Grand Jury
LISBON — A Lisbon woman accused of causing risk to a child was served Thursday with a secret indictment issued by the Columbiana County Grand Jury for two counts of endangering children.
Jillian Lockwood, 38, Eric Drive, was charged with a third-degree felony and a misdemeanor for incidents covering the time frame Oct. 18, 2020 to April 6, 2023.
Also served with a secret indictment was Joseph Kelly, 39, Etruria Street, East Liverpool, charged with possession of cocaine, a third-degree felony, aggravated possession of drugs, a fifth-degree felony, and two counts of misdemeanor possession of drugs for allegedly possessing cocaine equal or greater than 10 grams but less than 20 grams, oxycodone, buprenorphine, and lorazepam on Jan. 7, 2022. The charges include specifications for forfeiture of money in a drug case totaling $2,945.

LISBON — A Salineville man charged for multiple drug felonies stemming from a 2022 drug raid at a Foundry Hill Road home was placed on probation for four years.
Austin Ford, 23, West Main Street, must serve up to six months of the probation at the Eastern Ohio Correction Center in Wintersville. He also received a $5,000 mandatory fine and must forfeit $111.
Charges against Ford included third-degree felony possession of cocaine, fourth-degree felony possession of fentanyl-related compound, and two fifth-degree felony counts of aggravated possession of drugs, all with specifications for forfeiture of money in a drug case, for charges related to the drug raid.
Drugs involved included; cocaine in an amount equal or greater than 10 grams, but less than 20 grams; fentanyl-related compound in an amount equal or greater than 1 gram but less than 5 grams, oxycodone and 6-MAM (6-monoacetylmorphine). The forfeiture specification amount was $111.
The Columbiana County Drug Task Force executed the search warrant at the Foundry Hill Road, Salineville property on Jan. 27, 2022, seizing a handgun, two rifles, crack cocaine, fentanyl, methamphetamine, cocaine, pills, several phones, drug paraphernalia and some cash. A charge of trafficking in cocaine was being dismissed.
The sentence
The sentence includes charges of possession of fentanyl-related compound and aggravated possession of drugs, both fifth-degree felonies, from a separate indictment for possessing fentanyl-related compound and oxycodone on April 2, 2021.
Municipal Court
LISBON — In Columbiana County Municipal Court, cases against Brad Symanski, 45, Massillon, were bound over the county grand jury for three counts of harassment by an inmate, a fifth-degree felony, and misdemeanor disorderly conduct for an incident Sept. 22 at the county jail.
Symanski allegedly spit in the faces of a deputy and two EMTs when being prepared for transport by ambulance. Prior to that, he had been acting unruly in booking, continuously banging on the door after being told to stop. According to court documents, jail staff had already sprayed him with pepper spray multiple times due to his combative behavior.
Chris Weckerly, 44, Beaver Falls, Pa., was fined $500 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days to serve, for assault. He was ordered to complete 20 hours community service and to have no contact with the juvenile victim. He was accused of punching a juvenile in the head and face after entering the playground area at East Palestine Park on July 4.

Carly Brown, 27, New Galilee, Pa., was fined $500 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days to serve, for assault. She was ordered to complete 20 hours community service and to have no contact with the juvenile victim. Brown was accused of punching a juvenile in the head and face after entering the playground area at East Palestine Park on July 4 and also pulled her hair.
A pretrial was set Nov. 7 for Amber Cataldo, 31, Riverside Avenue, Wellsville, for endangering children after four children ages 2 to 7 years old who were supposed to be in her car were found playing around the car in the parking lot for Shoe Sensation in Salem on Aug. 26 without an adult present while she was inside the store shopping.
David Rincones, 47, Youngstown, was fined $750 and given a suspended 60-day jail term for possession of criminal tools, with a charge of engaging in prostitution dismissed. He was permitted to buy out 40 hours of community service for $400 and ordered to forfeit $80 to the Mahoning Valley Human Trafficking Task Force. He was also ordered to complete a 12-hour online prostitution prevention course. Rincones was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $80, traveling to East Palestine on June 12 for the meeting.
A pretrial/status hearing was set Jan. 30 for Randall Culler, 44, Bell Road, Lisbon, charged with domestic violence, two counts of violation of a protection order and aggravated menacing related to four separates cases. The aggravated menacing stemmed from a road rage incident involved a knife being brandished on June 23 on Bell Road, Lisbon.
A pretrial was set Oct. 26 for Brian Curran, 35, Lemon Street, East Liverpool, charged with domestic violence.
A charge of domestic violence was dismissed against Steven Stoffer, 43, state Route 14, New Waterford, due to the alleged victim falsifying statements regarding an incident Sept. 11 in New Waterford. Costs were taxed to the victim.
A pretrial was set Jan. 4 for Shaun Cooper, 34, Chester, W.Va., charged with driving under suspension and open container.
Virgil Wickman, 40, New Cumberland, W.Va., was fined $150 for driving under suspension and expired registration.
Michael McGonigal, 40, Charles Street, East Liverpool was fined $100 for public intoxication.
