Grand Jury

LISBON — An East Liverpool man accused of possessing and trying to sell methamphetamine while in possession of a stolen gun was served Wednesday with a secret indictment for four counts.

Gordon Davis, 47, Echo Dell Road, was charged by the Columbiana County Grand Jury with first-degree felony aggravated trafficking in drugs, second-degree felony aggravated possession of drugs, both with specifications for forfeiture of money in a drug case, fourth-degree felony receiving stolen property and misdemeanor illegal use or possession of drug paraphernalia.

The charges all stem from July 28, 2021 when Davis allegedly possessed an amount of methamphetamine equal to or greater than five times the bulk amount but less than 50 times the bulk amount, possessed a stolen 12-guage shotgun belonging to John Durbin and possessed drug paraphernalia.The money subject to forfeiture totaled $1,060.

Also served with a secret indictment was Mercedes Dawn Simpson, 31, Main Street, Columbiana, charged with fourth-degree felony failure to verify address for allegedly failing to verify her address on June 11, 2022 as required of a registered sex offender.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Aug. 3 for Michael Cunningham, 43, Broadway Circle, East Liverpool, charged with third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual contact with a minor, and fifth-degree felonies of possessing criminal tools, importuning and disseminating matter harmful to juveniles.

His bond was set at $25,000 cash or surety and he was ordered to have no contact with any juveniles. Cunningham requested sexual conduct from an undercover agent posing as a 15-year-old female for a price of $80 and arrived in Salem on July 26 for the meeting.

A preliminary hearing was set Aug. 3 for Sierra Gantt, 36, Cleveland, charged with fourth-degree felony receiving stolen property for allegedly having a stolen firearm in her purse during a traffic stop on July 25 in St. Clair Township while she was a passenger. She was fined $150 for possessing marijuana.

A pretrial was set Oct. 30 for Russell Pucci, 62, Beaver Falls, Pa., charged with possessing criminal tools and engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for money, arriving in East Palestine on July 13 for the meeting.

A pretrial was set Oct. 30 for William Phillips, 59, Grant Street Extension, East Palestine, charged with telecommunications harassment for allegedly sending a photo message of his private parts to a woman, along with some comments.

Craig Hart, 42, East Taggart Street, East Palestine, was fined $750 and given a suspended 30-day jail term for engaging in prostitution and possessing criminal tools for allegedly contacting a social media account for undercover operations and arranging for sex acts with a woman in exchange for pills, walking to the meeting location in East Palestine on April 28. Hart was ordered to complete 40 hours community service and a 12-hour online prostitution prevention course.

Evan R. Lewis, 29, Alliance, was fined $250 and received a suspended 90-day jail term for theft. He was ordered to pay $1,489 restitution to Rent 2 Own and to complete 50 hours community service. Lewis signed a rental agreement with Rent 2 Own in Salem for a Sony gaming system on Dec. 21, 2021, but failed to pay and refused to return the item.

Charges of assault and criminal damaging were dismissed against Sean Green, 39, Orchard Grove Avenue, East Liverpool. Green had been accused of assaulting a man in East Liverpool on Oct. 10, 2021 and busting out a screen door window. Contact was unable to be made with the victim.

A pretrial was set Oct. 24 for Joshua Friley, 35, New Cumberland, W.Va., charged with theft for allegedly failing to scan and pay for 17 items totaling $97 at the Calcutta Walmart on July 21.

A pretrial was set Aug. 10 for Justin Baker, 35, Ball Avenue, Wellsville, charged with disorderly conduct-intoxication for allegedly screaming and yelling at people, making threats and telling police officers he consumed multiple cans of alcohol on July 25 in Wellsville.

A pretrial was set Oct. 30 for David Young, 44, Padgett Road, East Palestine, charged with criminal damaging or endangering for allegedly doing a burnout in front of Napa on East Taggart Street, East Palestine on March 14, throwing gravel which caused damage to another man’s windshield.

A pretrial was set Aug. 14 for Justin Michael Gamble, 31, Bates Street, East Liverpool, charged with resisting arrest, obstructing official business and domestic violence for allegedly denying his name and ignoring officer commands when police responded to a domestic in East Liverpool on July 27, then pulling away and refusing to allow officers to handcuff him, resulting in officers tasing him. During the domestic, he allegedly punched a hole in a door during an argument.

A pretrial was set Oct. 30 for Damien Phillips, 20, Ohio Avenue, Salem, charged with two counts illegal use or possession of drug paraphernalia for allegedly possessing a glass pipe with burnt residue and a clear bag with crystal-like residue on July 14 in Salem. He was also fined $475 and sentenced to 90 days in jail, with 77 days suspended and credit for 13 days already served, for expired license and two counts of criminal damaging. He was ordered to make restitution of $343.20 to Michael White for slashing the tires on a van at a Salem business on Dec. 1, 2022. A restitution hearing was set Oct. 30 to determine costs for a Salem sidewalk Phillips damaged on Dec. 8, 2022.

A pretrial was set Aug. 10 for Gordon Davis, 47, Avondale Street, East Liverpool, charged with theft, assault and disorderly conduct for allegedly punching a woman in the chest, then stealing her cell phone from her hand on Feb. 15 in East Liverpool. The disorderly charge stemmed from a Dec. 15, 2022 incident in East Liverpool.

Casey Carter, 31, East Liverpool Road, East Liverpool, was fined $150 and sentenced to 10 days in jail, to be served concurrent with time previously serving, for drug paraphernalia. She possessed a pipe with a burnt end on April 4 in East Liverpool.

Adam Obenrader, 41, Transfer, Pa., was fined $150 and given a suspended 30-day jail term for drug paraphernalia, and ordered to complete 20 hours community service. Obenrader possessed a red straw with white powder residue and a digital scale with residue during a traffic stop on July 19 in Columbiana. He also allegedly admitted to hiding dabs or solid hashish.

A status hearing was set Oct. 31 for Brad Harlan, 46, Georgetown Road, Homeworth, charged with operating a vehicle under the influence of alcohol or drugs and reasonable control.

Melinda Sue Schroeder, 39, state Route 170, East Palestine, was fined $770 and given a suspended 180-day jail term for hit skip, improper backing, improper/expired registration and two counts of driving under suspension. Her driver’s license was suspended for one year and she was ordered to complete 60 hours community service.

Brandon Schmitt Jr., 27, Youngstown, was fined $930 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for reasonable control and OVI. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service.

Sam Detoro, 31, New Middletown, was fined $375 and sentenced to three days in jail, with credit for three days served, for physical control.

A pretrial was set Oct. 23 for John Douglas, 28, Monroe Avenue, Salem, charged with driving under suspension and a stop sign violation.

Terry Hughes II, 43, Canfield, was fined $500 for driving under suspension.

Aden Schlabach, 21, Canton, was fined $250 for reckless operation, amended from speeding.

Scott Helton, 52, Ohio Avenue, East Liverpool, was fined $230 for driving under suspension and expired registration.

Tanishia Lewis, 40, Sunnyside Street, East Liverpool, was fined $200 for driving under suspension and a stop sign violation.

A failure to display valid sticker was dismissed against Anthony Raines, 36, Clayburn Place, East Liverpool.

Alyssa Fegert, 36, East Taggart Street, East Palestine, was fined $300 for driving under suspension and failure to yield.

Angela Brown, 29, Youngstown, was fined $250 for driving under suspension and speeding.
