LISBON — A man accused of strangling a woman to the point of unconsciousness earlier this year was sentenced recently to three and a half years in prison.

Edward Torres, 42, Green Lane, East Liverpool, previously pleaded guilty to third-degree felonies of strangulation and violating a protection order and fifth-degree felony obstructing official business. A second-degree felony of felonious assault was dismissed.

During sentencing last week in Columbiana County Common Pleas Court, Judge Scott Washam sentenced Torres to 30 months for the strangulation charge and an additional 12 months on the protection order violation and obstructing charges, for a total of 42 months. He received credit for 175 days already served in the county jail.

Torres strangled the woman and struck her in the face when she went to the Green Lane residence to gather her belongings on May 19. She had a protection order against him at the time. The obstruction charge stemmed from a May 23 incident when he barricaded himself in the apartment and didn’t cooperate with East Liverpool officers.

Also in Columbiana County Common Pleas Court:

— Jon Huff, 37, Youngstown, was placed under community control for four years for fourth-degree felony attempted compelling prostitution, amended from compelling prostitution, and misdemeanor engaging in prostitution. As part of his probation, he must serve 58 days in the county jail and was deemed a Tier II sex offender with a requirement to register his address with law enforcement. Huff made arrangements through an undercover ad placed by law enforcement to have sexual conduct with an adult female and watch activities between the adult female and a juvenile female in exchange for money. He drove to East Palestine on Sept. 21, 2022 for the meeting.

— Brock Bailey Jr., 25, Alliance, was placed on probation for two years for aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Nov. 7, 2021. He received credit for 35 days served.

— Daniel Hess, 64, Mineral Ridge, was sentenced to nine months in prison for a fourth-degree felony lesser offense of attempted compelling prostitution and fourth-degree felony attempted unlawful sexual conduct with a minor. Charges of possessing criminal tools and engaging in prostitution will be dismissed. He received credit for 30 days served in the county jail and was deemed a Tier II sexual offender required to register his address with law enforcement. Hess made arrangements with an undercover Mahoning Valley Human Trafficking Task Force agent to meet an adult female and 15-year-old girl for sexual conduct in exchange for $130, arriving in East Palestine on Nov. 9, 2022 with his cell phone, the money and two Frosty’s from Wendy’s he was asked to pick up for the females.
