Grand Jury

LISBON — Defendants served Monday with secret indictments issued by the Columbiana County Grand Jury included:

— Emmanuel Rodgers, 23, Youngstown, aggravated possession of drugs and aggravated trafficking in drugs, both second-degree felonies, for allegedly possessing and packaging for sale methamphetamine in an amount equal or more than five times the bulk amount but less than 50 times the bulk amount on Dec. 8, 2022.

— Carley Eckman, 30, Prospect Street, Salem, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Aug. 10, 2022.

— David Watkins, 41, Greenwich, nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for a child from Dec. 20, 2020 to Dec. 18, 2022.

— Tiffany Keys, 40, Midland, Pa., possession of heroin, a fifth-degree felony, for allegedly possessing heroin on Oct. 9, 2020.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Nov. 13 for Lauren Dilworth, 28, Park Avenue, East Palestine, charged with fourth-degree felonies of falsification and theft for allegedly submitting fictitious receipts to Norfolk Southern for reimbursement for lodging, food and fuel when she was not displaced, with the amount received by fraudulent means allegedly totaling $18,840 from March 21 through June 5. On June 5, she also provided Norfolk Southern an altered bank statement showing a $4,775 deduction from her account when they questioned the lodging receipts.

Cases against Jerrid Kotsch, 37, Elkton Road, Lisbon, were bound over to the county grand jury for third-degree felony having weapons under disability and misdemeanors of falsification, possession of drug abuse instrument and illegal use or possession of drug paraphernalia. Kotsch was being detained as a fugitive from justice and had a loaded firearm in a bag of clothing in the back of the truck in which he was a passenger on Sept. 17. He also possessed drug paraphernalia, multiple hypodermic needles and used someone else’s driver’s license when asked for ID.

Cases against Miranda Marie Little, 29, were bound over to the county grand jury for fourth-degree felony receiving stolen property and misdemeanor drug paraphernalia for allegedly a burnt glass pipe and a stolen firearm during a traffic stop on Sept. 2 in St. Clair Township.

A case against Sarah Ann Graham, 20, East Main Street, East Palestine, was bound over to the county grand jury for fifth-degree felony possession of drugs for allegedly possessing a loaded hypodermic syringe that contained methamphetamine, heroin, fentanyl and xylazine on June 21 in East Palestine.

Cases against Antonio Deleon, 29, Crestview Road, Columbiana, were bound over to the county grand jury for domestic violence, a fourth-degree felony, and misdemeanors of resisting arrest and two counts of disorderly conduct. Deleon allegedly caused physical harm to a man on Sept. 23 in Fairfield Township. In a separate matter, he allegedly bit a household member on the back and then during his arrest, he was banging his head off of the divider inside the cruiser multiple times and was uncooperative with officers at the county jail while being booked.

A preliminary/pretrial hearing was set Oct. 30 for David Young, 44, Padgett Road, East Palestine, charged with fourth-degree felony improper handling firearms in a motor vehicle and misdemeanors of operating a vehicle under the influence of alcohol or drugs third offense, driving under suspension, OVI refusal with prior within 20 years and slow speed. Young allegedly possessed a loaded gun during a traffic stop on Sept. 7 in East Palestine.

Shane Reed, 35, Wilbert Avenue, East Liverpool, was fined $350 and sentenced to 180 days in jail, with 160 days suspended and credit for 20 days served, for domestic violence and obstructing official business. He was ordered to complete 20 hours community service. Reed was accused of grabbing a woman in a fit of rage and pushing her up against a wall in East Liverpool on Sept. 12, then running from police when told he was being detained.

A pretrial was set Oct. 12 for Shaun Uscianowski, 45, listed as homeless in Salem, charged with obstructing official business for allegedly failing to respond to commands to come out of a closet where he was hiding in Salem residence on Oct. 2.

A pretrial was set Oct. 10 for Kristina Avis, 39, Jefferson Street, Salineville, charged with aggravated menacing, criminal damaging and two counts of assault for allegedly threatening to assault two people on Sept. 11 in Salineville and also damaged a door.

George Ray, 60, Meadville, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Ray responded to an undercover ad on a known prostitution website and arranged to have sexual activity with a female in exchange for $140 and arrived in East Palestine on April 12.

Diane Dinch, 58, state Route 39, Wellsville, was fined $150 and given a suspended 30-day jail term for criminal mischief. She was also ordered to complete 20 hours community service, pay $110 restitution to the victim and to have no contact with the victim or Turtle Beach Tanning in Lisbon. Dinch was allegedly irate when she purposely knocked over a display of tanning lotions on June 20.

