Grand Jury
LISBON — Lance Richardson, 35, Alliance, was served recently with a secret indictment issued by the Columbiana County Grand Jury for nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for one child from July 11, 2021 to July 9, 2023.
Municipal
LISBON — In Columbiana County Municipal Court, a case against Dawn Acker, 45, Sunnyside Street, East Liverpool, was bound over to the county grand jury for second-degree felony endangering children and third-degree felony failure to comply. Acker allegedly fled from a traffic stop on Sept. 30 in East Liverpool with a small child in the back of the vehicle and then crashing the vehicle into a house on Wyoming Avenue, causing injury to the child.
A preliminary hearing was set Oct. 19 for Brad Symanski, 45, Massillon, charged with three counts of harassment by an inmate, a fifth-degree felony, for allegedly spitting in the faces of a deputy and two EMTs when being prepared for transport by ambulance from the county jail on Sept. 22.
A preliminary hearing was set Oct. 16 for Ryan Gonzalez, 19, Canton, charged with felonious assault, a second-degree felony, and burglary, a fourth-degree felony, for allegedly being on a property Oct. 8 in Hanoverton without permission and injuring another man during a confrontation.
A preliminary hearing was set Oct. 30 for Angela Walsh, 43, LaCroft Avenue, East Liverpool, charged with fifth-degree felony breaking and entering for allegedly entering an unoccupied residence on Hammond Road, Madison Township, on Oct. 7, caught on camera on the private property with a hammer in her possession.
A preliminary hearing was set Oct. 16 for Charles Shelva Lee Bell II, 20, Blakely Street, East Liverpool, charged with second-degree felony robbery for allegedly coming up to a man while he was pumping gas at River City Fill Up in East Liverpool and spraying him with pepper spray, then taking his phone and car keys before fleeing the scene on Sept. 14.
A preliminary/pretrial hearing was set Oct. 16 for Joshua Huey, 35, Warren, charged with third-degree felony having weapons while under disability, fourth-degree felonies of improper handling firearms in a motor vehicle and receiving stolen property and misdemeanors of operating a vehicle under the influence of alcohol or drugs, OVI refusal with prior within 20 years, restricted tinted glass and no seat belt. The charges stemmed from an Oct. 8 traffic stop in Leetonia when Huey allegedly possessed a loaded firearm under the driver set in a vehicle reported stolen out of Trumbull County.
A preliminary/pretrial hearing was set Oct. 16 for Tia Miller, 34, Martin Avenue, East Liverpool, charged with third-degree felony failure to comply with an order or signal of a police officer and misdemeanor drug paraphernalia. A bond hearing was set Nov 6 for a second charge of drug paraphernalia. Miller allegedly fled from St. Clair Township police attempting a traffic stop on Oct. 1 and possessed burnt glass pipe and crystal like substance. The bond hearing stemmed from a June 17, 2022 traffic stop and her alleged possession of a digital scale with white powder residue.
Joshua Morris, 45, Steubenville, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Morris requested sexual activity with an undercover agent in exchange for $120 and arrived in Salem on April 15 for the meeting. He was also fined $150 for lighted lights, amended from expired license.
Matthew Bennett, 26, Hookstown, Pa., was fined $600 and given a suspended 180-day jail term for two counts of receiving stolen property for having in his possession and pawning stolen items on May 11, 2016. The stolen items included two cameras and other photography equipment stolen from the rear of a vehicle in Salem. A restitution hearing was set for Dec. 12.
Sentencing was set Oct. 23 for David Earich, 36, Washington Street, Salineville, who pleaded no contest to assault for allegedly striking another person several times who was standing in the checkout line at Dollar General in Salineville on Oct. 6.
Sentencing was set Oct. 16 for Phillip Lewis, 71, West State Street, Salem, for domestic violence. He was accused of physically harming a male during an incident Oct. 9 in Perry Township, striking the side of the victim, pushing him into the wall and placing the victim in a neck restraint.
A pretrial was set Oct. 16 for Delshawn Lewis, 19, West State Street, Salem, charged with domestic violence for allegedly physically harming a male during an incident Oct. 9 in Perry Township, striking the side of the victim, pushing him into the wall and placing the victim in a neck restraint.
