Grand Jury

LISBON – The Columbiana County Common Pleas grand jury issued 23 indictments this week including:

Jay Thomas Kelly, 59, Hanoverton, is charged with compelling prostitution, a third-degree felony; importuning, a fifth-degree felony; possessing criminal tools, fifth-degree felony; misdemeanor soliciting; nine counts of pandering obscenity involving a minor or impaired person, a fourth-degree felony; and 12 counts of illegal use of minor or impaired person in nudity-oriented material or performance, a fifth-degree felony for responding to East Palestine June 20 to allegedly purchase sex from a 38-year-old female, 18-year-old female and 15-year-old female.

Kenneth Leroy Eck, 65, Windsor, Va., is charged with compelling prostitution, a third-degree felony; attempted unlawful sexual conduct with a minor, a fourth-degree felony; possessing criminal tools, a fifth-degree felony; and misdemeanor engaging in prostitution for responding to East Palestine Aug. 8 to allegedly purchase sex from a 37-year-old female and her 15-year-old daughter.

Jeremy Michael Mathew Quear, 41, Wapum, Pa., is charged with compelling prostitution, a third-degree felony; attempted unlawful sexual conduct with a minor, a fourth-degree felony; possessing criminal tools, a fifth-degree felony; and misdemeanor engaging in prostitution for responding to East Palestine Aug. 16 to allegedly purchase sex from a 37-year-old female and her 15-year-old daughter.

Journey Mykal Wayts, 29, New Middletown, is charged with compelling prostitution, a third-degree felony; and possessing criminal tools, a fifth-degree felony, for responding to East Palestine Aug. 16 to allegedly purchase sex from a 16-year-old female.

Michael Curtis Robb, 40, East Palestine, is charged with promoting prostitution, a fourth-degree felony, for allegedly transporting a woman to East Palestine for purchased sexual activity Aug. 16.

Michael C. Tack, 50, Warren, is charged with compelling prostitution, a third-degree felony; attempted unlawful sexual conduct with a minor, a fourth-degree felony; possession criminal tools, a fifth-degree felony; and misdemeanor engaging in prostitution for responding to East Palestine Aug. 13 to purchase sex from a mother and her 15-year-old daughter.

Mitchell Allen Baker, 26, Wellsville, is charged with rape, a first-degree felony; felonious assault, a second-degree felony; and misdemeanor domestic violence for allegedly assaulting his girlfriend in Salineville Oct. 16.

Zackary J. McFarland, 23, Columbiana, is charged with tampering with evidence, a third-degree felony, and misdemeanor illegal use or possession of drug paraphernalia following a traffic stop in Columbiana Aug. 22 in which he was a passenger and allegedly attempted to hide a glass pipe.

George C. Smith Sr., 49, Salem, is charged with improperly handling firearms in a motor vehicle, a fifth-degree felony, and misdemeanors failure to comply with an order or signal of a police officer, two counts, and OVI following a traffic stop in Salem Aug. 14.

Cheyenne E. Moore, 21, East Palestine, is charged with possessing criminal tools and telecommunications fraud, both fifth-degree felonies, for allegedly taking a co-worker’s paycheck from a safe at her place of employment in East Palestine Aug. 23.

Robert J. O’Malley, 23, Youngstown, is charged with improperly handling firearms in a motor vehicle, a fourth-degree felony, following a traffic stop in Columbiana County Aug. 31.

Jennifer Goldman, 37, New Brighton, Pa., is charged with tampering with evidence, a third-degree felony, and misdemeanor possessing drug abuse instruments following a traffic stop in Columbiana Sept. 6.

James C. Jones, 41, Youngstown, is charged with assault, a fourth-degree felony; two counts of retaliation, a third-degree felony; and misdemeanors OVI, OVI-refusal with prior, resisting arrest and obstructing official business following a traffic crash in Columbiana Oct. 4 in which he allegedly kicked an officer.

Rusty R. Aultman, 48, Lisbon, is charged with having weapons while under disability, a third-degree felony, after officers responded to a Cream Ridge Road home Oct. 9 where he reportedly appeared to be under the influence of a drug.

Daniel R. Mathes, 29, Rogers, is charged with grand theft of a motor vehicle, a fourth-degree felony, for allegedly stealing a vehicle from the East Palestine Moose Lodge parking lot May 28.

