LISBON — In Columbiana County Municipal Court, a case against Brenston Thompkins, 28, Newton Falls, was bound over to the county grand jury for third-degree felonies of soliciting with positive HIV and tampering with evidence, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution. Thompkins allegedly responded to an undercover ad on a known prostitution website and arranged to have sexual acts with a female in exchange for methamphetamine, traveling to East Palestine for the meeting Nov. 11. Thompkins was HIV positive and had HIV medicine in his possession.
A case against Juston Buskirk, 44, West Martin Street, East Palestine, was bound over to the county grand jury for a fifth-degree felony theft charge. Two counts of violation of a temporary protection order were dismissed upon motion by the state. Buskirk allegedly filed a claim at the Norfolk Southern assistance center claiming he resided with a woman in East Palestine, that they were married and had four children when he didn’t live in East Palestine, wasn’t married to the woman and did not have four children. He received a check for $707 on Feb. 11 for lodging, food and child care, a check for $6,000 on Feb. 14 for relief for himself, the woman and four children and a check for $171 on Feb. 22 for incidental expenses. In April, he allegedly traveled to Washington State and met the woman who rented a car and billed Norfolk Southern for six days, then left the car with Buskirk who provided it to another woman. The car was reported stolen on April 25. The dismissed charges dealt with him being at an East Palestine residence on Nov. 7 and 9 where he’s not allowed to be.
A case against Brandi Pulver, 31, Bulgar, Pa., was bound over to the county grand jury for fifth-degree felony improper handling firearms in a motor vehicle and misdemeanor endangering children for allegedly possessing a loaded firearm while intoxicated during a traffic stop with a child in the back seat on Oct. 28 in Columbiana.
A preliminary/pretrial hearing was set Nov. 30 for Scott Kaltenbach, 46, Guy Road, Lisbon, charged with fifth-degree breaking and entering and misdemeanor criminal mischief for allegedly damaging the front door of a trailer at Echo Dell Trailer Park in St. Clair Township and entering on Nov. 15.
Beau Figley, 41, East Taggart Street, East Palestine, was fined $500 and given a suspended 180-day jail term for weapons while intoxicated and obstructing official business. He was ordered to complete 40 hours community service and a firearm safety course. Figley was accused of firing shots in his backyard while a train was going through in East Palestine on Nov. 9 while he was intoxicated, initially telling officers the shots came from across the street somewhere.
Randolph Slager, 35, Louise Avenue, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 160 days suspended and credit for 12 days served, leaving a balance of eight days to serve, for domestic violence. He was ordered to complete 40 hours community service and have no contact with the victim, whom he had strangled in a fit of anger sometime earlier this month in East Liverpool. He was also fined $150 for theft for concealing several items in his pants in an attempt to steal them at the Calcutta Walmart on Sept. 8. He was fined $200 for driving under suspension and speeding. He was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs. His driver’s license was suspended for one year.
A pretrial was set Feb. 8 for Diamond Nicole Scott, 29, Youngstown, charged with possessing criminal tools, soliciting and drug paraphernalia for allegedly posting an ad on a known prostitution website and agreed to meet an undercover police offer for sexual activity in exchange for money, traveling to East Palestine on Nov. 19 for the meeting. She also allegedly possessed a crack pipe and crack cocaine.
George Kredel, 81, Beaver Falls, Pa., was fined $600 and given a suspended 90-day jail term for engaging in prostitution and disorderly conduct, amended from possessing criminal tools. He was also ordered to complete 20 hours community service and a 12-hour online education course. Kredel made arrangements for sexual conduct in exchange for money with an undercover Mahoning Valley Human Trafficking Task Force agent posing as a female and arrived in East Palestine on Sept. 12, 2022 for the meeting with his cell phone.
Jason Payne, 48, Hookstown, Pa., was fined $550 and given a suspended 30-day jail term for obstructing official business, disorderly conduct and disorderly conduct amended from assault. He must pay restitution of $2,907 to Craig Cozza. Payne was involved in a large fight at The Vault in East Liverpool on May 6 and refused to leave when ordered by employees, continuing to act erratic. He allegedly assaulted someone also and left without permission of police.
