Grand Jury

LISBON — Three defendants secretly indicted by the Columbiana County Grand Jury last week were served Saturday with the paperwork at the county jail. The defendants included:

– Dustin Andrews, 25, County Home Road, Lisbon, a third-degree felony illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility and a fifth-degree felony aggravated possessed of drugs for allegedly possessing psilocyn and taking the drugs onto the grounds of a detention facility on Oct. 7, 2022.

– Robert Cunningham Jr., 44, Fairview Park, nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for one child from April 4, 2021 through April 2, 2023.

— Nicholas Weyand, 34, Dewey Avenue, East Liverpool, three counts nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for three children from Nov. 29, 2020 through Nov. 27, 2022.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set June 20 for Robert K. Barrett, 38, West Ninth Street, East Liverpool, charged with second-degree felony felonious assault.

An East Liverpool police affidavit said on March 22, the defendant allegedly battered the face of a woman in East Liverpool, jumped on her, beat her leg with a laptop battery pack, choked her until she lost consciousness and used her personal mace on her. It was also learned that he made past threats to the victim by allegedly putting a knife to her throat and threatening to kill her with a claw hammer.

A case against Jay Bauer, 36, North Market Street, Lisbon, was bound over to the county grand jury on second-degree felony charges of burglary and felonious assault for allegedly trespassing in an occupied residence on North Market Street, Lisbon and striking the occupant with a sword on June 4, causing a small cut on his elbow and a large welt on his back.

A preliminary hearing was set June 20 for Austin Maxon, 26, Water Street, Salineville, charged with second-degree felony burglary, two counts of fourth-degree felony assault, and misdemeanors of burglary, resisting arrest, obstructing justice, and disorderly conduct. Maxon allegedly headbutted a deputy trying to take him into custody after a reported disturbance June 9 on Water Street, Salineville while he was allegedly under the influence and also scratched up and bruised the arm of another deputy while resisting arrest. When taken into custody, Maxon allegedly possessed a BB gun that was later reported stolen by a Salineville resident who said someone had entered his home and taken the gun.

A preliminary hearing was set June 20 for Billie Thompson, 41, Youngstown, charged with third-degree felony illegal conveyance of prohibited items onto grounds of detention facility. Thompson allegedly drove to the Columbiana County Jail and stuck something on the driver side front wheel of another vehicle bearing Texas plates and then walked into the jail. A female corrections officer identified as Destiny Clark, then left the jail, went to the vehicle with Texas plates, looked at the front wheel and then got into her vehicle. She was identified by a sheriff’s detective and found in possession of a lotion bottle that contained suspected crystal meth, marijuana and tobacco. A sheriff’s detective had learned an inmate was allegedly making arrangements with Thompson to drop off narcotics at the jail that a corrections office was going to pick up in a package and take the package into the jail. Thompson was also fined $100 for loud exhaust and turn signal violation.

A preliminary hearing was set June 29 for Destiny Cline, 22, Gardendale Street, East Liverpool, charged with a third-degree felony illegal conveyance of drugs onto the grounds of a detention facility, for her alleged part in picking up a package of alleged narcotics allegedly dropped off by Billie Thompson and having the package in her possession.

A preliminary hearing was set June 20 for Sara Noling, East Taggart Street, East Palestine, charged with fourth-degree felony theft and fifth-degree felony breaking and entering for allegedly entering a residence on South Market Street, East Palestine and stealing a checkbook on May 5.

Daniel Pettit, 53, Alliance, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Pettit was accused of requesting sexual conduct with an undercover agent in exchange for $130 and driving to Salem on March 2 for the meeting.

Jason Kraner, 48, New Castle, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Kraner was accused of answering an undercover ad on a known prostitution website of two females, arranging for sexual activity in exchange for $200 and traveling to East Palestine on May 11 for the meeting.

Davante Lashondre Jackson, 30, Cleveland, was fined $100 and sentenced to five days in jail, with credit for five days served, for criminal trespass for trespassing on Columbiana County Metropolitan Housing Authority property in East Liverpool on May 28.

