Grand Jury
LISBON – Larry Welsby, 65, Glasgow Road, Wellsville, was served a secret indictment charging him with possession of marijuana and cultivation of marijuana, each a third-degree felony, for allegedly growing and having more than 1,000 grams, but less than 5,000 grams of the substance on Aug. 25, 2020. The indictment was issued by the grand jury in February.

LISBON — Edward B. Bailey, 38, Allison Street, East Liverpool, was sentenced in Common Pleas Court to a year in prison for attempted aggravated arson, a third-degree felony. He will be required to enroll as a registered arson offender. Bailey had unsuccessfully attempted to light on fire the back porch of his ex-girlfriend’s home on Riley Avenue, East Liverpool, on April 11, 2021.
Debra L. Gray, 62, Ottawa Trail, Negley, was found eligible for intervention in lieu of conviction and pleaded guilty to violating a protection order, a fifth-degree felony, for her actions on Feb. 10, 2020. She was placed on a four-year intervention treatment plan.
Erick W. Meredith, 36, Sunrise Drive, Lisbon, was pleaded guilty to trafficking in cocaine, a fifth-degree felony, and requested immediate sentencing. Judge Megan Bickerton placed him on five years of community control. Meredith had been involved in selling less than five grams of a substance containing cocaine on April 1, 2019.
The community control probation of Ronald E. Harper, 34, North Market Street, East Palestine, was dishonorably terminated and he was sentenced to a year in prison for burglary, a third-degree felony. The charge was for breaking into the home of Johnna Cozza, West Martin Street, East Palestine, on Dec. 10, 2019. He has credit for 176 days served.
Josiah P. Laughlin, 22, Campbell Road, Hanoverton, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, for having methamphetamines on Nov. 8, 2020. He requested immediate sentencing and was placed on three years community control, credited with 36 days served in jail and sentenced to an additional four days in jail.
Corey N. McQueen, 29, Youngstown, was found to have violated the terms of his community control, which was dishonorably terminated. McQueen was sentenced 120 in jail with credit for 60 already served for possession of a fentanyl-related compound and possession of cocaine for drugs in his possession on March 30, 2019, and Sept. 5, 2019.
Luke M. Worden, 41, Steubenville, pleaded guilty to domestic violence, a fourth-degree felony, as well as misdemeanor charges of criminal damaging and aggravated trespassing. Sentencing is set for June 13. Worden caused physical harm to Shantel Marie Temple, as well as entered her home in Independence Square without her permission and while damaging both a window and door of the home on July 27. Worden has a prior domestic violence conviction in County Municipal Court in 2014. At sentencing he faces up to 18 months in prison and a $7,000 fine.

EAST LIVERPOOL – In East Liverpool Municipal Court Ryan L. Wooten, 37, last known address Drain Street, was fined $900, required to attend a three-day counseling program, ordered 40 hours community service and had his license suspended for a year for OVI first offense and marked lanes.
Karen L. Cooper, 60, Chester, W.Va., and Susan D. Cooper, 61, Seventh Avenue, were each fined $250, sentenced to a day in jail and required 20 hours community service for theft for failing to scan and pay for 26 items totaling $165 at the Calcutta Walmart on Dec. 9.
Travis S. Rhodes, 31, East North Avenue, East Palestine, was fined $475 and sentenced to five days in jail for drug abuse instruments, driving under suspension and both tail light and license plate light violations. During the traffic stop, Rhodes was found to have multiple syringes and a digital scale with residue under the seat.
Whitney N. Shroades, 34, Chester, W.Va., was fined $350, sentenced to two days in jail and required 20 hours community service for no license and obstructing official business for driving away from a traffic stop on West Ninth Street on May 1 while the passenger fled on foot. A plate light violation was dismissed.
A May 5 status hearing was set for Justin L. Cornell, 24, Columbia Avenue, cited with improper display and charged with criminal trespassing, assault and domestic violence for allegedly strangling his step-father on Jan. 23 and breaking into a impound lot of First Class Towing to retrieve his jacket out of his vehicle before getting into an altercation with an employee of the business, Chad Hanlon, on Feb. 11.
Richard R. Vecchio, state Route 164, Lisbon, was fined $300, sentenced to four days in jail and required 20 hours community service for criminal trespass and public intoxication for entering a West Fourth Street home and sitting on the couch while intoxicated and without the permission of the resident on Feb. 3.
Tammy S. Atkins, 50, Samuel Street, was fined $250 and required 20 hours community service for drug paraphernalia for a crack pipe found in her left jacket pocket with the assistance of K-9 Noras on Dec. 26.
Kenneth S. Endicott, 52, Ogden Street, was fined $450 and required 20 hours community service for no license, expired plates and speeding.
A May 5 status conference was set for Thomas E. Dennis Jr., 43, and Dawnyelle E. Dennis, 40, Lincoln Avenue, charged with noxious odors, storage of furniture, endangering children and infestation and screening for alleged infestations, odors and indoor furniture left outside in the weather at a home where a child was living on Nov. 9.
Frank D. Aracich, 48, Sophia Street, was fined $400, credited with a day in jail and sentenced to 29 days in jail for violating his probation and a drug paraphernalia charge for a glass pipe for smoking narcotics found in the vehicle on Jan. 31.
Randy W. Marshall, 31, Calcutta-Smithferry Road, was fined $80 for fictitious plates and no license. A probable cause of a probation violation hearing was set for March 24.