Cody Clark, 30, West Main Street, Washingtonville, was fined $150 for disorderly conduct, amended from assault, for striking another man in the head during a physical confrontation on July 5 in New Waterford.

Linda Olsavsky, 56, Youngstown, was fined $100 and given a suspended 30-day jail term for disorderly conduct, amended from theft. She was ordered to perform 20 hours community service and to stay out of Salem Walmart. On Dec. 24, 2022, Olsavsky failed to scan all items and switched tags on some items in the self-checkout, passing all points of sale at Salem Walmart.

Coty Brown, 32, Ohio Avenue, East Liverpool, was fined $850 and sentenced to 30 days in jail for three counts of illegal use or possession of drug paraphernalia, two counts no license and two counts failure to display valid sticker for possessing a scale with white residue on it, a meth pipe and container containing white powder residue during a traffic stop on Sept. 8 in Liverpool Township.

A pretrial was set Jan. 22 for Matthew Koziorynsky, 28, Cricket Lane, Columbiana, charged with physical control and no valid license.

Michael Herron, 32, Ohio Avenue, East Liverpool, was fined $300 and given a suspended 30-day jail term for three counts of drug paraphernalia. He was ordered to complete 30 hours community service. Herron possessed two glass meth pipes, several unused baggies, straws, push rods, a burn cap and a scale containing white residue during a traffic stop Sept. 8 in Liverpool Township.

Shannon Mecum, 34, Azalea Avenue, East Liverpool, was fined $200 for disorderly conduct, amended from criminal mischief, for puncturing a man’s vehicle tire with a knife on Sept. 1 in East Liverpool.

A pretrial was set Jan. 9 for Brian Brooks, no date of birth listed, Vine Street, East Liverpool, charged with a housing code violation for a second floor window being missing from a house on Vine Street, East Liverpool on July 17.

Sentencing was set Oct. 19 for Carly Brown, 27, New Galilee, Pa., who pleaded guilty to assault for allegedly grabbing and pulling a juvenile by her hair in the East Palestine playground area, then punching her in the head and face on July 4.

Andrew Culp, 34, West Washington Street, Lisbon, was fined $200 and sentenced to 90 days in jail, with 86 days suspended and credit for four days served, for obstructing official business and marijuana paraphernalia. A charge of domestic violence was suspended. He was ordered to complete 20 hours community service. Culp had been accused of shoving a woman through the front doorway of a Lisbon residence, then barricading himself inside and failing to follow police commands on Sept. 17. He also possessed a marijuana smoking device.

A pretrial was set Jan. 23 for Daniel Bernier, 38, Youngstown, charged with operating a vehicle under the influence of alcohol or drugs first offense, possessing marijuana and speeding.

Glenn Grubb Jr., 61, Walnut Street, Salem, was fined $570 and sentenced to 30 days in jail, with credit for two days served, for marked lanes and OVI second offense. His driver’s license was suspended for two years.

Johnetta Nelson, 56, Canton, was fined $200 for driving under suspension.

Richard Chludzinski, 49, Walnut Street, Rogers, was fined $500 and sentenced to 90 days in jail, with credit for 10 days served, leaving 80 days to serve in jail, for two counts of prohibitions concerning companion animals. A charge of obstructing official business was dismissed. He was accused of shooting two dogs to death on March 31 in Rogers, allegedly after one attacked a cat and the other got out of the kennel. In a traffic case, he was fined $495 and sentenced to 10 days in jail, with credit for 10 days served, for driving under suspension, improper passing and failure to stop after an accident. His driver’s license was suspended for one year.

Suzanna Rose Feezle, 46, Enon Valley, Pa., was fined $870 and sentenced to consecutive terms of 180 days and three days in jail, with 170 days of the 180-day term suspended, leaving 13 days to serve for OVI third offense, driving under suspension and headlight violation. Her driver’s license was suspended for two years and she was ordered to complete 40 hours community service.

A pretrial was set Dec. 7 for Eric Shoemaker, 39, New Middleton, charged with driving under suspension.

Edwin Anderson, 43, Canfield, was fined $100 for failure to reinstate.

A pretrial was set Dec. 11 for Phillip Miller, 26, Somer Street, Leetonia, charged with driving under suspension.

Nathan Bayless, 43, Girard, was fined $100 for speeding.

Cynthia Wilson, 55, 14th Street, Wellsville, was fined $150 for speeding.

A pretrial was set Dec. 19 for Timothy Halfhill, 51, Rankin Street, Wellsville, charged with driving under suspension.

A pretrial was set Dec. 14 for Bryce Stenger, 29, Tower Road, Salem, charged with OVI first offense and speeding.