A pretrial was set June 22 for Ryan Bandy, 33, North Street, Beloit, charged with assault for allegedly assaulting a woman in a field behind Case Road, Beloit on Nov. 1, 2022.

A pretrial was set Aug. 17 for Dominic Drago, 34, Jupiter Drive, Wellsville, charged with disorderly conduct and assault for allegedly being involved in a large fight at The Vault in East Liverpool on May 6 and refusing to leave when ordered by employees.

A pretrial was set Aug. 24 for Jason Payne, 47, Hookstown, Pa., charged with assault, obstructing official business and disorderly conduct for allegedly being involved in a large fight at The Vault in East Liverpool on May 6 and refusing to leave when ordered by employees, continuing to act erratic.

A pretrial was set June 22 for Lewis Miller, 34, state Route 45, Lisbon, charged with having weapons while intoxicated and aggravated menacing for allegedly shooting a rifle round while intoxicated into the pond where his neighbor and his family were fishing on June 10 off of state Route 45, Lisbon.

A pretrial was set Sept. 7 for Jason Andrews, 45, Millrock Road, Rogers, charged with obstructing official business for allegedly refusing to identify himself or exit the vehicle while a passenger during a traffic stop on June 10 in Columbiana, and allegedly refusing orders of police while being placed under arrest.

A pretrial was set Sept. 11 for Dawn Andrews, 45, Millroad Road, Rogers, charged with obstructing official business, resisting arrest, OVI second offense, OVI refusal with prior within 20, and slow speed for allegedly refusing to exit the vehicle during a traffic stop multiple times and having to be forcibly removed on June 10 in Columbiana

Amanda Marie Crespo, 36, Front Street, Negley, was fined $50 for disorderly conduct for falling and stumbling while impaired in the parking lot of Sparkle Market in East Palestine on Feb. 14.

A pretrial was set Aug. 31 for Frederick Reeder Jr., 28, Oakwood, charged with attempted possession of a controlled substance for a white powdery substance alleged to contain trace amounts of methamphetamine found in bags in his vehicle during a traffic stop Nov. 24 in Columbiana.

A pretrial was set Aug. 29 for Tabitha Oiler, 34, Minerva Street, East Liverpool, charged with six counts of failure to file city income tax returns, allegedly from 2018 to 2023 in East Liverpool.

Garrett Savage, 20, Miller Road, Leetonia, was fined $975 and sentenced to 90 days in jail, with 87 days suspended, for operating a vehicle under the influence of alcohol or drugs and marked lanes. His driver’s license was suspended for one year and was ordered to perform 40 hours community service.

A pretrial was set Sept. 7 for Timothy Koehler, 42, Midland, Pa., charged with OVI first offense, OVI breath first offense and speeding.

A pretrial was set Sept. 7 for Barry Ours, 48, Calcutta Smith Ferry Road, East Liverpool, charged with OVI first offense, driving without a valid license and left of center.

A pretrial was set Aug. 29 for Ryan Carte, 45, Hartley Road, Alliance, charged with two counts of OVI first offense, open container, OVI refusal with prior within 20 years, and speeding.

A pretrial was set Aug. 31 for Dominique Powell, 46, Main Street, Salem, charged with OVI third offense, OVI breath third offense, left of center and open container.

A pretrial was set Aug. 28 for Henry Rucinski Jr., 67, Quay Road, Negley, charged with OVI third offense, OVI breath third offense and failure to control.

Brittany Richardson, 36, Cincinnati, was fined $200 for driving under suspension and speeding.

A pretrial was set Sept. 7 for Logan Wilson, 26, Winona Road, Winona, charged with driving under suspension and no motorcycle endorsement.

Edward Saadi, 52, Poland, was fined $150 for unsafe vehicle, amended from speeding.

Deborah Vasquez, 19, Industry, Pa., was fined $150 for possessing marijuana and marijuana paraphernalia.

A pretrial was set Aug. 31 for Charles Gough, 24, West Washington Street, Lisbon, charged with suspended operator’s license.

A pretrial was set Aug. 10 for Lisa Pardnell, 55, Summit Drive, East Liverpool, charged with driving under suspension.

