Grand Jury

LISBON — Martin Williams, 51,Mace Rd. NE, Carrollton, was served Thursday with a secret indictment issued by the Columbiana County Grand Jury in April for breaking and entering, a fifth-degree felony. The incident reportedly took place Sept. 27, 2002 and Williams was served in Carroll County.

LISBON — In Columbiana County Common Pleas Court, an East Liverpool woman was recently sentenced to prison for a pursuit which ended when she crashed her vehicle. Kira Price, 34, Bloomfield Road, was sentenced to 18 months for failure to comply (fleeing and eluding) and driving under suspension. Price fled from police attempting a traffic stop on May 13 in St. Clair Township, accelerating to speeds between 100 and 120 miles per hour and striking a tractor trailer in a construction zone, disabling her vehicle.

Municipal

LISBON – In Columbiana County Municipal Court, charges of aggravated robbery with physical harm, a first-degree felony, against Dontae D. McKissic, 20, Cleveland, was bound over to the grand jury. McKissic is accused of dragging the victim from inside a Salem business Aug. 27, slamming the victim’s face into the outside wall of the business and continuing to beat the victim before taking the victim’s backpack, wallet and gold watch. The victim required treatment for serious injuries at St. Elizabeth’s Health Center.

Charges of fleeing and failure to comply, a fourth-degree felony; domestic violence, a fourth-degree felony; and misdemeanor counts of OVI third offense, hit and skip, reckless operation, driving under suspension and speed were bound over to the grand jury against Jason G. Ward, 43, Penn Avenue, Salem, for allegedly pushing the victim against a shed and then fleeing the scene, failing to stop for officers responding to the incident.

A pretrial was Sept. 11 for Allen S. Vancooney, 28, South Union Avenue, Salem, charged with theft for allegedly stealing $404.27 worth of merchandise from a Salem business Sept. 7.

A pretrial was set Sept. 21 for Darnell J. Arnott, 29, Aliquippa, Pa., charged with two counts of possession of drug abuse instruments and unauthorized use of a motor vehicle for allegedly having a syringe he said was for heroin during a traffic stop in St. Clair Township Oct. 27, 2020; having a hypodermic needle during a warrant arrest June 6, 2021; and taking a vehicle without permission from someone he was with at a Lisbon business June 9, 2021. A sentencing hearing was also set Sept. 21 for obstructing official business, no driver’s license and marked lanes for allegedly providing officers with a false name during a traffic stop in St. Clair Township Sept. 5.

A pretrial was set Nov. 14 for Wesley P. Lipscomb, 37, state Route 344, Leetonia, charged with failure to comply for allegedly failing to comply with an officer attempting a traffic stop Aug. 28 in Leetonia.

A pretrial was set Nov. 20 for Ryan P. Partee Jr., 18, Ridge Avenue, New Cumberland, W.Va., charged with criminal damaging for allegedly breaking the window of a building in Wellsville Aug .22.

A pretrial was set Nov. 21 for Christopher Dontrae Craft, 30, Mill Street, Rogers, charged with domestic violence for allegedly causing physical harm to a family member Aug. 30.

A pretrial was set Nov. 21 for Clay D. Mills, 18, Richmond, charged with interference with custody for allegedly having two female passengers under the age of 18 during a traffic stop Dec. 12, 2022 who did not know where they were or where they were going without the knowledge of their parents.

A pretrial was set Nov. 30 for Vanessa J. Burnside, 34, West Wilson Street, Salem, charged with theft for allegedly stealing $144.51 worth of merchandise from a Salem business between June 27 and Aug. 16.

A pretrial was set Dec. 4 for Tyler Richard Rankin Gottlich, 21, Waynewood Drive, New Waterford, charged with OVI first offense, OVI breath .08 grams first offense, failure to stop following an accident, traffic control devices and drug paraphernalia.

A pretrial was set Dec. 4 for Jeffery Austin Gantz, 30, Louisville, Ohio, charged with engaging in prostitution and possession of criminal tools for allegedly agreeing to pay $150 for sexual conduct in response to an undercover agent with the Mahoning Valley Human Trafficking Task Force and traveling to Salem Aug. 17 for the meeting.

