbiana County Municipal Court, a case against Lauren Fegert, 39, Alice Street, East Palestine, was bound over to the county grand jury for fourth-degree felonies of theft and falsification for allegedly providing fictitious and altered hotel receipts to Norfolk Southern four times between April 25 and June 8, along with food and fuel receipts when she was not relocated due to the February train derailment. An affidavit from East Palestine police said fictitious receipts to Best Western in Boardman totaled $15,889, with food and fuel receipts totaling $8,136, for a total of $24,026 in fraudulent funds she received from Norfolk Southern.
A case against Hunter Congrove, 20, state Route 45, Lisbon, was bound over to the county grand jury for fourth-degree felony receiving stolen property and misdemeanors of weapons while intoxicated and resisting arrest for allegedly having a gun that did not belong to him while he was impaired and for running from police who had responded to a person unresponsive at the Save A Lot grocery store in Wellsville on Dec. 8. He refused treatment and officers then noticed the barrel of a gun pointing out held between his side and his arm. He said the gun was not his and when placed in handcuffs, he took off running.
A case against Jon Carl Nelder, 42, Saltwell Road, Lisbon, was bound over to the county grand jury for third-degree felony tampering with evidence for allegedly hiding a cell phone under the couch while the Mahoning Valley Human Trafficking Task Force was executing a search warrant regarding possession of child pornography at his residence on Dec. 7. The cell phone allegedly had images of child pornography on it.
A pretrial was set March 25 for Kevin Kosko, 57, Adams Road, East Palestine, charged with engaging in prostitution, possessing criminal tools and operating a vehicle under the influence of alcohol or drugs. Kosko allegedly responded to an undercover ad on a known prostitution website, along with his girlfriend, and arranged for sexual activity with a female in exchange for $140, arriving in East Palestine on Dec. 15 for the meeting.
A pretrial was set March 21 for Amanda Baker, 31, Canton, charged with possessing criminal tools and soliciting for allegedly posting an ad on a known prostitution website and arranging to provide sexual conduct with an undercover agent in exchange for $400, arriving in Salem on Dec. 15 for the meeting.
Justin Gamble, 31, Bates Street, East Liverpool, was fined $1,425 and sentenced to 180 days in jail, with 170 days suspended and credit for one day served, leaving a balance of nine days to spend in jail, for resisting arrest, obstructing official business, OVI, driving under suspension and possession of drugs. His driver’s license was suspended for two years. A domestic violence charge was dismissed. Gamble approached officers investigating a domestic on July 27 in East Liverpool and denied being Justin Gamble and started to leave, ignoring police orders to stop and then pulling away when they attempted handcuff him. He was tased and then forcibly handcuffed. The drug charge involved marijuana on May 27.
Michael Diana, 44, Youngstown, was fined $250 and sentenced to 180 days in jail, with 169 days suspended and credit for 11 days served, for assault. He was ordered to complete 60 hours community service and have no contact with the victim and stay away from her home. Diana was accused of grabbing a woman by the shirt and smacking her on April 18, 2022 in East Palestine.
A pretrial was set Jan. 2 for Keith Goss, 35, Clark Avenue, Wellsville, charged with aggravated menacing for allegedly threatening physical harm to three females on Dec. 18 in Wellsville.
Kevin Frazier, 42, May Road, East Liverpool, was fined $300 and sentenced to 34 days in jail, with credit for 33 days served, for possessing drug abuse instruments, falsification and obstructing official business for incidents on Nov. 15 when he fled on foot from St. Clair Township police, giving them an incorrect social security number and being caught in a wooded area. When he arrived at the county jail for booking, a corrections officer was stuck by a needle after finding two uncapped hypodermic needles in the pocket of Frazier’s sweatpants.
Christian Hall, 27, South Union Avenue, Salem, was fined $250 and sentenced to 180 days in jail, with 178 suspended and credit for two days served, for theft for stealing a bottle of liquor valued at $10.99 from Gene’s Drive Thru in Salem on Sept. 12.
Laurie Harmon, 48, East Martin Street, East Palestine, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served for disorderly conduct, amended from domestic violence. She was ordered to complete 20 hours community service. Harmon was accused of grabbing another woman by the face and scratching her during a disturbance in East Palestine on Oct. 22.
A pretrial was set March 25 for Bobbie Anchondo, 51, Washington Street, Leetonia, charged with obstructing official business for her actions during a recent traffic stop in Columbiana when she was a passenger and refused to lower her window so officers could speak with the driver. She also refused to get out of the vehicle.
Heather Sluss, 40, Cannons Mill Road, East Liverpool, was fined $250 and sentenced to 30 days in jail for theft, to be served concurrent with a current prison term. On June 17, Sluss was one of two people who pawned items stolen from a St. Clair Township property where they were staying, including power tools and a chain saw.
A violation for maximum permitted height of weeds was dismissed against Hanna Dickey-Meeks, 31, Dome Street, East Liverpool. The charge stemmed from an alleged violation on June 14 for high grass at a property on Orchard Grove Avenue, East Liverpool.
Emilee McAlvey, 35, Saegertown, Pa., waived extradition as a fugitive from justice from Pennsylvania where she was wanted for failure to appear for a parole violation for theft. She was taken into custody during a traffic stop in Elkrun Township.
A pretrial was set Feb. 22 for Jonathan Fish, 44, Woodsdale Road, Salem, charged with two counts of passing bad checks for allegedly writing bad checks to Ianozone’s Pizza in East Palestine for $17 on Oct. 20 and $47.25 on Oct. 26.
A pretrial was set March 26 for Michael Mercer II, 30, Milbourne Street, East Liverpool, charged with three counts of failure to pay city income tax and one count of failure to file city income tax return for allegedly failing to pay income taxes from 2018 through 2020 totaling in excess of $1,900 and failing to file an income tax return for 2021, all in East Liverpool.
Dawn Wooten, 40, Drain Street, East Liverpool, was fined $500, but then the fine was suspended for one count of failure to pay city income tax. Three other counts of failure to pay city income tax were dismissed. Wooten had been accused of failing to remit $2,936 for income tax returns in 2020 through 2023 in East Liverpool.
Taylor Lemasters, 29, Milbourne Avenue, East Liverpool, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI and reasonable control. Lemasters’ driver’s license was suspended for one year, with driving privileges granted, and an order to complete 40 hours community service.
Karen Brightwell, 62, East Main Street, East Palestine, was fined was fined $550 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for driving under suspension, resisting arrest and obstructing official business for refusing to turn over a child when someone else was given temporary custody and then resisting arrest in East Palestine on Oct. 24. She was ordered to complete 40 hours community service.
A pretrial was set March 19 for Terry Lee Jones, 53, Washington Street, Leetonia, charged with OVI second offense, OVI breath second offense, driving under suspension and left of center.
Isaac Chalmers, 25, Pittsburg Street, Columbiana, was fined $640 for speeding, reckless operation and three counts of driving under suspension for three separate incidents. Another speeding charge was dismissed.
A pretrial was set March 21 for Teryn Fullerton, 27, Jackson Street, East Liverpool, charged with OVI first offense and reasonable control.
LC Deshawn Harvey, 50, Warren, was fined $100 and sentenced to three days in jail, with credit for three days served, for drug paraphernalia for possessing a crack pipe while a passenger in a vehicle that fled from police and wrecked in East Palestine on July 9, 2021.
Jenny Marie Carson, 47, High Street, Leetonia, was fined $45 for a turn signal violation, with a charge of driving under suspension dismissed.