Steven Thomas Lightner, 21, Salem, is charged with failure to comply with an order or signal of a police officer, a third-degree felony; grand theft of a motor vehicle, a fourth-degree felony; and misdemeanor obstructing of official business for allegedly leading officers on a vehicular chase in a stolen vehicle Aug. 25 in Salem.

Lester D. Lovett Jr., 28, East Liverpool, is charged with tampering with evidence, a third-degree felony, and misdemeanor obstructing official business for allegedly fleeing from officers in Salem Aug. 26.

Jason E. Dotson, 44, Salem, is charged with domestic violence, a fourth-degree felony, and misdemeanor unauthorized use of a vehicle for striking a female passenger multiple times while driving in Lisbon Sept. 16.

Jeremy Mahalek, 40, Georgetown, Pa., is charged with burglary, a second-degree felony, and misdemeanor criminal trespass for allegedly forcing entry into a home on Quaker Lane in Salem Sept. 3.

Kyle E. Melott, 27, Leetonia, is charged with burglary, a second-degree felony, for allegedly entering a home on state Route 164 in Fairfield Township Dec. 7.

Aiden Isaac Love, 24, East Liverpool, is charged with domestic violence, a fourth-degree felony, for allegedly assaulting a female in East Liverpool Sept. 16.

Zachery K. Humphreys, 28, Salem, is charged with escape, a fifth-degree felony, for allegedly leaving the East Liverpool hospital while in police custody Sept. 16.

Joshua Lapin, 32, Salem, is charged with trespass in a habitation, a fourth-degree felony, for allegedly entering a Lisbon apartment May 8.

EL Muni

EAST LIVERPOOL — In East Liverpool Municipal Court, Carl E. Gill, of Walker, La. is set Jan. 18 for a pretrial on charges of hit-skip and driving a disqualified commercial license. He waived a preliminary hearing on a charge of improper handling of a firearm in a motor vehicle.

Wendy Lynn Ludington, of Riverview Street, was sentenced to 20 days in jail for a probation violation.

Jeffrey A. Crayne, of Newell, W.Va., was set Dec. 30 for a status hearing on charges of leaving the scene and failure to control.

Robert W. Taylor Jr., of Globe Street, was set at Dec. 30 for a trial on a charge of domestic violence.

David Adams, of Summit Lane, was set Dec. 20 for four charges of failure to file city income tax returns.

Amanda R. Ogle, of Gipner Road, was sentenced to 100 days in jail for probation violations

Gage A. Gough, of Green Lane, is set Dec. 2 for a revocation hearing on charges of theft, criminal damaging, expired license, driving under suspension, defective exhaust and expired license.

Edward B. Bailey, of Allison Street, was sentenced to 45 days in jail on charges of obstructing justice and probation violation.

Natalie N. Stoll, of Irish Ridge Road, was set Nov. 24 for a status conference on a theft charge and a revocation hearing.

Scott D. Shreve, of Price Street, was set Dec. 2 for a show cause hearing on two drug abuse instruments charges and a probation hearing on possession of drug abuse instrument and theft charges.

Katherine M. Plum, of Lisbon Street, was set Dec. 30 for a pretrial on charges of no operator’s license, traffic control device and fictitious plates.

Alexis L. Steele, of Lisbon Street, was sentenced to $230 plus costs on charges of driving under suspension and loud exhaust.

Jena M. Smith, of Midland, Pa., was set Dec. 9 for trial on charges of two counts of theft.

Margaret A. Boring, of Newell, W.Va., was set Jan. 13 for a motion hearing on a theft charge.

LISBON — In Columbiana County Municipal Court Thursday a preliminary hearing was set for Nov. 22 for Stacy L. Butcher, 47, Lisbon, charged with tampering with evidence, a third-degree felony, for allegedly flushing a baggie containing an unknown substance during a search warrant execution in Lisbon Nov. 16.

A pretrial was set for Dec. 2 for Robert McLaughlin, 61, Lisbon, charged with domestic violence for allegedly shoving a member of the household Nov. 18.

A pretrial was set for Dec. 2 for Devon J. Johnson, 30, Youngstown, charged with possession of marijuana, possession of drugs and driving under suspension.

A pretrial was set for Dec. 21 for Kristi R. Newton, 43, Columbiana, charged with endangering children, OVI, OVI (.08 breath) and speed following a traffic stop on Depot Road in Butler Township Oct. 27 in which she had a 5-year-old passenger.

A pretrial was set for Dec. 27 for Henry J. Mills, 52, Salem, charged with expired license plates.

