LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Nov. 27 for Scott Thompson, 50, Clarksville, Tenn., charged with fourth-degree felony promote prostitution-transport across state lines for sex for hire, and misdemeanor drug paraphernalia. Thompson allegedly drove a woman to East Palestine for a sex-for-hire arrangement with an undercover police officer on Nov. 18, had to be physically removed from the vehicle and possessed a crack pipe and suspected crack cocaine.

A pretrial was set Feb. 26 for Jennifer Eve Lee, 52, Lansing, Mich., charged with possessing criminal tools, soliciting and drug paraphernalia for allegedly posting a sex for hire ad on a known prostitution website and arranging for sexual activity with an undercover officer, traveling to East Palestine on Nov. 18 for the meeting in a vehicle driven by a man. She allegedly had two crack pipes in her possession.

A preliminary/pretrial hearing was set Nov. 30 for Nicholas Faulk, 33, West Ninth Street, East Liverpool, charged with third-degree felony fleeing and eluding police officer and misdemeanors of obstructing official business, reckless operation, stop sign, speeding and two counts driving under suspension. Faulk allegedly fled from police attempting a traffic stop on Aug. 22 in Salineville for reckless driving and also fled on foot from police during a traffic stop on Nov. 20 in St. Clair Township. He was eventually found in a back yard.

Jerry Lynn Westfall, 63, Jefferson, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Westfall responded to an undercover ad on a known prostution website and arranged for sexual activity with a female in exchange for $240 on July 28 in East Palestine.

Sentencing was set Nov. 30 for David Dalpra, 53, Canton, who pleaded no contest to possessing criminal tools and engaging in prostitution for allegedly requesting sexual conduct from an undercover agent in exchange for $140 and driving to Salem on Nov. 10 for the meeting.

Brandon Fultz, 36, Fowler, Ind., was fined $600 and given a suspended 30-day jail term for possessing criminal tools, engaging in prostitution and possession of drugs for arranging for sexual activity in exchange for $180 with two adult females advertised by an undercover agent of the Mahoning Valley Human Trafficking Task Force, then arriving in East Palestine for the meeting Jan. 6. Fultz was ordered to forfeit $180 to the MVHTTF, permitted to buy out 40 hours community service for $400 and ordered to complete a 12-hour online prostitution prevention course.

A domestic violence charge was dismissed against Lachelle McClintock, 34, West Main Street, Salineville, by the prosecution due to the alleged victim being uncooperative. McClintock had been accused of striking another woman on Dec. 10, 2020 in East Liverpool.

Peyton Wolfe, 24, Neeld Road, East Palestine, was fined $500 for obstructing official business and two counts driving under suspension, with the obstructing charge related to not answering the door of a property in Columbiana for police who had been attempting a traffic stop on May 22 and found the vehicle in the yard.

A pretrial was set Feb. 27 for Adam Douglass, 38, Cain Street, East Liverpool, charged with assault, operating a vehicle under the influence of alcohol or drugs third offense and assured clear distance for allegedly punching another man multiple times on Nov. 15 in St. Clair Township after an alleged hit and run.

A pretrial was set Feb. 26 for Albert McVay, 60, Trinity Church Road, Lisbon, charged with failure to comply for allegedly fleeing from deputies trying to serve him with a warrant on Nov. 19 on Trinity Church Road, Lisbon.

Gregg Balint, 48, U.S. Route 30, Hanoverton, was given a suspended 90-day jail term for two counts cruelty to animals, with two additional charges of cruelty to animals dismissed, for failing to provide proper food or shelter for two bulls from Dec. 1 through Dec. 23, 2022 on his property, where they were outside in cold temperatures with no food or water. As part of his sentence, he was ordered not to own or possess any farm animals or livestock, to reimburse the Columbiana County Humane Society $900 and to have periodic inspections of his outdoor areas by the humane society.

A fourth-degree felony charge of improper handling of a firearm in a motor vehicle was dismissed against John Allen White, 60, Campbell Road, Hanoverton, by motion of the prosecution, with costs taxed to the state. White had been accused of waving around a loaded firearm in a vehicle on July 1.

A pretrial was set Feb. 5 for David Gamble, 34, Avondale Street, East Liverpool, charged with violation of a protection order for allegedly sending social media messages and text messages to a protected person on Nov. 15 in East Liverpool.

