LISBON — In Columbiana County Municipal Court, cases against Michael Sims Long, 44, West Martin Street, East Palestine, were bound over to the county grand jury for second-degree felony improper discharge of firearm at habitation or school, fifth-degree felony prohibitions concerning companion animals and misdemeanor endangering children. According to an affidavit, he allegedly called 911 and said his dog was hit by a train and was dead, but that the dog was still walking around the yard. While police were en route, he called 911 again and said “you will hear gunshots.” When police arrived, Long was standing in his front yard with his hands up. There was a rifle laying in the yard a few feet from him. Then officers saw a husky/yellow lab mix tied to the front porch of the residence with a gunshot wound to the chest/shoulder area. The dog was severely injured, but still alive at the time, succumbing on the way to an emergency vet while being transported by police.
Long allegedly claimed that he shot the dog one time with his rifle and that the dog had lunged at him as though it was going to bite him. Long allegedly fired the shot towards his home with his two juvenile sons inside.
A case against Charles Shelva Lee Bell II, 20, Blakely Street, East Liverpool, was bound over to the county grand jury for second-degree felony robbery for Bell allegedly coming up to a man while he was pumping gas at River City Fill Up in East Liverpool and spraying him with pepper spray, then taking his phone and car keys before fleeing the scene on Sept. 14.
Cases were bound over to the county grand jury for Tia Miller, 34, Martin Avenue, East Liverpool, charged with third-degree felony failure to comply with the order or signal of a police officer and misdemeanor drug paraphernalia for allegedly failing to stop during an attempted traffic stop by St. Clair Township Police on Oct. 1 and possessing a burnt glass pipe and crystal like substance in a pill bottle. She was also fined $100 and sentenced to six days in jail, with credit for six days served, for drug paraphernalia for possessing a digital scale with white residue during a traffic stop June 17, 2022 in St. Clair Township.
A pretrial was set Oct. 30 for Clarence McCune, 28, East Eighth Street, East Liverpool, charged with aggravated menacing, driving under suspension, no seat belt, muffler excessive noise and improper/expired registration. McCune allegedly threatened a man in Wellsville, saying he was going to blow up his vehicle and that he should be shot on Oct. 16.
Delshawn Lewis, 19, West State Street, Salem, was fined $150 and sentenced to 180 days in jail, with 173 days suspended and credit for seven days served, for domestic violence for physically harming a male during an incident Oct. 9 in Perry Township, striking the side of the victim, pushing him into the wall and placing the victim in a neck restraint. He was ordered to complete 40 hours community service.
Phillip Lewis, 71, West State Street, Salem, was fined $150 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for domestic violence. He was ordered to complete 40 hours community service. He was accused of physically harming a male during an incident Oct. 9 in Perry Township, striking the side of the victim, pushing him into the wall and placing the victim in a neck restraint.
James Lee Yocum, 45, Girard, was fined $1,625 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for engaging in prostitution, possessing criminal tools and operating a vehicle under the influence of alcohol or drugs. His driver’s license was suspended for one year. He was also ordered to complete 20 hours community service and a 12-hour education course. Yocum responded to an undercover ad on a known prostitution website and arranged for sexual activity with a mother and daughter in exchange for $220, arriving on April 19 in East Palestine for the meeting apparently driving impaired.
Homer Swanson IV, 26, U.S. Route 30, Hanoverton, was fined $250 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served in jail, for obstructing official business. He was ordered to complete 40 hours community service and have no contact with an address on Liberty Street, Salem where the incident occurred. Salem police had been called to the property on April 16 for a reported domestic dispute and Swanson failed to acknowledge police orders to open the door and ignored police announcements at the property. The woman was not injured, resulting in the obstruction charge for Swanson not following police commands.
A pretrial was set Nov. 9 for Arthur Gingher, 53, Petersburg, charged with possession of a schedule 4 substance for having buprenorphine during a traffic stop on Aug. 24 in East Palestine when he fled the initial traffic stop and then his vehicle ran out of gas.
Cody Allen Oiler, 27, Grove Alley, East Liverpool, was fined $100 and given a suspended 30-day jail term for disorderly conduct, amended from assault. He was ordered to complete 20 hours community service and to stay away from the victim. He was charged for being the primary aggressor in a fight in East Liverpool on May 4.
A pretrial was set Dec. 28 for Steven Davis, 48, West Washington Street, Lisbon, charged with assault for allegedly striking another man with his fist on June 11, 2021 in Lisbon.