Shane Kreefer, 37, Dunn Road, East Liverpool, was fined $300 and given a suspended 30-day jail term for disorderly conduct and disorderly conduct amended from assault for being involved in a large fight at The Vault in downtown East Liverpool on May 6. He was ordered to pay restitution of $2,907 to Craig Cozza.

He was ordered to pay restitution of $2,907 to Craig Cozza.
A pretrial was set March 4 for James L. Wilson, 57, Main Street, Wellsville, charged with domestic violence for allegedly grabbing a woman by the shoulders during an argument and shoving her into the back of the couch on Aug. 12 in Wellsville and also allegedly threatened her.
A pretrial was set Feb. 27 for Drewskavious Vantrell McKinney, 35, Orchard Grove Avenue, East Liverpool, charged with domestic violence for allegedly striking a woman in the head with his fist on Nov. 10 in East Liverpool. The charge originally was a felony, but was amended to a misdemeanor.
Christopher Craft, 30, Mill Street, Rogers, was fined $250 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for assault, amended from domestic violence. He was ordered to complete 40 hours community service. Craft was accused of slapping a woman in the face, shoving her and holding her down on Aug. 30 in Rogers.
A pretrial was set Feb. 13 for Tony Hilton, 43, Blakely Street, East Liverpool, charged with theft for allegedly stealing a cup of coffee from Sheetz gas station in Calcutta on Nov. 16. He told police he visits regularly and almost never pays for any coffee.
Clay Mills, 19, Richmond, was fined $250 and given a suspended 60-day jail term for interference with custody. He was ordered to complete 60 hours community service. Mills had two juvenile females in his vehicle during a traffic stop on Dec. 12, 2022 who allegedly didn’t know where they were or where they were going. The parents did not know him.
Scott Shreve, 35, Duke Road, East Liverpool, was fined $850 and sentenced to 180 days in jail, with 135 days suspended and credit for 45 days served, for receiving stolen property, falsification and three counts of theft. He was ordered to complete 100 hours community service and to stay out of Walmart. Shreve was accused of having a stolen lawn tractor on Oct. 29, 2022 in East Liverpool, taking $180 from a woman on July 29, 2022 to repair and seal her driveway but never doing the work, failing to pay $10.75 cab fare on Dec. 24, 2022 in St. Clair Township, and failing to scan and pay for six items totaling $611 for the Calcutta Walmart on Nov. 25, 2022, then lying to police about his identity.
Courtney Fish, 35, East Taggart Street, East Palestine, was fined $100 and sentenced to one day in jail, with credit for one day served, for criminal trespass for an incident Jan. 4 in East Palestine when she was found in a parking lot attempting to enter vehicles and appeared to be under the influence.
Mohamed Nahshal, 23, East State Street, Salem, was fined $200 for trafficking in cigarettes and failure to post tobacco license or comply with law for tobacco selling violations at One Stop Smoke and Vape in Salem on July 27.
A pretrial was set March 5 for Gareth Hyder, 32, Cleveland Avenue, East Liverpool, charged with three counts each of failure to pay city income tax and failure to file city income tax return for allegedly failing to pay East Liverpool city income tax from 2018 through 2020 and failed to file a return in East Liverpool from 2021 through 2023.
Charity Todd, 23, Salem Unity Road, Salem, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 50 hours community service.
Russell Hetrick, 53, Brookfield Avenue, Lisbon, was fined $250 and sentenced to three days in jail for drivng under suspension. His driver’s license was suspended for 180 days.
Ethan Stephenson, 19, Sidehill Road, East Liverpool, was fined $150 for equipment violation, amended from reckless operation.
Keith Fiscus, 65, Kittanning, Pa., was fined $150 for unsafe vehicle, amended from speeding.
James Richard Zimmerman, 29, state Route 7, Columbiana, was fined $100 for driving under suspension.
Christopher Noble, 19, Struthers, was fined $20 for a charge of excessive smoke.
Megan Sine, 37, West Ninth Street, East Liverpool, was fined $50 for failure to move to left for public safety vehicle.