Adam Olzak Jr., 25, Alderlick Road, Wellsville, was fined $200 for possessing marijuana, prohibited turn and marked lanes.

Timothy Gardner, 32, Jefferson, was fined $300 for driving under suspension and a yield violation.

A pretrial was set July 20 for Katelynn Heddleston, 31, Glenn Street, East Liverpool, charged with driving under suspension, marked lanes and drug paraphernalia.

Ian Wellington, 51, Fife Coal Road, Wellsville, was fined $125 for driving under suspension and expired plate.

A pretrial was set Aug. 31 for Dorothy Williams, 88, North Port, Fla., charged with driving under suspension and marked lanes.

Amanda Pedro, 34, North Ellsworth Avenue, Salem, was fined $75 for driving under suspension.

A pretrial was set Sept. 12 for Joseph Ramirez, 27, Youngstown, charged with driving under suspension.

A pretrial was set Sept. 7 for Laura Conkle, 51, Chester, W.Va., charged with speeding.

Court News

LISBON — A Salem man who had been originally accused of endangering children related to corporal punishment appeared for sentencing recently in Columbiana County Common Pleas Court.

Trey Hargrove, 28, West Pidgeon Road, was ordered to spend up to six months at the Eastern Ohio Correction Center after being placed under community control for three years for domestic violence, amended from endangering children. A second endangering children charge was dismissed. Hargrove had been accused of repeatedly administering unwarranted discipline and corporal punishment which resulted in serious harm to a 5-year-old child from July 1, 2021 to July 14, 2021.

Also in Common Pleas Court:

— William Daniels, 39, Beaver Falls, Pa., pleaded guilty to fourth-degree felony attempted compelling prostitution, a lesser offense from compelling prostitution, and fourth-degree felony attempted unlawful sexual conduct with a minor, with sentencing set for Aug. 10. Charges of possessing criminal tools and engaging in prostitution will be dismissed. Daniels solicited sexual conduct from an undercover agent posing as a juvenile in exchange for money on Aug. 30, 2022.

— Thomas Peterson, 58, Medina, pleaded guilty to fourth-degree felony receiving stolen property and misdemeanors of criminal damaging and criminal trespass, with sentencing set for Sept. 11 for being caught Nov. 11, 2022 in a truck reported stolen out of Columbiana in October 2022. The truck was stuck in a winter wheat field on land owned by Matthew Hahlen, damaging the land.

— Nicholas Jordan, 22, Niles, pleaded guilty to fourth-degree felony attempted compelling prostitution, a lesser offense from compelling prostitution, and fourth-degree felony attempted unlawful sexual conduct with a minor, with sentencing set for Sept. 11. Charges of possessing criminal tools and engaging in prostitution will be dismissed. Jordan arranged for sexual activity in exchange for money with an undercover agent posing as an adult woman and teen, arriving in East Palestine on Sept. 3, 2022 for the meeting.

— John A. McCandless, 66, Greenville, Pa., pleaded guilty to attempted compelling prostitution, a fourth-degree felony lesser offense from compelling prostitution, and attempted unlawful sexual conduct with a minor, a fourth-degree felony, with sentencing set for Sept. 8. Charges of possession of criminal tools and engaging in prostitution will be dismissed. McCandless traveled to East Palestine on Aug. 26, 2022 to have sex with an adult female and a 15-year-old female for $180 in response to an online undercover ad placed by law enforcement.

— Mark E. Durbin, 55, Warren, pleaded guilty to tampering with evidence, possession of heroin and possession of fentanyl-related compound, all third-degree felonies, and aggravated possession of drugs, a fifth-degree felony, with sentencing set for Sept. 11. Charges of possessing drug abuse instruments and illegal use or possession of drug paraphernalia will be dismissed. The charges stem from an Oct. 10, 2022 traffic stop in Columbiana when he possessed multiple empty syringes and some full syringes and threw multiple folds containing an unknown substance on the ground from his pocket which he admitted contained fentanyl. The indictment alleged he also possessed methamphetamine, and more than 50 but less than 100 doses of heroin and fentanyl-related compound.