Dorothy Crago, 50, Butcher Road, Leetonia, was fined $300 and sentenced to 180 days in jail, with 165 days suspended and credit for seven days served, leaving eight days to serve in jail for domestic violence and animals running at large. She was also ordered to complete 20 hours community service and stay away from the two victims. She was charged for allowing a dog to run at large on June 15 in Leetonia and for a domestic dispute on Oct. 9 in Leetonia when she threw an object at an adult male and slapped a child.
Aaron Francis, 37, Huston Road, East Liverpool, was fined $450 for two counts drug paraphernalia, two counts disorderly conduct and possession of marijuana for fighting on June 28 in East Liverpool and possessing a scale and grinder commonly used for marijuana. He also possessed a digital scale with residue during a traffic stop Sept. 17, 2022 in St. Clair Township. On Nov 20, 2022, he was threatening staff and throwing food at East Liverpool City Hospital and also possessed marijuana.
Michael Risbeck, 31, Ypsilanti, Mich., was fined $925 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program for OVI and marked lanes. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.
Logan Blake, 25, Broadway Avenue, Wellsville, was fined $250 and sentenced to 18 days in jail, with credit for 18 days served, for driving under suspension and disorderly conduct, amended from criminal damaging, for damaging a door frame during an argument in East Liverpool on Sept. 5. Blake was ordered to spend 30 days in jail, with credit for 18 days served, for violating his probation for possession of drug paraphernalia and possession of marijuana from a 2021 case in East Liverpool. Probation for charges of no license, illegal plates, failure to yield was dishonorably terminated.
David Gamble, 34, Avondale Street, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 21 days suspended and credit for nine days served, for domestic violence. He was ordered to complete 40 hours community service and to have no contact with the victim. Gamble was accuse of attempting to get into a woman’s East Liverpool apartment and attempting to kick the door down on Oct. 6, making her fear physical harm.
John Gobert, 62, Virginia Avenue, East Liverpool, was fined $300 and given a suspended 180-day jail term for theft for failing to scan and pay for 31 items totaling $155 at the Calcutta Walmart on Jan. 30. He was ordered to stay out of Walmart.
Qamirr Laki Woodley, Inez Avenue, East Liverpool, was fined $500 and sentenced to 10 days in jail, with credit for one day served, for resisting arrest and obstructing official business after an incident in East Liverpool in 2022 when he resisted arrest and had to be tased.
Cody DeHoff, 34, Beaver Circle, Columbiana, was fined $100 and sentenced to two days in jail, with credit for two days served, for disorderly conduct for an incident Sept. 30 in Salem when he was found sleeping on the sidewalk on Franklin and then started becoming irate and passively resisting when police were taking him into custody.
Shahira Begum, 70, Copley, was fined $500 for obstructing official business for her actions during a traffic stop involving a relative Oct. 13 on state Route 11 in Fairfield Township. She was a passenger in the vehicle.
Steve Johnson, 62, Homewood Drive, Salem, was fined $925 and sentenced to 180 days in jail, with 155 days suspended, leaving 25 days to serve in jail for OVI first offense and speeding. His driver’s license was suspended for three years, with driving privileges granted. He was also ordered to complete 20 hours community service.
Rory Kriest, 34, Calcutta Smith Ferry Road, East Liverpool, was fined $1,135 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI, unauthorized plate, no license, no seat belt and a bumper height violation. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.
Katelynn Heddleston, 32, Glenn Street, East Liverpool, was fined $1,165 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI, failure to control, drug paraphernalia, driving under suspension and marked lanes. Her driver’s license was suspended for a year and she was ordered to complete 20 hours community service. During a traffic stop June 6 in St. Clair Township, she possessed a straw with white residue, some pills and some suspected marijuana.
A pretrial was set Jan. 16 for Nicholas Ponamar, 22, Beaver Creek Road, Salem, charged with OVI first offense, OVI breath first offense and failure to yield.
A pretrial was set Jan. 25 for Kerry Rouse, 47, Washington Street, Salem, charged with OVI second offense, OVI refusal with prior within 20 years and improper/expired registration.
Kadrian Moore, 22, Alliance, was fined $150 for no license and traffic control devices. A drug paraphernalia charge was dismissed due to no supporting affidavit being filed.
A pretrial was set Jan. 11 for Shamsul Howlader, 38, Copley, charged with failure to comply for allegedly failing to stop for two miles for a traffic stop on Oct. 13 on state Route 11 in Fairfield Township.