Jayvon Howell, 52, Alliance, failed to appear for a pretrial for driving under suspension.

Christopher Craft, 30, Mill Street, Rogers, was fined $295 for driving under suspension and marked lanes.

A pretrial was set Dec. 12 for James Moffett, 59, Whinnery Road, Hanoverton, charged with driving under suspension and marked lanes.

A charge of failure to yield was dismissed against Glenn Windram, 72, Leetonia Road, Leetonia.

Lucas Davis, 40, Cadmus Street, East Liverpool, was fined $150 for driving under suspension and marked lanes. A charge of OVI was dismissed.

A pretrial was set Jan. 16 for Daniel Reno, 44, Alliance, charged with driving under suspension.

A preliminary hearing was set Oct. 10 for Dawn Lynn Acker, 45, Sunnyside Street, East Liverpool, charged with endangering children, a second-degree felony, and failure to comply, a third-degree felony, placed on a $50,000 bond and ordered to have no contact with the child victim, for allegedly fleeing from a traffic stop Sept. 30 in East Liverpool with a child in the back seat, crashing into a house and causing injury to the child that had to be treated at the East Liverpool hospital.

A preliminary hearing was set Oct. 10 for Damian Ferrainola, 40, Court Street, New Waterford, charged with tampering with evidence, a third-degree felony, for allegedly dumping items from a pill bottle and attempting to crush them with his foot during a traffic stop in Columbiana Sept. 29.

A preliminary hearing was set Oct. 10 for Mark D. Knight, 23, Pinewood Drive, New Waterford, charged with three counts of assault on a peace officer, a fourth-degree felony, obstructing official business, resisting arrest and disorderly conduct for allegedly attempting to trip officers and kicking an officer, as well as wrapping his legs around officers so they could not move while being loaded in an ambulance, during an incident Sept. 30 in Salem.

A preliminary hearing was set Nov. 28 for Joseph A. Summers, 43, Erie, Pa., charged with possession of drugs, a fifth-degree felony, for allegedly being found in possession of .42 grams of cocaine Feb. 26 in East Palestine.

A motion hearing was set Nov. 27 for Preston Woods, 34, Prospect Street, Salem, charged with OVI controlled substance and OVI concentration of marijuana.

A sentencing hearing was set Oct. 16 for Rory Allen Kriest, 34, Calcutta Smith Ferry Road, East Liverpool, charged with OVI first offense, use of an unauthorized plate, no driver’s license, a seatbelt violation and bumper height. He was also fined $150 for possession of marijuana.

A pretrial was set Oct. 10 for Amy L. Boley, 22, England Drive, East Palestine, charged with disorderly conduct while intoxicated for allegedly screaming in the roadway while her boyfriend was being arrested Sept. 30 in Salem.

A pretrial was set Oct. 10 for Randy Kenneth Dean, 64, Kent, charged with obstructing official business, failure to stop after an accident, use of unauthorized plates and improper backing for allegedly leaving a crash scene April 11 in East Palestine in which he failed to present correct insurance information and then was found attempting to conceal damage to vehicle during the investigation.

A pretrial was set Oct. 12 for Daniel L. Scott, 42, Warren, charged with domestic violence for allegedly causing harm to a family member Oct. 2 in Lisbon.

A pretrial was set Oct. 16 for Logan Tyler Blake, 25, Riverside Avenue, Wellsville, charged with criminal damaging, fleeing and eluding, driving under suspension, no driver’s license, possession of drug abuse instrument and illegal plates following a traffic stop March 10, 2021, an incident in which he broke a door frame during an argument Sept. 5.

A pretrial was set Oct. 16 for Cody A. DeHoff, 44, Beaver Circle, Columbiana, charged with disorderly conduct for allegedly being intoxicated and sleeping on the sidewalk Sept. 30 in Salem, then being disorderly when officers attempted to take him home.

A pretrial was set Dec. 11 for Jalen Scott DeSarro, 31, Shontz Drive, Wellsville, charged with OVI first offense, OVI breath .08 gram first offense and marked lanes.

A pretrial was set Dec. 18 for David Allen Merritt, 46, Saegertown, Pa., charged with engaging in prostitution and possession of criminal tools for allegedly responding to East Palestine Sept. 19 in response to an online ad posted by a Mahoning Valley Human Trafficking Task Force agent in which he agreed to pay $200 for sexual conduct with a woman.

A pretrial was set Dec. 19 for Dawn R. Wooten, 40, Drain Street, East Liverpool, charged with four counts of failure to pay East Liverpool city income tax from 2020 to 2023.