An April 28 status hearing was set for Tina M. Tennant, 61, Bolivar Road, Wellsville, cited with two counts of passing bad checks for allegedly writing a $504 check to Giant Eagle in East Liverpool that did not clear for insufficient funds on Aug. 26, and another to the same store for $31 on Feb. 14, 2021.
Charles W. Weyand, 56, Middle Avenue, was fined $85 for no license and a stop sign violation.
Failing to appear were Michael C. Sayre, 45, Chester, W.Va., misuse of a credit card; Candis J. Marshall, 66, 17th Street, Wellsville, expired license; Peter D. Pietro, 35, Glasgow Road, Wellsville, improper registration; Samuel F Masters Jr., 45, state Route 154, Elkton, failure to signal; Theresa R. Jones, 61, Annesley Road, stop sign; and Trey I. Shields, 22, Lincoln Street, no license.
Lydia L. Twyford, 37, Jefferson Street, was fined $50 for no license.
Rayshawn D. Hall, 21, Youngstown, was fined $30 for window tint.
Municipal
LISBON — In Columbiana County Municipal Court Thursday Dashmel Jesus Fernandez Rosa, 22, Boardman, was bound over to the grand jury on charges of compelling prostitution, a third-degree felony; attempted prostitution, a fifth-degree felony; and possession of criminal tools, a fifth-degree felony, for allegedly traveling to East Palestine Feb. 21 where he agreed online to pay $160 to have sex with a 15- and a 16-year old females who were runaway foster children. He was met by an agent with the Mahoning Valley Human Trafficking Task Force. He was also fined $150 for possession of drugs.
A preliminary hearing was scheduled for March 24 for Glen K. Gabriel, 28, Youngstown, charged with improper handling of firearms in a motor vehicle following a traffic stop in Columbiana March 16 in which he was allegedly found with a firearm in his waistband. Officers had pulled Gabriel over for dark tinted plates and had him step out of the vehicle, after which he then attempted to get back into the vehicle without permission. A search revealed marijuana, marijuana paraphernalia, a large sum of money and ammunition in addition to the firearm. A pretrial was scheduled for March 24 on charges of obstructing official business, marijuana paraphernalia and failure to display a valid sticker.
A preliminary hearing was scheduled for March 24 for Crystal M. Evans, 34, Benton Road, Salem, charged with failure to verify a change of address as a Tier III sex offender, a first-degree felony, after officers completing an address verification found she was no longer living at her registered address.
A pretrial was scheduled for May 9 for Bradley A. Frederick, 31, North Park Circle, East Liverpool, charged with two counts of littering on public property for allegedly dumping trash in the curb lawn of a North Jefferson Street home in Lisbon Feb. 8 while working for Diamondback Disposal.
A pretrial was scheduled for March 24 for Robert Alan Malecki, 57, Orwell, charged with engaging in prostitution, possession of criminal tools, drug paraphernalia and possession of drugs for allegedly traveling to East Palestine March 16 to exchange $200 for sexual favors from an undercover agent. He was found with methamphetamine with two pipes, as well as marijuana with one pipe.
A pretrial was scheduled for May 23 for Douglas Ray Stubbs, 47, Ravenna, charged with engaging in prostitution and possession of criminal tools for allegedly traveling to East Palestine Feb. 27 to exchange $180 for sexual favors from an undercover agent.
A pretrial was scheduled for April 21 for James J. Lippiatt, 23, Newgarden Avenue, Salem, charged with obstructing official business and illegal use or possession of drug paraphernalia for allegedly continually to stick his hands in his pockets after being told not to do so by officers who knew him to be wanted on a warrant and saw him in a vehicle at a Newgarden Avenue business in Salem Jan. 15.
A pretrial was scheduled for March 24 for Sara C. Noling, 35, East Taggart Street, East Palestine, charged with possession of schedule 4 substance after allegedly being found with 12 pills Buprenorphine with no proof of a prescription after officers found her trespassing in a burnt down home in July 2021.
A pretrial was scheduled for March 13 for William L. Cooper, 38, Bell Road, Lisbon, charged with domestic violence for allegedly climbing through a kitchen window of his home following a dispute with a woman there, destroying a television in the woman’s daughter’s room, then headbutting the woman in the mouth.
A pretrial was scheduled for April 21 for Rickey Leon Smith, 67, Warren, charged with OVI and OVI refusal.
A pretrial was scheduled for April 26 for Laura Lea Pine, 50, Carmel Achor Road, Rogers, charged with OVI, OVI breath .08 and speeding.
A pretrial was scheduled for May 24 for Stephen M. Lyons, 29, Sycamore Drive, New Middletown, for speeding.
A pretrial was scheduled for June 9 for Heather M. Morris, 44, Andrews Place, East Liverpool, charged with speeding and expired plate.
George Arthur Kress, 55, Westville Lake Road, Beloit, was sentenced to three days in jail, fined $980, had his license suspended for one year and ordered to complete 40 hours of community service for OVI, left of center and a seatbelt violation.
Samuel J. Lapin II, 34, South Range Road, North Lima, was cited $150 and sentenced to 30 days in jail (credited) for illegal use or possession of drug paraphernalia.
Trinity R. Walker, 22, Moore Street, Lisbon, was fined $250 for driving under suspension and expired plates.
Nicholas Anthony Annichenni, 25, Leffingwell Road, Canfield, was cited for $40 for speed while a charge of driving under suspension was dismissed.
Johnathan Crow, 25, Youngstown, was fined $200 for failure to control and no driver’s license amended from driving under suspension.
Constance E. Adams, 31, Youngstown, was sentenced to 12 days in jail (credited) and fined $250 for drug paraphernalia.