A pretrial was set Dec. 4 for Charles A. Slocum Jr., 31, Brookfield Avenue, Lisbon, charged with OVI first offense, OVI breath .17+ first offense and a turn signal violation.

A pretrial was set Dec. 5 for Curtis Wayne Boldman, 37, West Salem, Ohio, charged with reckless operation and drug paraphernalia.

A pretrial was set Dec. 5 for Jade Marie Waite, 24, Chestnut Street, Leetonia, charged with OVI first offense, OVI breath .08 grams first offense and headlights required.

A pretrial was set Dec. 7 for Chad R. Vodhanel, 47, Boardman, charged with driving under suspension.

A pretrial was set Dec. 7 for Somer F. Madden, 22, North Madison Avenue, Salem, charged with two counts of child endangerment for allegedly leaving two infants in a vehicle while she was in a Salem business July 25.

A pretrial was set Dec. 12 for Claren Daniel Buttman, 18, Saline Street, Irondale, charged with theft for allegedly paying for a phone with fake money in East Liverpool Dec. 22.

A pretrial was set Dec. 14 for Torian D. Phillips, 44, Canal Winchester, Ohio, charged with possession of marijuana, driving under suspension, speed and a seatbelt violation.

Dylan L. Vance, 46, Carrollton, was sentenced to 60 days in jail (credited), fined $1,580 and had his license suspended for three years for OVI third offense, driving under suspension, assured clear distance ahead and a seatbelt violation.

David M. Kane, 38, West Ninth Street, East Liverpool, was sentenced to 103 days in jail (39 suspended, 13 credited), placed on two years probation and ordered to complete 50 hours community service, have no contact with the victim and pay the victim $342 in restitution for criminal damaging, criminal trespass, two counts of driving under suspension and expired registration, with a charge of theft dismissed.

Timothy E. Koehler, 42, Midland, Pa., was sentenced to 90 days in jail (87 suspended, three in driver intervention program), fined $875, had his license suspended one year, placed on two years probation and ordered to complete 40 hours community service for OVI and speed.

Dimitra Julie Panopoulos, 19, Canton, was sentenced to 90 days in jail (87 suspended, three in driver intervention program), fined $975, had her license suspended one year, placed on two years probation and ordered to complete 20 hours community service for OVI first offense, two lights required and possession of marijuana.

Early D. Simko, 28, Auburn Street, East Liverpool, was sentenced to 30 days in jail (22 suspended, eight credited), fined $450, placed on two years probation and ordered to complete 20 hours community service and anger management for disorderly conduct amended from domestic violence, driving under suspension and a turn signal violation.

Dakota Andrew Alan Kincaid, 25, Lippincott Road, East Rochester, was sentenced to 180 days (154 suspended, 26 credited), fined $400, placed on two years probation and ordered to complete 40 hours community service and anger management and alcohol/substance abuse assessments as well as have no contact with the victim for domestic violence and disorderly conduct.

Jason S. Andrews, 45, Millrock Road, Rogers, was sentenced to 90 days in jail (suspended), fined $200, placed on one probation and ordered to complete 20 hours community service and substance abuse and anger management assessments for obstructing official business.

Carlos Luna 43, Boardman, was sentenced to 90 days (suspended) and placed on one year probation for obstructing official business.

Rodney A. Grace Sr., 46, Boardman, was sentenced to 15 days in jail (suspended) and fined $175 for menacing.

Timothy Craig Hidasey, 31, West Perry Street, Salem, was fined $200 for driving under suspension and speed.

Steven Chamberlain, 56, state Route 164, Lisbon, was fined $250 for driving under suspension.

Chad Edward Smith, 51, Brookfield, was fined $75 for speed.

Lara Ann Conkle, 51, Doberman Drive, Chester, W.Va., was fined $150 for speed.

Diana L. Mayfield, 46, Steubenville, was fined $150 for lighted lights amended from speed.

Jason Scott Ryhal, 39, Jimtown Road, East Palestine, was fined $125 for driving under suspension and speed.

Logan Wilson, 26, Winona Road, Winona, was fined $180 for driving under suspension and no motorcycle license.

A charge of failure to control was dismissed against Robert Loughley, 68, state Route 45, Wellsville.