A pretrial was set Oct. 16 for David Gamble, 34, Avondale Street, East Liverpool, charged with domestic violence for allegedly attempting to get into a woman’s East Liverpool apartment and attempting to kick the door down on Oct. 6, making her fear physical harm.
Michael D. Hall, 33, Desellem Road, Lisbon, was fined $1,475 and sentenced to 180 days in jail, with 90 days suspended and credit for one day served, for criminal damaging, domestic violence, OVI first offense, physical control and marijuana drug paraphernalia. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service. Hall was accused of physically assaulting a woman multiple times by pushing, kicking her in the stomach and choking her until she became unconscious on Oct. 1, 2022. The criminal damaging charge stemmed from an incident April 28 on state Route 11 in Elkrun Township when he damaged a Jeep.
A pretrial was set Oct. 16 for Dorothy Crago, 50, Butcher Road, Leetonia, charged with domestic violence and animals running at large for allegedly permitting a dog to run at large on June 15 in Leetonia and for an alleged domestic dispute on Oct. 9 in Leetonia when she allegedly threw an object at an adult male and slapped a child.
A pretrial was set Nov. 21 for Susan Pritt, 39, Cornell Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a burnt glass pipe and a baggy with crystal rock substance inside it during a traffic stop on Oct. 3 in St. Clair Township when she was a passenger.
Christy Morgan, 49, Crestview Road, New Waterford, was fined $150 for animals running at large and ordered to make restitution of $910 to Kathleen Myers for letting cattle run at large on a public road on Nov. 26, 2022. Two additional charges for incidents of cows running at large on Dec. 1 and Dec. 3 in 2022 were dismissed.
A pretrial was set Jan. 23 for Traci Lamm, 47, Harvey Avenue, East Liverpool, charged with housing code violation buildings and structures, property maintenance requirements, deposit litter, garbage, trash or junk on adjacent property on alley, storage of furniture and storage of tires, all for June 8 alleged violations of the East Liverpool city housing code.
A pretrial was set Dec. 21 for Erich Mericle, 39, Allen Avenue, Columbiana, charged with obstructing official business and disorderly conduct for alleged conduct when Columbiana police officers responded to a medical call on July 15 when he alleged he was poisoned. He later allegedly admitted to taking mushrooms and kept walking into the road and laid down on the road while being escorted to an ambulance.
A pretrial was set Jan. 23 for Miranda Humphrey, 45, Maryland Street, East Liverpool, charged with physical control, endangering children while operating a vehicle and drug paraphernalia for allegedly possessing a cut straw with residue on the driver seat that she allegedly identified as fentanyl and also pills and paraphernalia. St. Clair Township police had been called to Smith Oil on Oct. 6 for a woman passed out behind the wheel and then attempting to leave with a small child in the back seat.
Crystal Pugh, 43, Etruria Street, East Liverpool, was fined $600 for littering and storage of tires for failing to maintain her East Liverpool property on May 23.
A pretrial was set Oct. 19 for Dominique Smith, 24, Warren, charged with failure to comply with the order or signal of a police officer, possession of marijuana, driving under 12-point suspension, restricted tinted glass for allegedly failing to stop right away during a traffic stop on Nov. 3, 2022 in St. Clair Township and possessing suspected marijuana. A pretrial was also set Oct. 19 for charges of driving under suspension and speeding from a February 2023 traffic stop.
Sentencing was set Oct. 24 for Brian Fuller, 39, Calcutta Smith Ferry Road, East Liverpool, who pleaded no contest to a misdemeanor of failed to apply for license to keep game for allegedly selling 38 red-eared slider turtles at the Rogers Sale without a proper license on Sept. 24, 2021.
A pretrial was set Dec. 18 for Colton Cindrich, 24, Conway, Pa., charged with OVI first offense and assured clear distance.

A pretrial was set Dec. 14 for Calvin Shepard, 28, state Route 558, Leetonia, charged with OVI first offense and reckless operation.