A pretrial was set Feb. 12 for James Lange, 43, South 15th Street, Sebring, charged with theft for allegedly failing to scan and pay for 37 items totaling $147 at the Salem Walmart on Nov. 3.

Kerry Fraser, 22, Canton, was fined $925 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program for OVI and speeding. Frasier’s license was suspended for one year and 20 hours community service were ordered.

Tristan Apinis, 38, Cleveland Street, Salem, was fined $450 and sentenced to 180 days in jail, with 175 days suspended and credit for five days served for possessing drug abuse instruments and two counts drug paraphernalia. He was ordered to complete 40 hours community service. Apinis possessed two syringes and a small clear vile containing an unknown substance during a traffic stop Jan. 13 in Salem and for possessing a folded up U.S. currency bill that held dangerous drugs during a traffic stop on Sept. 20, 2022 in Salem.

Rosie Faulkner, 36, West Martin Street, East Palestine, was fined $1,375 and sentenced to 180 days in jail, with 166 days suspended and credit for 14 days served, for obstructing official business, attempted (related to drug paraphernalia), driving under suspension, OVI and a red light violation. Charges of resisting arrest and marked lanes were dismissed. Her driver’s license was suspended for a year. Charges stemmed from traffic stops on May 19 and June 1.

Matthew Soldo, 43, Idaho Avenue, Salem, was fined $150 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served for possessing drug abuse instruments for possessing a hypodermic needle during a traffic stop on Feb. 23 in Columbiana. He was ordered to complete 40 hours community service.

Ryan Partee Jr., 19, New Cumberland, W.Va., was fined $150 and given a 30-day jail term for criminal damaging for breaking a window on Main Street, Wellsville on Aug. 22. He was also ordered to pay $756.58 to Liberty Theater.

A pretrial was set Feb. 27 for Jonathan Weyand, 30, Chester, W.Va., charged with marked lanes and drug paraphernalia for allegedly possessing a cut straw with residue during a traffic stop on Nov. 4 in St. Clair Township.

A pretrial was set Feb. 8 for David Hitchcock, 44, North Vine Street, Columbiana, charged with speeding, failure to comply with the order or signal of a police officer and resisting arrest for allegedly failing to stop for police attempting a traffic stop and then resisting arrest on Nov. 16 in Columbiana.

A pretrial was set Nov. 27 for Nathan Knight, 39, North Market Street, Lisbon, charged with possession of drug abuse instruments for allegedly possessing two hypodermic needles during a traffic stop Nov. 10

A pretrial was set Jan. 30 for Justin Meiser, 42, Copley, charged with maximum possible height of weeds for allegedly failing to cut overgrown weeds at an East Liverpool property on June 8.

A pretrial was set Feb. 29 for Keith May, 61, Four Oaks, N.C., charged with OVI first offense, OVI breath, failure to display valid sticker and left of center.

A pretrial was set Feb. 27 for Derek Thompson, 28, Chester Avenue, Wellsville, charged with physical control.

A pretrial was set Feb. 26 for Jose Davila, 54, Darlington, Pa., charged with OVI first offense, OVI breath and marked lanes.

A pretrial was set Feb. 27 for Nathan Alexander, 44, South Elm Street, Columbiana, charged with a traffic control devices violation.

Steven Stoffer, 43, state Route 14, New Waterford, was fined $100 for prohibited operation on roadway, with a charge of right of way public safety vehicle dismissed.

Harley Rogers, 25, Steubenville Pike Road, Lisbon, was fined $250 for two counts driving under suspension.

A pretrial was set Feb. 8 for Lauren Ray, 25, Quincy Avenue, Columbiana, charged with two counts of failure to register dogs for allegedly failing to register two dogs in Columbiana on Nov. 6.

A pretrial was set Feb. 26 for Lance Steffel, 68, Warren, charged with driving under suspension.

James Steeves, 29, state Route 164, Lisbon, was fined $150 for an equipment violation, amended from speeding.

A pretrial was set Feb. 26 for Robert Allen, 23, Girard, charged with speeding.

A pretrial was set March 5 for Alexis Jerels, 31, Canton, charged with speeding.

Devon Dunn, 28, East Lincoln Way, Lisbon, was fined $250 for criminal damaging.

Brigitta Cepin, 43, South Market Street, East Palestine, was fined $375 and sentenced to three days in jail for driving under suspension.