A pretrial was set for Jan. 6 for Justin T. Best, 41, Columbiana, charged with OVI, speed and failure to obey a traffic control device.

A pretrial was set for Jan. 10 for Daniel Andrew Winkle, 65, Youngstown, charged with engaging in prostitution and possession of criminal tools after he responded to Salem Nov. 3 where he had arranged to meet a woman for sex.

A pretrial was set for Jan. 11 for Michael Paul Quintana, 40, East Liverpool, charged with engaging in prostitution and possession of criminal tools after he responded to East Palestine Nov. 3 where he had arranged to meet a woman for sex.

A pretrial was set for Jan. 24 for Matthew L. Roselle, 35, Youngstown, charged with resisting arrest and obstructing official business following a traffic stop in Columbiana Nov. 17 in which he refused to identify himself and then exited his vehicle without being told to do so.

A pretrial was set for Jan. 24 for Raymond D. Grossman, 56, Sandy Lake, Pa., charged with engaging in prostitution and possession of criminal tools after he responded to East Palestine Nov. 3 where he had arranged to meet a woman for sex.

A pretrial was set for Jan. 25 for James Paladina, 54, Weirton, W.Va., charged with engaging in prostitution and possession of criminal tools after he responded to East Palestine Nov. 3 where he had arranged to meet a woman for sex.

A pretrial was set for Jan. 25 for David A. Shaw, 56, Lisbon, charged with hit skip/leaving the scene of a crash.

A pretrial was set for Jan. 27 for Nicholas A. Annichenni, 25, Canfield, charged with driving under suspension and speed.

A pretrial was set for Jan. 27 for James K. Stratton, 46, Rogers, charged with engaging in prostitution and possession of criminal tools after he responded to Salem Nov. 4 where he had arranged to meet a woman for sex.

Logan J. McConnell, 30, New Middletown, had a charge of disorderly conduct dismissed with stipulation to probable cause and court costs.

Peter Mitchell, 24, Carrollton, was fined $150 for an equipment violation amended from speed.

Austin Lowe, 25, Beloit, was sentenced to 30 days in jail, fined $250 and ordered to have no contact with the victim for telecommunications harassment.

Sheri M. Stanley, 46, East Palestine, was sentenced to 10 days in jail, fined $300, assigned 30 hours of community service and ordered to pay $307 restitution with no contact with the victim for theft.

Lori Sprouse, 37, New Waterford, was ordered to pay $450 to the Columbiana County Humane Society for an impounded cat.

Leroy J. Berts, 21, Garfield Heights, was sentenced to 30 days in jail, fined $600 and ordered to complete 40 hours of community service and anger management for assault and criminal damaging.

Justin F. Lake, 24, Salem, was sentenced to three days in jail (two credited), fined $1,125, had his driver’s license suspended for one year and ordered to complete 40 hours of community service and substance abuse evaluation for OVI and drug paraphernalia.

Ashley M. Messenger, 32, Salem, was fined $400 for disorderly conduct amended from domestic violence and obstructing official business.

Richard Burnett, 60, Carrollton, was fined $150 for an equipment violation amended from speed.

Carl James Bertovich, 27, Homeworth, was fined $50 for assured clear distance ahead.

Robert L. Teter, 53, Elyria, was fined $400 and ordered to complete 20 hours community service for disorderly conduct amended from furnishing false information.

Erick Delgado, 20, Miami, Florida, was fined $150 for an equipment violation amended from a stop sign violation.

Leslie P. Snyder, 64, Rogers, was fined $250 for criminal trespassing.

Zachary D. Moore, 21, Hammondsville, was sentenced to three days in jail, fined $680, had his driver’s license suspended for one year and ordered to complete 40 hours community service and substance abuse evaluation for reckless operation amended from failure to stop, failure to control, materials on roadway, OVI underage amended from OVI, failure to control and a seatbelt violation.

Amber L. Maraldo, 38, Salem, was sentenced to 20 days in jail (13 credited), fined $325 and ordered to complete 20 hours of community service and a mental evaluation for a protection order violation and speed.

Abbey L. VanHorn, 22, Salem, was fined $250 for obstructing justice.

Katie L. Ketchum, 30, Wellsville, was fined $150 and ordered not to return to the Salem Walmart for disorderly conduct amended from theft.

Jaismin A. Morris, 34, Youngstown, was fined $1,000 and ordered to complete 60 hours of community service, a mental evaluation and not to return to a Columbiana County Walmart for theft.