A pretrial was set Jan. 18 for Anna Elizabeth Jurich, 20, state Route 154, charged with speed.

A pretrial was set Jan. 22 for Tyler J. Sadler, 23, McCracken Road, Salem, charged with possession of marijuana drug paraphernalia, open container, driving under suspension and reckless operation.

Kathy Grim, 69, Highland Avenue, Salem, was fined $300 for faulty weather protection and structural hazards, with three counts of substandard premises, hazardous yard, unfit dwelling and failure to register vacant structure dismissed.

Jamila Vania Cameron, 25, Wilbert Avenue, East Liverpool, was sentenced to 90 days in jail (suspended), fined $400, placed on two years probation and ordered to complete 20 hours community service, a general health evaluation and to have no contact with the Calcutta Walmart for theft and possession of criminal tools.

Joseph D. Geraci, 67, Verona, Pa., was sentenced to 90 days in jail (suspended), fined $750, place on two years probation and ordered to complete 20 hours community service and an online anti-prostitution class for engaging in prostitution and possession of criminal tools.

Nancy Elizabeth Piper, 31, state Route 154, Rogers, was fined $100 for possession of marijuana.

Jonathon Christoper Blosak, 44, Maple Street, Lisbon, was fined $180 for driving under suspension and a seatbelt violation.

Erin Nichole Kindsvatter, 33, Central Avenue, East Liverpool, was fined $100 for expired license.

Kenneth Samual Cook, 44, Rigby Street, East Liverpool, was sentenced to 180 days in jail (suspended), fined $250, placed on two years probation and ordered to complete 50 hours of community service and anger management as well as have no contact with victim for assault.

LaTroy Taiwan McMillian, 28, Warren, was sentenced to 13 days in jail (credited) and fined $250 for possession of criminal tools and soliciting.

John Richard Sullivan, 52, Ashland Avenue, East Liverpool, was fined $50 for use of an unauthorized plate, with a charge of driving under suspension dismissed.

Anthony D. Mitchell, 22, Youngstown, was fined $300 for two counts of driving under suspension.

Robert M. Greenisen, 57, King Road, Salem, was sentenced to 10 days on electronic monitored house arrest and fined $285 for driving under suspension and a turn signal violation.

Brian W. Keith, 53, Minerva Street, East Liverpool, was sentenced to 60 days in jail (10 credited) nad fined $500 for resisting arrest and obstructing official business.

Larry Elkins, 42, Ravine Street, East Liverpool, was fined $100, for possession of marijuana.

Randall J. Wooster, 49, Chris Avenue, Washingtonville, was fined $75 for a stop sign violation.

A charge of driving under suspension was dismissed against Sherrie L. Allen, 48, Sunset Drive, Wellsville.

A charge of driving under suspension was dismissed against Kaylee Marie Byars, 22, North Shady Lane, East Liverpool.

Court News

LISBON — A man accused of headbutting one deputy and injuring another while being taken into custody after a reported disturbance in June in Salineville recently entered a guilty plea.

Austin Maxon, 26, Water Street, Salineville, pleaded guilty to a lesser offense of burglary, a third-degree felony (originally a second-degree felony), fourth-degree felony assault, fifth-degree felony obstructing official business and misdemeanors of resisting arrest and disorderly conduct, with sentencing set for Dec. 4.

Maxon was accused of headbutting a deputy trying to take him into custody after a reported disturbance June 9 on Water Street, Salineville while he was allegedly under the influence. He also scratched up and bruised the arm of another deputy while resisting arrest. When taken into custody, Maxon allegedly possessed a BB gun that was later reported stolen by a Salineville resident who said someone had entered his home and taken the gun.

Also in Common Pleas Court:

— Andrew Diegelman, 42, Kennerdall, Pa., was placed on probation for three years after pleading guilty to an amended charge of fourth-degree felony attempted compelling prostitution and fourth-degree felony attempted unlawful sexual conduct with a minor. Charges of fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution will be dismissed. Diegelman was accused of arranging for sexual activity with an undercover agent posing as an adult female and 15-year-year female in exchange for $220 and arriving in East Palestine for the meeting Sept. 16, 2022. He was also deemed a sexual offender required to register his address with the sheriff’s office.

— Gregory Steven Cordy, 55, Hubbard, was ordered to serve 60 days in the county jail after violating his probation for attempted engaging in prostitution, a fourth-degree felony. He was originally indicted for promoting prostitution for offering to facilitate a sex for hire enterprise on Dec. 6, 2021 by agreeing to drive a woman to East Palestine who arranged sexual conduct in exchange for $300 with an undercover officer. The woman reportedly agreed to pay Cordy $100 for the ride.
