Court News
LISBON — A Salem man facing drug-related charges and a count for possessing a stolen car entered guilty pleas in two separate cases recently in Columbiana County Common Pleas Court.
Matthew Crowl, 45, Benton Road, pleaded guilty to third-degree felony tampering with evidence and fourth-degree felony receiving stolen property, with sentencing set for Thursday.
Misdemeanor charges of possessing drug abuse instruments and illegal use or possession of drug paraphernalia will be dismissed.
Crowl was accused of possessing an unknown white substance in his pocket on July 11, 2022 in Salem and a syringe used for injecting narcotics that fell from his shorts while being fingerprinted. He also was accused of having a 2004 red Pontiac Vibe belonging to Marcie McMannis on March 23.

— Dana McGilvary, 40, Henry Avenue, East Liverpool, was ordered to the county jail for 90 days, with credit for 55 days already served, for violating probation on a receiving stolen property, fifth-degree felony charge, from 2019. On May 19, 2019 McGilvary had a television, women’s makeup, compact discs and a game player hand controller belonging to Shania Voigt.
— Heather Long, 39, state Route 518, Lisbon, was placed on probation for four years and ordered to pay restitution of $7,052 to the Columbiana County Department of Job and Family Services for illegal use of supplemental nutritional assistance program benefits or WIC program benefits. The illegal use occurred from June 27, 2018 to May 31, 2019.
— Stephanie Savin, 32, Valley Avenue, East Liverpool, was placed on a treatment plan for three years after pleading guilty to aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on May 6, 2022.
— Jamie Nicholson, 44, Lincoln Avenue, East Liverpool, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, with sentencing set for Jan. 22. Nicholson possessed methamphetamine on June 2, 2022.
— Robert Fuson Jr., 46, West Wilson Street, Salem, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, with sentencing set for Jan. 12. Fuson possessed methamphetamine on Aug. 4, 2021.

LISBON — In Columbiana County Municipal Court, a preliminary/status hearing was set Nov. 13 for Tiffany Sattler, 32, Commerce Street, Wellsville, charged with fifth-degree felony theft and misdemeanors of theft, criminal trespass and abuse of a corpse. A jury trial was set Nov. 15 for the misdemeanor counts. Sattler allegedly stole a man’s electric bike on Oct. 16 in Wellsville and stole a jacket, pack of cigarettes and television firestick while trespassing in an apartment in Wellsville on Oct. 28, 2022. The abuse of a corpse charge stemmed from Sattler allegedly helping to move a deceased drug overdose victim who was dragged to a van on Chester Avenue and transported to the area known as the switch at state Route 7 and Kountz Avenue in Wellsville on March 22, 2021.
A preliminary/pretrial hearing was set Nov. 9 for Jonathan Fish, 44, North Sumner Street, East Palestine, charged with fifth-degree felony improper handling of a firearm in a motor vehicle and misdemeanors of OVI first offense, assured clear distance, expired plate, no seat belt and theft. Fish allegedly possessed a loaded firearm when troopers responded for a disabled vehicle on Oct. 6 in Unity Township. On Oct. 13 in Salineville, he allegedly left without paying for $112 in gasoline.
A status hearing was set Feb. 6, with a court trial set Feb. 15 for Kimberly Wellman, 52, West Fourth Street, Salem, charged with domestic violence for allegedly shoving a man into a kitchen counter trying to get her cell phone back on May 24 in Salem.
A status conference was set Nov. 21 for Jason Payne, 48, Georgetown, Pa., charged with assault, obstructing official business and disorderly conduct for allegedly being involved in a large fight at The Vault in East Liverpool on May 6 and refusing to leave when ordered by employees, continuing to act erratic.
Nevin Householder, 27, Toronto, was fined $200 and sentenced to 30 days in jail, with 20 days suspended, leaving 10 days to serve for menacing. He was ordered to serve 20 hours community service. Householder was threatening people on Sept. 25 in East Liverpool.
A pretrial was set Nov. 16 for Donald Allgood, 35, Ohio Avenue, East Liverpool, charged with possession of drug abuse instrument and disorderly conduct for an incident Nov. 28, 2018 when he allegedly overdosed with a needle hanging out of his arm in East Liverpool.
A pretrial was set Feb. 1 for Jeanna Murray, 42, Dyke Road, Rogers, charged with theft for allegedly failing to scan and pay for 20 items totaling $122 at the Calcutta Walmart on Oct. 24.
A pretrial was set Feb. 5 for Wayne Hetrick, 23, Garfield Avenue, East Palestine, charged with disorderly conduct for allegedly arguing with a woman while intoxicated, scaring another relative and causing excessive noise on Oct. 28 in East Palestine
A pretrial was set Nov. 13 for Mark Oiler, 22, Echo Dell Road, East Liverpool, charged with domestic violence for allegedly causing physical harm to a woman during a domestic on Oct. 30 in East Liverpool.
A case against Mark Courtney, no date of birth listed, Alliance, was dismissed after an agreement was reached with the city of Salem to resolve the matter. Charges against Courtney had included substandard premises, defective floor supports and faulty weather protection for housing violations related to a Columbia Street, Salem property.
A pretrial was set Feb. 6 for Casey Rockey Jr., 45, McKee Street, East Liverpool, charged with two counts failure to pay city income tax and four counts failure to file city income tax return for allegedly pay East Liverpool city income tax in 2018 and 2019 and failing to file a return from 2020 to 2023.
Steven Voltmann, 33, Pickering Street, East Liverpool, was fined $150 and sentenced to one day in jail, with credit for one day served, for drug paraphernalia for possessing a tray, a hollowed out pen and debit card all with an unknown white powder during a traffic stop Oct. 9 in St. Clair Township.
A pretrial was set Feb. 8 for John Shelley, 51, East Pershing Street, Salem, charged with operating a vehicle under the influence of alcohol or drugs second offense, OVI breath second offense and left of center.
A pretrial was set Feb. 1 for Alex Lewis, 35, West First Street, Minerva, charged with OVI first offense, OVI breath first offense, distracted driving and reasonable control.
A status hearing was set Feb. 20, with a court trial set Fev. 26 for Tosca Kemp, 48, North Market Street, East Palestine, charged with OVI first offense, OVI breath first offense, improper/expired registration and reasonable control.
Andrew Garwood, 37, Black Road, Lisbon, was fined $295 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program for speeding and reckless operation amended from OVI. His driver’s license was suspended for one year, with driving privileges granted. He was permitted to buy out 40 hours community service for $400.
Clarence McCune, 28, East Eighth Street, East Liverpool, was fined $255 for driving under suspension, no seat belt, improper/expired registration and loud muffler.
Joseph Hill, 37, Hillcrest Drive, Hanoverton, was fined $225 for no motorcycle endorsement, expired registration and lighted lights, amended from reasonable control.
Erica Brown, 42, Forsyth Place, East Liverpool, was fined $150 for school bus stop sign.
A pretrial was set Feb. 1 for Franklin Morton, 59, Cleveland, charged with improper passing.
A pretrial was set Feb. 6 for Mark Evans, 70, North Lima, charged with speeding in a school zone.
